This justifies, in the opinion of the project team - to keep the overall rating as MU. Since project launch, i.e. at the beginning of 2008, 16,314 Farmer-Managed Activities (FMAs) have been implemented under component A, representing Rp 167.4 billion ($18.2 million) disbursed to support farmer learning activities in around 3,064 villages, 68 districts and 18 provinces of Indonesia. This is quite an achievement and there have been some tangible results in terms of farmer empowerment, commercialization of village production, interactions between key stakeholder at the local level, and other initiatives undertaken by farmer groups. Yet the objective is to turn these often useful and sometimes Public Disclosure Copy successful activities into viable agro-enterprises that will be able to generate and sustain the demand for agricultural support services. Under component B, 789 district-level Rural Extension Centers have been - or hare in the process of being - constructed. The project objective was 807. So, by the end of 2011, the delivery will reach 98%. The research- extension-farmer linkages component (component C) and the knowledge and information services component (component D) have been making good progress. Regarding the latter, in the past 6 months, activities have focused on developing a business plan for the commercialization of the e-Petani software to cell phone companies. Nevertheless, project management, leadership and coordination remain insufficient and need to be strengthened at all levels, central and local. The Monitoring & Evaluation system is underperforming and does not provide timely and useful analysis to inform decision-making and improve overall project management. The challenges remains to make extension and R&D institutions more efficient and relevant for farmers, creating effective linkages with the private sector and supporting the development of agro-enterprises.
