<)• • FOR IMMEDIATEd RELEASE I) •World Bank 1818 H Street, N.W., Washington, O.C. 20433, U.S.A.• Telephone: (202) 477-1234 IDA NEWS RELEASE NO. 81/20 December 4, 1980 UGANDA TO RECEIVE SDR 6.4 MILLION ($8 MILLION) IDA CREDIT FOR TECHNICAL ASSISTANCE PROJECT The International Development Association (IDA) has announced the approval of a credit of SOR 6.4 million ($8 million) to the Government of Uganda for a techni- cal assistance project. IDA is the soft-loan affiliate of the World Bank. The project is designed to assist the Government of Uganda in preparing suit- able development and rehabilitation projects for financing by the World Bank and other donor agencies. The IDA credit will finance a total of 780 man-months of consulting services and external assistance. • Consultants will be engaged for the preparation of pre-feasibility and feas- ibility studies for high-priority investments in both the directly productive and social infrastructure sectors of the economy. They will also be responsible for the preparation of rehabilitation and capacity utilization studies for existing projects mainly, but not exclusively, in the industrial, agricultural, transport, and communications sectors. External assistance will be provided for staffing of the planning departments of ministries and other government agencies with economists and other technical specialists for project identification, preparation, and appraisal work. The project, which will be administered by the Ministry of Planning and Economic Development (P.O. Box 7068, Kampala, Uganda. Telex: 61107. Cable: ADMINISTER), will also provide emergency and short-term managerial and technical staff for operat- ing projects, mainly in the industrial, agricultural, transport, and communications sector. Training in project preparation, evaluation, implementation, and related techniques wi 11 also be provided for Ugandan nationals. The project will play a central role in the government's efforts to revitalize its planning machinery -- an element in the success of the current reconstruction efforts. The IDA credit is for 50 years, including 10 years cf grace. It carries no in- terest but will bear a service charge of 3/4 of 1% annually to cover the Association's administrative expenses . • NOTE: IDA credits are denominated in SDRs (Special Drawing Rights), which are valued on the basis of a "basket" of currencies. The U.S. dollar equiv- alent of the SDR amount of the IDA credit reflects the exchange rates existing at the time of negotiation of the credit.
