Project Objectives [from section 2 of PCN] The project development objective is to improve the quality, efficiency, and accessibility of municipal public services by rehabilitating the related infrastructure, buildings and facilities. C. Project Description [from section 3 of PCN] 1. The Warsaw Municipal Infrastructure project has been designed to support implementation of the City's approved Multiyear Investment Program (MIP), which is in conformity with the Warsaw Long Term Development Strategy and the Urban Transport Strategy. The project will permit the city to proceed with implementation of its investment priorities on a planned timetable that would have been substantially delayed due to prevailing global economic conditions, which have adversely affected the Warsaw economy. The proposed project investments are also designed in coordination with substantial funding provided by the European Union and other external funding sources. 2. All investments would be within the capital improvement program approved by the City Council. The MIP includes citywide investments managed by the Warsaw agencies, as well as investments specific to individual districts within the City. The districts propose investments to Page 2 the City Development Office for inclusion in the MIP and once accepted the district investments are financed through the office of the City Treasurer. Proposed design of the SIL 3. The total loan amount requested for the SIL is USD 150-180 million (#110-125 million, PLN 450-500) equivalent. The Project is proposed to have three main components involving physical investments and related civil and construction works (A, B and C): Component A: Urban Transport Investments This component will consist of the specific investments listed below which have already been identified and pre-appraised, as well as a programmatic allocation from which specific investments will be selected during the Project implementation. The specific investments identified under this component include the list below. Several of these are directly in support of public transport by improving linkage of terminals and stations with the road network and pedestrian access. The road reconstruction projects include improvements to sidewalks and upgrading for bus or tram and bicycle paths where possible, as well as widening and surface upgrades. Sub-Component A1: Specific Pre-identified Physical investments i) Modernization of bus passenger terminal at the railway east station (US$ 5.3 million). This component will include the reconstruction and reshaping of a turnaround loop for a bus terminal. The area is comprised of a mix of residential blocks, commercial buildings, some vacant lots and informal green land as well as parking lots which could be further developed. All of the land that would be used for this investment is owned by the City. The only occupants on the site that are expected to be relocated are two enterprises using the land for a car parking business and for garage services (temporary building). Those preparing the conceptual designs were instructed to accommodate any other residents currently on the site. The public transport department has not yet received permission to use the site for this investment; thus the preparation of final technical designs has not started. ii) Expansion of the City Bikeway Network (US$ 2.5 million). The objective is to retrofit high priority selected street segments where bicycle paths have not been provided as part of an overall city bikeway strategy. Ten separate sections have been identified, where bicycle paths will be built as standalone projects (i.e. not connected to new road construction) within existing roads right of way (ROW). This investment will not require any land acquisition. iii) Reconstruction of Kleszczowa Street between Czeresniowa Street and Ryzowa Street) (US$ 2.5 million). The objective of this investment is to widen the road section and provide other improvements to increase the traffic carrying capacity of this street segment (which is part of an important east-west road corridor) and to improve connections to a major north-south road corridor. Although civil works will take place largely on the existing ROW, the Department of Road Investment expects that this investment will require either partial or full acquisition on the order of about 50 properties, the final technical design for this investment is expected to be completed in May 2010.
