C. 20433 TELEPHONE: EXECUTIVE 3-6360 IDA News Release No. 75/2 February 13, 1975 IDA PROVIDES $13.3 MILLION FOR LIVES·rocK PROJECT TO MALI The International Development Association, an affiliate of the World Bank, is providing $13.3 million for a livestock project in Mali which will benefit around 600,000 people •. The project, with a total cost of $17.3 million, aims at the rational use of land and water in Mali's most important and high-potential livestock area, the 5th Region, which was strongly affected by the 1972/73 drought. The project will develop effective grazing control measures through incentives, education and regulation, and will help rebuild and improve herds belonging to l00,000 pastoral families in that region, to better protect them against futuTe droughts. • This first comprehensive effort in West Africa to increase range livestock production by pastoralists in the Sahelian zone, includes the introduction of livestock extension services and grazing controls in three special development areas, together with the provision of improved animal services throughout this region. It also includes the construction of seventy wells and fifty ponds, an abattoir and hide-drying faci- lities at Mopti-Sevare and five livestock markets , the establishment and management of a 150 hectares livestock and pasture trial station, the provision of personnel training, the testing of a functional literacy program for pastoralists and the preparation of a second-phase livestock project. The principal direct benefit from the project when completed will be a greater annual livestock production worth $7.8 rriillion in 1974 terms. Some l00,000 pastoral families will increase their average cash incomes from livestock production from $l44 to $222, and around 400 new jobs will be created. The IDA credit is for 50 years including a 10-year grace period. IMPLEMENTING ORGANIZATION: Operation de Developpement de l'Elevage de la Region de Mopti (ODEM). c/o Minist~re de la Production Bamako , Mali • PROJECT DESCRIPTION: It will include: a) Introduction of livestock extension services and grazing control in three special development areas; b) provision o:f improved animal health services throughout Mali's 5th Region; c) construction and management of an abattoir and the hide-drying facilities at Mopti-Sevare and five livestock market1; • d) construction of 70 wells and 50 ponds; e) establishment o:f a 150 hectares livestock and pasture trial station; f) provision for personnel training and testing of a :functional literacy program for pastoralists, and d) pre- paration o:f a second phase livestock project. PROCUREMENT: Contracts for all items in excess of $50,000 will be awarded on the basis of international competitive bidding. This will aggregate about $7.8 million, covering buildings and construction($3 million); installation of 40 wells in the Seno Mango area ($2.2 million); vaccines ($0.9 million); vehicles, machinery and equipment ($0.8 million) and well construction and maintenance equipment for the Ministry of Public Works, to construct 20 wells in the Seno Mango area and 10 west of the Delta by force account ($0.9 million). Contracts for all items below $50,000 will be awarded on the basis of competitive bidding advertised locally and in accordance with local procedures. Do- mestically manufactured goods procured for the project will be allowed a price preference of 15% (or the level of applicable import duty, whichever is lower) over foreign goods; and for civil works, domestic contractors will be granted a 7.5% preference.
