FOR'IMMEDIA TE RELEASE ' .world Bank 1818 H Street, N.W., Washington, D.C. 20433, U.S.A.• Telephone: (202) 477-1234 IDA NEWS RELEASE NO. 80/10 October 25, 1979 IDA APPROVES $14 MILLION CREDIT FOR SECOND EDUCATION PROJECT IN UPPER VOLTA A program to expand the rural education system and the teacher training facilities for instructors in rural education in Upper Volta will be assisted by a $14 million credit from the International Development Association (IDA), the World Bank's affiliate for concessionary lending. The $25 million project would consolidate the achievements of the first education project and assist the government in providing education to rural youth who have not had access to primary education. The project will also provide training for three categories of workers currently in short supply in Upper· Volta: agriculture project managers, building construction foremen, and road and equipment maintenance personnel. There are two education systems in Upper Volta: a formal system under the Ministry of National Education and Culture and a separate system of rural education under the Ministry of Rural Development . • In 1975 the Ministry of Rural Development established a Rural Youth Train- ing Directorate (FJA Directorate) to be responsible for the rural education program. Under this scheme a three year training program of basic education, combined with agricultural and rural craft training, was introduced in the Rural Youth Training Centers (CFJAs). There are now about 750 of these centers with a total enrollment of some 22,000 young persons. The Directorate also provided support for a revival of traditional rural youth groups called Rural Youth Groups (GJAs). The project is expected to increase enrollments in the Rural Youth Training Centers by about 7,000 and to establish Rural Youth Groups for some 15,000 rural youths. The project will benefit all the 22,000 rural youths in existing training centers, 7,000 additional youths to be added to the program and 18,000 youths who will receive further training after attending the centers. The infrastructure created under this project could eventually serve a nationwide reform of the training system which over a 25-30 year period could reach up to 200,000 young people in rural areas. The Government of Upper Volta is contributing $3.7 million towards the project. The African Development Fund is providing a loan of $7.4 million on substantially the same terms as the IDA credit. The IDA credit is for 50 years, including 10 years of grace·. The credit carries no interest, but bears a service ~ charge of 0.75% per annum to cover administrative costs. It will also provide training for project managers, ·build- ing construction foremen, and equipment maintenance personnel. • PROCUREMENT: Civil works totaling $3.4 million will be mainly for small, widely dispersed buildings, and water supplies. Construction wiil be carried out under local competitive bidding ($2.4 million) and force account ($1 million). Construction materials totaling $0.6 million for self-help construction of the Rural Youth Training Centers will be procured through local competitive bidding procedures.
