'·FOR IMMEDIATE RELEASE •World Bank 1818 H Street, N.W., Washington, D.C. 20433, U.S.A. •Telephone: (202) 477-1234 IDA NEWS RELEASE NO. 79/14 SEPTEMBER 14, 1978 IDA APPROVES $8 MILLION FOR FIRST EDUCATION PROJECT IN GUINEA The International Development Association (IDA), the World Bank's affiliate for concessionary lending, has approved an $8 million credit for its first ~ducation project in Guinea. The $8.9 million project will alleviate the shortage of skilled workers in the West African country by improving and expanding technical training programs. It will also strengthen the country's capacity for planning education projects and carrying out development projects. The IDA project provides for the construction and equipping of three technical training institutes: one (capacity: 110 students) for • training teachers for secondary polytechnic institutes, and the other two (combined capacity: 400 students) for training and upgrading skilled workers for industry and public works. Construction of housing for the teaching staff is also included in the project. The Ministry of Education, which will implement the project, will be provided with equipment and materials for its planning office and for a project management unit. To help carry out the project, consultant services and fellowships will be provided. The provision of facilities to ensure a supply of teachers for the secondary polytechnic institutes, the improvement of training in these insti- tutes, and the expansion of the number of skilled workers for the industrial and public works sectors will help the country meet its growing demand for skilled manpower to carry out its development projects. The IDA credit is for 50 years, including a grace period of 10 years. PROCUREMENT: Civil works valued at $3.l million and furniture, equipment and vehicles valued at $1.4 million will be procured on the basis of international competitive bidding (ICB) in accordance with IDA's guidelines. Procurement of educational equipment, consumable materials 0nd other supplies will be handled by the national import-export agency (IMPORTEX) responsible for all Government procurement. Materials, equipment and vehicles that cannot be grouped in packages of at least $50,000 each, and standardized equipment which is not suitable for ICB will be procured under local competitive bidding procedures acceptable to IDA, or through nego- tiated purchase on the basis of price quotations from reliable suppliers. The aggregate value of such items is estimated not to exceed $0.2 million. CONSULTANTS: A total of 36 man-years of consultant services will be provided: 26 man-years to help establish the institute and develop its training programs, 2 man-years to improve the organization and management of the planning office of the Ministry of Education, 3 man-years to assist in preparing education and training projects, 3 man-years counterpart service to the project director and 2 man-years architect-counterpart service, and 3 months equipment consultant service.
