55360 PROPOSED SECOND NORTHERN MOUNTAIN POVERTY REDUCTION PROJECT Updated Procurement Plan for the First 18 Months of Project Implementation GENERAL 1. Project information: Country: Vietnam Borrower: Socialist Republic of Vietnam Project Name: Second Northern Mountain Poverty Reduction Project (NMPRP-2) Loan/Credit No.: 4698-VN Project Implementing Agencies: Ministry of Planning and Investment; Project Provinces of Lao Cai, Yen Bai, Hoa Binh, Son La and Dien Bien (Including 6 Provincial PMUs; 27 District PMUs and some 230 Commune Development Boards) Period covered by this procurement plan: 18 months Procurement Rules/Procedures and Procurement Method Thresholds 2. Procurement for the proposed project would be carried out in accordance with the World Bank's "Guidelines: Procurement Under IBRD Loans and IDA Credits" dated May 2004, revised October 2006 (the Procurement Guidelines) and "Guidelines: Selection and Employment of Consultants by World Bank Borrowers" dated May 2004, revised October 2006 (the Consultant Guidelines). 3. Works under Components 1 of the proposed project would be procured through the following procurement methods: ICB used for contracts estimated to cost US$3 million equivalent or more each; NCB: below US$3 million/contract; Shopping: below US$100,000/contract and Direct Contracting: to be used only in exceptional cases such as natural disasters with the Bank's prior agreement. 4. Goods under Components 1 and 3 of the proposed project would be procured through: ICB: used for each contract estimated to cost US$300,000 equivalent or more); NCB: below US$300,000/contract; Shopping: below US$50,000/contract and Direct Contracting: used only in exceptional circumstances. 5. Consultant services under Components 1 & 3 would be procured through various procurement methods including QCBS, QBS, LCS, CQS, Individual Consultants and SSS depending nature and values of specific assignments. It is noted that CQS shall be used for consultants' contracts estimated to cost less than US$100,000. SSS shall be used only in exceptional circumstances subject to Bank's prior agreement. 6. The entire Component 2 (Commune Development Budget) is designed to be implemented by local communities (through Commune Development Boards
