The project wi 11 bring major benefits to Zambia. ft wi 11 help to increase the supply of extremely scarce middle and upper level manpower (acccunta~ts in particular) for business and commerce from 40 per annum to 300 per annum. ft will create the opportunity for training of an additional 13,400 farmers per annum in the Farmer Training Centers and improve the in- • service training capacity of the Farm Institutes for agricultural and extension ·staff. The project will also permit the full coordination of educational services. The project is scheduled to be completed in 1983 at a total estimated cost of $23.2 mi 11 ion. The Bank loan to Zambia is for 17 years, inclµding 3-1/2 years of grace. It will carry interest at 8.7% per annum. The loan is the fourth from the Bank for the development of education in Zambia. PROJECT DESCRIPTION: It consists of: imrpovement of education administration, research, and curriculum development through the construction, furnishing and equipping of Phase I I of the Education Services Center; expansion and improvement in business education through the provision of ~dditional boarding capacity and equipment for the Evelyn Hone College of Applied Arts and Commerce and equipment for • Commercial and Secret~rial Courses at five Trades Training Institutes; improvement in the training of agricultural staff and farmers through provisions for teaching and boarding facilities, utility services, staff housing, instructional equipment and transport in eight existing Farm Institutes and 20 existing Farmer Training Centers; technical assistance; evaluation studies; and a survey of the construction industry. PROCUREMENT: Contracts for civil works in excess of $250,000 and furniture, equipment and vehicle contracts in excess of $50,000 wi 11 be . awarded on the basis of international competitive bidding in accordance with Bank guidelines. Contracts for less than the above amounts and for locally procured transportation services for furniture and equipment will be awarded on the basis of local competitive bidding in accordance with local procedures satisfactory to the Bank. CONSULTANTS: Technical assistance consisting of 25 man-years of specialist services and 40 man-years of fellowships for staff development of the Evelyn Hone College and 13 man-years of specialist services and 8 man-years of fellowj ships in agricultural education and extension and 36 man-years of specialists services for the Project lmplementat!on Unit.
