The project will continue the development of irrigation in the Senegal River Delta by providing civil works and agricultural devel- opment activities to allow production of irrigated paddy and tomatoes on over 3,000 ha in two perimeters at Debi and Lampsar. The project • also includes consulting services and technical assistance to strengthen the management, planning, and research capabiliti6s of the national devel- opment agency SAED (Societe d'Amenagement et J'fxploitation des Terres du Delta), and to prepare it .for undertaking the future integrated develop- ment of the entire river valley. The project wi 11 provide greatly increased incomes for about 9,000 people who are among the poorest in Senegal 1 s rural areas. The $20 million IDA credit to the Republic of Senegal will be for a 50-year term, including 10 years of grace. The credit wi 11 be interest- free, but will carry a service charge of 3/4 of 1% to cover IDA's admin- istrative expenses. Recruitment of technical specialists will be in accordance with FAC procedures. Bids have been received fol lowing inte1national com- petitive bidding in accordance with Bank Group guidelines for irrigation works and buildings. Equipment contracts for more than $100,000 will be procured through inter- national competitive bidding; equipme~t contracts for less than $100,000 will be pro- cured in accordance with local competitiv~~ bidding procedures acceptable to the Associa- tion, except for equipment purchases of less than $15,000 each which wil 1 be purchased directly from local suppliers on the basis of at least three quotations for each contract. CON~ULTANTS: Consultants wi l 1 be needed to assist in preparing feasibility studies and final engineering for new irrigation schemes, and to carry out studies on specif~c sub-sectors such as live- stock, agro-industries, and marketing.
