The projects will assist Senegal to establish a national program for feeder road improvement and maintenance and to continue its road rehabilitation and maintenance operations, started under previous projects. The Feeder Roads Project received a Third Window loan of $6.6 million for the purchase of highway equipment, materials, and supplies for three feeder road brigades. The brigades will improve and maintain over a three year period about 1,000 km of feeder roads and maintain an additional 250 km • of existing feeder roads in the most important agricultural areas of the country . Technical assistance will be provided to the project unit for implementation and monitoring of the feeder road program. The project will result in cheaper and more regular transportation in rural areas and, in some cases, open up remote regions so that farmers have better access to markets. The loan, the first on Third Window terms for Senegal, is for 25 years, including seven years of grace, with interest at 4-1/2 percent per annum. An additional 4 percent will be paid to the Bank by the Interest Subsidy Fund, representing the difference between the Bank's standard interest rate and the charge to Senegal. The second loan of $15 million will help finance a Third Highway Project. Two previous credits in 1970 and 1973 were directed toward development and rehabilitation of the highway network and improvement of road maintenance. The Third Highway Project consists of pavement strengthening of 204 km of pri- mary roads and procurement of equipment for highway maintenance. It, also, includes a technical assistance component which aims at improving Goverment's pJ~nning capacity in the transport sector and helping the domestic construction industry to increase its capacity in competing for civil works contracts. Con- sultants services are also included for engineering studies for 260 km of roads and extension of the maintenance program. The Third Highway Project will provide cheaper, safer and more reliable transport and is expected to result in savings in road maintenance costs through • increased productivity of highway brigades, training and technical assistance . The Third Highway Joan is for 20 years, including 5 years of grace, with inter- est at 8-1/2 percent per annum. PROCUREMENT: Equipment, materials and supplies amounting to about $5 million will be procured on the basis of international com- petitive bidding in accordance with Bank Group guidelines. Contracts for equipment, materials and supplies costing under $20,000, and for spare· parts, can be awarded on the basis of competitive bidding in accordance with local pro- cedures acceptable to the Bank; the total amount of such purchases will not exceed $400,000. Contracts for construction of selected civil works (drainage and crossing structures, excavation/haulage of materials for base courses, and BPP office building) amounting to about $0.5 million, will be awarded on the basis of competitive bidding advertised locally following procedures acceptable to the Bank. Construction supervision will be carried out by BPP with the assistance of the Regional District Engineers. CONSULTANTS: Total consultants' services will amount to abaut 55 man/months. PROCUREMENT: Contractor Compagnie Senegalaise d'Entrenrise (CSE). the lowest bidder. \vill execute the oavement strengthening-of the 75 km of roads dropped from the Second Highway Project on the basis of prices and conditions of its original bid received in April 1974, adjusted to take account of price increases as stipulated in CSE's December 1974 contract. International bids will be called for the additional 129 km of the pavement strengthening program in accordance with Bank Group guidelines. Equipment and spare parts for highway maintenance and for the soils labora- tory will be procured on the basis of international competitive bidding in accordance with Bank Group guidelines. Items costing under $10,000 may be procured on the basis of quotations obtained following local procedures acceptable to the Bank; the total amount of such purchases should not exceed $100,000.
