The credit from the World Bank's soft-loan affiliate will assist the Philippines government in implementing a second population project. The $72 million project aims at reducing fertility levels, decreasing mortality and malnutrition among children, and improving the health of semi-urban and rural people. The second population project includes the prov1s1on of assistance for the Commission on Population (POPCOM) and the Ministry of Health. Both institu- tions will seek to improve and expand family plann_ing services and to motivate acceptance of these services. The Ministry of Health will also receive assis- tance in expanding its health services. An estimated 3.3 million people will receive primary health care coverage, • and another 3 million people will have access to services from new health care facilities. These new facilities include 75 health centers and 915 barangay (community) health stations. Seven population regional offices and 13 contra- ceptive warehouses will also be built. The project will also provide training services, vehicles, equipment for health centers, information, education and communication activities, research and evaluation, and advisory services. innovative activities to involve local people in reaching family planning and health goals will be established. The Government of the Philippines is providing $32 million for the project. The IDA credit is for 50 years, including a 10-year grace period. The credit carries no interest, but bears a service charge of 3/4 of 1% per annum to cover administrative costs. PROCUREMENT: Contracts for equipment, vehicles and materials will to the extent feasible be grouped in packages of not less than $80,000. Those costing $80,000 or more will be awarded through international competitive bidding (ICB). Those under $80,000 but not exceeding $800,000 in total will be procured through competitive bidding advertised locally. Contracts for items costing not more than $8,000 but not exceeding $200,000 in total, and any contract for the supply of tools and materials for constructing health stations,will be pro- cured through prudent local shopping with price quotations from at least three sup- pliers. Local manufacturers will receive a preference margin of 15% of the c. i .f. price or the customs duty, whichever is lower. Civil works will be awarded after local bidding, which will be open to foreign firms. Construction of health centers or barangay health stations will be implemented by force account where no reasonable bids are obtained, or where communities are unable to implement part of the work; the tota 1 amount of this work \"IOU 1d be va 1ued at about $5. 2 mi 11 ion. CONSULTANTS: Technical assistance will be provided for Management ~ Information Services, research design and evaluation, IEC, training, financial and auditing matters, and improvement of logistics systems.
