Their incomes will rise from $100 per family in traditional cultivation to $370 in the most representative case and up to $500 if fertilizer is used. The. project is being financed by the farmers ($1.9 mi 11 ion), the Government of Mali ($1.3 million), the World Bank affiliate, the International Development Association (IDA) ($15 million), Fonds d'Aide et de Cooperation ($2 million) and the • African Development Fund ($6 million) • Like the First Mopti Rice Project, which became operational in 1972, and which aimed at the improvement of rice cultivation conditions and techniques, the Second Mopti Rice Project aims at a moderate expansion in the cultivated area through the construction of new polders; the improvement of rice cultivation conditions and techniques in the new polders as well as in the existing ones, and the strengthening of the project authority. In addition, a village adult literacy program will be established, and credit for fertilizer and farm implements will be made available. Finally, agricultural research wi 11 be carried out by Operation Riz Mopti (ORM) with scientific guidance from the lnstitut d'Econornie Rurale and the West Africa Rice Development Association. The $15 million IDA credit to Mali will be for a 50-year term, including 10 years of grace. It wi 11 be interest free but wi 11 carry a service charge of 3/4 of 1 percent • to cover IDA's administrative costs. NOTE: Money figures are expressed in U.S. dollar equivalents. FORM NO. 1121 (5-76) •~ T E C HN I CA L DA T A PROJECT: Second Hopti COUNTRY: Mali TOTAL COST: $26.3 mi 11 ion FINANCING: $15 million, standard IDA terms OTHER FINANCING: Farmers ($1.9 million), Government of Mali ($1.3 million); Fonds d'Aide et de Cooperation (FAC) ($2 mi 11 ion); African Development Fund (ADF) ($6 mi 11 ion) IMPLEMENTING ORGANIZATION: Operation Riz Mopti (ORM) Mopti Sevare Republique du Mali PROJECT DESCRIPTION: It wi 11 comprise: construction of four polders with a total area of 8,800 hectares (ha); improvement of some polders; deep ploughing of the new polders as well as of about 14,300 ha in existing polders; construction of storage facilities for paddy, farm inputs and farm equipm'ent, of worksho. training centers, offices and staff houses; acquisition of farm machinery, civi 1 works ~ maintenance equipment, ferries, vehicles, workshop and office equipment; establishment of an adult literacy program for villages in the project area and an audio-visial program to be used by extension services; applied agricultural credit for fertilizer and farm implements; and operating costs during the project period to the extent that they are attributable to the expansion of the project area. PROCUREMENT: Contracts for vehicles and equipment ($2.2 million) as well as for civil works ($5.5 million) and deep ploughing ($1.5 million) to be financed jointly by IDA and the Fonds d'Aide et de Cooperation (FAC) will be awarded on the basis of international competitive bidding in accordance with IDA guidelines. CONSULTANTS: The following specialists wi 11 be employed: one extension specialist (5 years); one agricultural economist (2-3 years); one workshop manager (5 years); and one accountant (4 years).
