The project, with an estimated total cost of $18 million, consists of the constructton and equipping of a medium-speed diesel engine power station with a capacity of about 21 megawatts, related transmission and distribution facilities and a training center. The project also includes the rehabilitation of existing transmission and • distribution net\-1orks; improvements to obtain higher security of the transmission line interconnecting the Peligre power station with Port-au-Prince and technical assistance for project engineerinq, and for supervision and training of the personnel of Electricite d'Haiti, the Government-owned power company. This project, which will be the first power project financed by IDA in Haiti, is designed to increase the supply of electric power in the Port-au-Prince area and to help Electricite d'Ha1ti become an efficient, financially independent national electricity company by strengthening management and technical capabtlities and by reducing electricity losses. The project also aims to make electricity accessible to a larger number of poor households by applying a new tariff structure, and complements a UNDP preinvestment grant for the formulation of a national po.-1er development plan. The IDA credit will be for a term of 50 years, including 10 years of grace. D Cable: ELECDHA Port-au-Pr i nee Port - au -P rt n ce Republic of Haiti Republic of Haiti PROJECT DESCRIPTION: The project consists of: (a) Construction and equipping of a medium-speed diesel engine power station with a capacity of about 21 MW, a training center, and transmission • ·and distribution works of: (i) 21 km single-circuit 69 kV transmission lfne; (ii) 5.4 km of double circuit 115 kV transmission lfne;- (ill) extensfon of an existing 115 kV substation and construction of new 115/69/12.47 kV and 69/4. 16 kV substations; (iv) extension and rehabilitation of existing transmission and distribution networks; and (v) improvements to the security of the existing transmission system between the Pe11gre hydropower station and Port-au-Prince; and (b) Technical assistance for engineering and supervision and for training of EdH personnel. PROCUREMENT: Contracts for most of the equipment and for construction of the diesel power plant, substations and transmission lines will be awarded follo.t1Jng International competitive bidding. Equipment, valued at about $200,000 needed to canplement existing equipment, wi 11 be procured from original suppliers. Training equipment, costing about $100,000 will be purchased on the basis of price quotations from at least three supp 1iers.
