Koeberle Country Director, Indonesia Letter No. CD-450/MDF/XI/2011 November 2, 2011 Ms. Beate Trankmann United Nations Development Programme Country Director 9th floor, Menara Thamrin Building Kav. 3, Jalan Thamrin, Jakarta 10250 Dear Ms. Trankmann: Re: Multi-Donor Fund for Aceh and North Sumatra Capacity Building for Local Resource-Based Roads – Rural Roads Fiscal Agency Agreement TF056089 Additional Financing, Extension of Closing Date, and Reallocation We refer to the Fiscal Agency Agreement, dated March 8, 2006, (the Fiscal Agency Agreement) between the International Development Association, acting as Trustee for the Multi Donor Trust Fund for Aceh and North Sumatra (the Trustee) and the United Nations Development Programme (the Partner Agency), as amended through September 21, 2010, for the above- referenced project. Terms used but not defined in this letter of amendment have the meanings given to them in the Fiscal Agency Agreement. We refer also to the request of the Partner Agency, dated October 5, 2011, for additional financing, reallocation and extension of the Closing Date of the Trust Fund and reallocate the budget. The Trustee agrees to the request, and accordingly, the Trustee and the Partner Agency agree to amend the Fiscal Agency Agreement as set out below. 1. Section 2.02 of the Fiscal Agency Agreement is amended to provide additional financing in the amount of two million one hundred thousand United States Dollars (USD2,100,000), for a total amount of MDTFANS Funds of thirteen million eight hundred ninety nine thousand two hundred and twenty United States Dollars (USD13,899,220) as set out below: “2.02 The Trustee agrees to make available to the Partner Agency, on the terms and conditions set forth or referred to in this Agreement, an amount not exceeding thirteen million eight hundred ninety nine thousand two hundred and twenty United States Dollars (USD13,899,220) (the “MDTFANS Funds
