However, the detailed scope of works was not clear at the time, and it was only documented as institutional strengthening and training. Now Changsha UDIC has made a decision to use part of the allocated fund on purchasing cumputing equipment and the remaining fund to be used for training on institutional and project management aspects. The computing equipment to be purchased will be used in the project management information system which is currently being burlt by Changsha UDIC using countert-part funancing. The situatior' was verb<llly discussed with the WB during the recent mission in the end of October, and we believe that the current arrangement of contract packaging is rational. The detailed list of equipment and the training plan are currently in the process of internal revie w, and will be submitted to the WB for review by 20 Nov. 2010, and the implementation will start after the WB's formal no-objection of the equipment list and training plan.
