FOR- IMMEDIATE-1~ELEASE \ World Bank 1818 H Street, N.W., Washington, D.C. 20433, U.S.A.• Telephone: (202) 477-1234 IDA NEWS RELEASE NO. 80/67 May 15, 1980 TOGO RECEIVES $11 MILLION IDA CREDIT FOR A FIRST EDUCATION PROJECT The International Development Association (IDA), the World Bank's affiliate for concessionary lending, has approved a credit to the Republic of Togo for an education project. The $20 million project, the first of its kind in Togo to be supported by IDA, will help the government to meet its development objectives. It will improve the quality of primary education, provide skilled agricultural man- power, and strengthen the institutions responsible for primary and agricultural education. · The project will finance the construction and equipping of two primary • teachers colleges, each with 360 student places, and technical assistance and fellowships for pre- and in-service training. The Agricultural Staff Training Center in Tove will be expanded, and the number of student places there will be increased from 290 to 430. This center, soon to be re-named the National Institute of Agricultural Training, will train agricultural staff, teachers of agriculture for secondary schools, and agricultural advisers for primary schools. Technical assistance, fellowships, and operating costs will be provided for the preparation of education projects suitable for external financing. The Fonds d'Aide et de Cooperation will contribute $3. 1 million towards the project, the Government of Saudi Arabia, $2 million, and the Government of Togo, $3.9 million. The IDA credit is for a term of 50 years, including 10 years of grace. It will carry no interest but will bear a service charge of 3/4 of 1% per annum to cover administrative expenses . • NOTE: Money figures are expressed in U.S. dollar equivalents. PROCUREMENT: Civil work contracts ($9.3 million) and furniture and equipment contracts ($2. 1 million) will be procured on the basis of international competitive bidding in accordance with the IDA guidelines. Domestic contractors for civil works will be allowed a preferential margin of 7!% over the bid prices of competing foreign contractors. Domestic manufacturers of furniture and equipment will be allowed a preferential margin of 15% of the c.t.f. price of competing imports, or applicable customs duties and import taxes, whichever is lower. Local competitive bidding, following procedures acceptable to the Association, will be used for any contract for furniture and equipment estimated to cost between $10,000 and $50,000 but not exceeding an aggregate of $0.3 million. Furniture and equipment estimated to cost less than $10,000, but not exceeding an aggregate.of $0.3 million, will be procured through negotiated purchase on the basi~ of the quotations from at least three reliable suppliers or manufacturers. Procure- ment of civil works, furniture and equipment, and technical specialist services, estimated at $5.2 million, which will be financed in part by FAC and Saudi Arabia, will be in accordance with their respective procurement procedures. CONSULTANTS: Architectural services and technical specialist services financed in part by the Association, will be obtained in accordance with procedures acceptable to the Association.
