 RP1190 Safeguard Policy INDONESIA: Third National Program for Community Empowerment in Rural Areas Land Acquisition and Resettlement Policy Framework Introduction PNPM Rural III is the most recent in a series of projects that build on the mechanisms and processes of the Kecamatan Development Project (KDP). Project methodology benefits from continual refinement, incorporating lessons-learned and best practice. The objective of the Project is that villagers in PNPM rural locations benefit from improved socio-economic and local governance conditions. This Land Acquisition and Resettlement Policy Framework reflects a pool of direct experience in the Indonesian context extending back over more than a decade. The procedures and mitigation measures described below for PNPM Rural III, apply to PNPM Rural projects I, II and all linked grant-funded activities that use the PNPM Rural planning and implementation processes, in particular PNPM Generasi Sehat dan Cerdas (PNPM – A Bright and Healthy Generation) and PNPM Green. PNPM-Rural is a highly decentralized project and will support a large number of small sub- projects. Through kecamatan grants the project is expected to support the construction of economic and social infrastructure that is desired and needed by communities (ceiling for projects is US$37,796 or Rp. 350 million; projects average US$21,598 or Rp. 200 million), including provision of revolving fund for women’s groups. As a community-based, demand-driven project, the sub-projects within PNPM Rural cannot be identified in advance. Similarly, the number of people affected by an individual sub-project cannot be established before it has been developed and approved by the village. However, since participatory planning and decision-making form the basis of the project, the entire project approach is designed guarantee that people affected by the project will be involved in the decision-making process.
