Project Description: The proposed IDA credit would finance 38 percent, and the proposed EEC Special Action Credit 14 percent, of the costs of a project that includes: (i) the expansion of the Varreux power station at Port-au-Prince by the addition of 22-23 MW of diesel capacity, addition of 3.5 MW of capacity to the Cap Haitien power station, 1 MW for Port-de-Paix and 250 kW for a new power station at Miragoane; (ii) expansion of seven substations constructed under the First Project, construction of three new sub- stations and acquisition of telecommunications equipment; (iii) construction of 27 km of distribution lines, rehab- ilitation of about 30 percent of the distribution network in Port-au-Prince and expansion of the distribution networks in Port-de-Paix (16 km), Les Cayes (10 km) and Miragoane (18 km); (iv) staff training; and (v) related consultant services for the project, for the design of a new headquarters building for EdH, and for studies related to the management and operations of EdH and to the mainte- nance and monitoring of the dam at Peligre. EdH's staff is still too small and inexperienced to ensure minimal risks in carrying out the project: EdH will, therefore, be assisted by consultants during project execution, although EdH staff participation will be more extensive than under the First Project.
