•World Bank 1818 H Street, N.W., Washington, D.C. 20433, U.S.A. • Telephone: (202) 393-6360 IDA NEWS RELEASE NO: 78/9 SEPTEMBER 8, 1977 $1.9 MILLION IDA CREDIT FOR THE SAHELIAN ZONE IN CHAD About one million people in the drought-stricken Sahelian Zone of Chad will benefit from a $1.9 million credit announced today by the International Development Association (IDA), the soft-loan affiliate of the World Bank. The Sahelian Zone project covers a 200-kilometer belt in central Chad. About 1.2 million people, most of them engaged in livestock raising, live in the Sahelian Zone which again suffered from drought in 1976, three years after a period of prolonged drought. • The $3.959 million project consists of 14 small subprojects which are designed to alleviate the effects of the drought and will lead to increased develop- ment of the crop, livestock and forestry resources of the Sahelian Zone. The subprojects are also capable of being carried out by existing institutions. Under the Sahelian Zone project, about 2,000 hectares of bottomlands will be improved for growing sorghum and vegetables, a comprehensive vaccination campaign for the livestock herds carried out, and water supply for the herds maintained through repairs to wells and operation of tubewells. The vaccination subproject, by far the largest one accounting for 27% of the total cost of the project, will benefit about 950,000 people by protecting the health of their herds. Forestry management will also be introduced on about 3,500 hectares near N'Djamena, and four forestry nurseries will be established. To facilitate transport, a Government garage and workshop will be constructed and equipped, and six airstrips are to be rehabilitated. Co-financing is provided by the Canadian International Development Agency (CIDA) which is committing $1.9 million equivalent in grant aid to the project. • The $1.9 million IDA credit to Chad is for 50 years, including a 10-year grace period. The credit carries no interest but has a service charge of 3/4 of 1% to meet IDA's administrative costs. Crop Farming: increased development of crop farming, through: (i) minor land improvements in bottomlands (about 2,000 ha.); (ii) construction of 28 village warehouses; (iii) a new extension and applied research program for flood recession cultivation at Lake Fitri; and (iv) inputs for increased vegetable production • near N'Djamena; b. Animal Health: sustained and improved animal health services, through: (i) a comprehensive vaccination campaign together with adequate drug supplies in 1977/78; and (ii) partial re-equipment of the vaccine production plant at Farcha; c. Water Sue..e.!_y_: maintenance of pastoral water supply through: (i) major repairs to 40 open wells in Kanem; (ii) operation of 12 tubewells in Chari Baguirmi; and (iii) observation of groundwater levels and water points; d. Forestry: expanded forestry activities through: (i) expansion of forestry management near N'Djamena (about 3,500 ha.); (ii) establishment of four forestry nurseries; and (iii) preparation of a project for supply of construction wood; and e. Trans- port: improved capacity for Government to deliver services through: (i) construction and equipment of a garage and workshop; and (ii) rehabilitation of six airstrips. PROCUREMENT: Contracts worth ·$50,000 or more for the supply of vehicles and equipment (estimated cost $1 .3 mi Ilion) and materials for force account works (estimated cost $0.2 million) wi 11 be awarded after international competitive bidding in accordance with IDA guide) ines. Such contracts of Jess than $50,000 but more than $10,000 and all contracts for civil works not executed by force account, will be awarded after competitive bidding advertised locally in accordance with procedures acceptable to iDA. Bidders for the civil works for the construction of the garage shall be prequalified in accordance with procedures acceptable to the Association. For contracts of $10,000 or less, price solicitations from bidders will be invited. The services of the short-term consultant required for the preparation of a project for supply of construction wood will be obtained following standards IDA procedures. ECONOMIC RATE OF RETURN: ESTIMATED COMPLETION DATE: 21% for 3 subprojects representing 21 percent of project 1980 base cost. - 0 - •
