The first project provided $6.3 million for construction, furnishing and equiping of 14 new secondary schools, a secondary teacher training institution, expansion of facilities at the Agricultural Technical Institute. The major objective of the second project with a total cost estimated at over $22 million is to provide students with a more practically oriented education and . •thus give them the skills for further on-the-job training. Its main components are: the establishment of 11 new and extension of three lower secondary schools, two new and extension of one combined upper and lower secondary school, two new common facilities centers and two new agricuJ.tural training schools. Also included in t.:.e project are ad.di tional equipinent and teaching material; training services; technical assistance and studies to map existing education resources, to determine future priority investments and the establishment of a tracer system. In full capacity, the schools in the project will graduate about 3,000 students annuall~r. The loan to the Republic of Guatemala has a term of 30 yea.rs including ten years of grace with interest at 8 1/2 percent per annum. Money ti~es a.re expressed in US dollar equivalents. PROJECT DESCRIPTION: The project consists Q.f: .the establishment • of 11 new and extension of 3 lower secondary . schools, 2 new and extension of 1 combined ·upper and. lower secondary school, 2 new common facilities centers~ and 2 new agricultu.'9al training schools; additional equipment and teaching materials for existing schools; extensive in-service and pre-service training programs for teaching and administrative staff'; technical assistance in the equivalent of 11 man-years of specialist services and about 45 man-years of fellowships; and, studies to map exist- ing educational resources and to determine future priority investment needs in education, and establishment of a tracer system to follow-up school graduates. PROCUREMENT: Contracts tor civil works will be awarded on the basis of' competitive bidding advertised locally.and in accordance with local procedures acceptable to the Bank, but interested foreign firms will be permitted to participate., Contracts to,; procurement ot turni ture and equipment will be awarded on the basis o:r· international competitive bidding in accordance with Bank guidelines. Furniture and equipnent that cannot be grouped in packages of at least $25 ,000 will be procured. on the basis of competitive· bidding in accordance with the Borrower's regular procurement procedures which are satisf'actory to the Bank; procurement under this procedure rill not, in aggregate, exceed $450,000, or 10 percent of the total eost of the furniture and equipment. In accordance with the Central American Agreement on Fiscal Incentives tor Industrial Development, domestic and other CACM member countries' manufacturers will receive a preferential margin of 15 percent of' the c.i.f. base price or 50 percent of the tari°tf payable by non-CACM manufacturers, whichever is • lower.
