Results to date include two completed pieces of legislation, three pieces Public Disclosure Copy of legislation nearing completion, and one on which initial work has commenced. The completed pieces are (i) a new Ministry of State Apparatus Regulation on Functional Credits for Teachers No.16/2009, and (ii) a new Decree of the Ministry of National Education which addresses the Recognition of Prior Learning in Academic Upgrading for In-service Teachers No. 58/2008. The three pieces of legislation currently moving toward completion with support from the Project are (i) Performance Assessment of teachers: Draft guidelines have been prepared for the performance assessment of teachers, and instruments have been developed to assess teacher performance as an input to progression along the salary scale; (ii) Continuous Professional Development (CPD): A draft decree has been prepared establishing the principle of continuous professional development for teachers, thiswill be a mandatory requirement for all teachers. As an incentive, credits earned will contribute to progression on the salary scale; and (iii) Low Performing Teachers: A draft regulation for the management of low performing teachers has been prepared and instruments for their evaluation have been developed. In a fourth area, Induction for New Teachers; the regulation to establish an induction program for all new teachers within schools at the local level is currently under discussion. Approximately 96,000 primary and83,500 junior secondary school teachers in the 75 project kabupatens participating in the teacher working group (KKG / MGMP) grant program have been learning to improve their pedagogic skills. Studies to evaluate the teacher and student performance as a resultof the teacher participation in KKG/MGMP as well as certification are being implemented. The bigger challenge lies in introducing the entirely new paradigm of RPL to universities, who are still very reluctant to recognize their intakes# prior learning. The steep learning curve is reflected by the result of the first round monitoring, which shows that only 3867 teachers have received approval for RPL. In mid September, DG QITEP and DGHE convened a meeting with the LPTK rectors and received confirmation of their willingness and readiness to award RPL. Of particular importance is linking them to activities at the teacher working group level, which is the main interface between the regulatory framework and the educators in the field. Therefore, the project will increase its support to primary and secondary teacher working groups as the main venues for teachers to improve their quality and strengthen their competencies, and closely linking them to teacher continuing professional development (CPD), which in turnhas been integrated as requirement for teacher progression and promotion.
