Increasing agricultural productivity in Rwanda is an urgent neces- sity in view of ~he growing population and the scarcity of land. In this • effort, the education system can play an important role by providing the required skills. At present, it is inadequate to the needs. The project being assisted by the IDA credit will help improve the quality of primary education and the productivity of new entrants into rural life through ap- propriate training. It includes the cons~ruction, furnishing and equipment of 150 workshops with about 6,000 student places and a print shop and the provision of paper for the production and distributi.on of 2.7 million text- books and 1.6 million student guides written in Kinyarwanda. The project will also provide technical assistance. The total cost of the project is estimated at $9 million, including a foreign exchange component of $6.2 million. The IDA credit will meet 90% of the cost. The IDA credit to Rwanda is for a term of 50 years, including 10 years of grace. PROJECT DESCRIPTION: The project consists of: a) construction, furnish- ing and equipment of approximately 150 workshops for teaching practical subjects with about 6000 student places; b) construction, furnish-· ing and equipping of a print shop and the provision of paper for the production and dis- tribution of about 2.7 million textbooks and 1.6 million student guides; c) construction and equipping of an office building for a School Financing and Construction Unit (SFCU); and d) technical assistance for project implementation (44 man-years) and for evalua- tion of project financing mechanisms, construction methods and selection/examination - proc·edures for secondary education ( 4 man-years) . PROCU~EMENT: Printing equipment and paper (about $1.3 million) will be procured after international competitive bidding in accordance with the Bank Group guidelines. Building materials, available local- ly will be procured directly by the conununes, or, if suitable for purchases in bulk, by the SFCU after local competitive bidding. Building materials not available in Rwanda, as well as instructional equipment, furniture and vehicles {about $1.6 million) will be procured after advertisement in the local press and in adjacent countries. CONSULTANTS: The following experts will be internationally recruited: (i) an architect and a procurement officer for the School Financing and Construction Unit and several other specialists to assist in general project administration and implementation (44 man-years); (ii) experts for the evaluation of the construction procedures and the financial mechanism established by the SFCU (4 man-years).
