The $96 mill ion project cover5 six districts in Uttar Pradesh and three districts in Andhra Pradesh. The objectives of the project are to help lower infant and child mortality and morbidity, improve the health of mothers and children and lower fertility . • India's population of more than 650 mill ion is growing at the rate of 2.1% per annum. Fertility is moderate by standards of low-income develop- ing countries as a whole -- the average crude birth rate for India is around 35 per l ,000 per annum as compared with 40 per l ,000 for other developing countries. India's population growth rate is expected to decline to 1 .5% per annum by the year 2000. The project being assisted by IDA is designed to support the Government of India in the development of its family welfare structure and strategy which is expected to be implemented throughout India by the end of the Seventh Five-Year Plan (March 1988). The project provides assistance for the service delivery system ~nd for the supporting activities such as training, information and motivation, monitoring and evaluation, and for project management. The IDA credit to India is for 50 years, including 10 years of grace. It is interest free, except for a service charge of 3/4 of 1% per • annum to cover administrative costs. PROJECT DESCRIPTION: The project components are (a) service delivery; (b) train- ing; (c) information, education and communication; an~ (d) monitoring, evaluation and operation research; and (e) program and project rnanagen~. It would also provide support for a number of innovative activities in this sector. PROCUREMENT: Contracts for civil works ($30. 1 million) will be awarded on the basis of local competitive bidding. Civil works contracts, including additions to existing buildings, will be individually small and spread geographically and over time, and will not be suitable for international competi- tive bidding. A small portion of the civil works will be carried out departmentally. In the interest of ensuring adequate maintenance and spares, vehicles ($2.4 mill ion) will be procured under local competitive bidding.
