ASSESSMENT INDEX ..27 Preface The Community Benefit Development Plan (CBDP) for the Guangrun Hydropower project in Jianshi County, Enshi Prefecture is completed according to requirement of "Preparing one overall plan for comprehensive development to be implemented in two years (2006-2007), covering implementation periods of the Community Development Carbon Fund (CDCF)" and based on the four principles of "Development-oriented poverty relief with public participation, Sustainable development, Comprehensive treatment and development in an all-round way, Making Overall Plans and Taking all Factors into Consideration with Stress on Key Points" set forth in the "Development Outline of China Rural Poverty Alleviation (2001-2010)". The CBDP is also designed to enhance the social benefits to be brought about by the Guangrun Hydropower project, which was proposed for using savings, in about US$15 million, of the World Bank loan for the on-going Hubei Hydropower Development in Poor Areas Project, which covered two sub-hydropower projects in the same prefecture. In the early June 2005, Jianshi County People's Government, with the technical guidance of consulting firm (ECIDI-East China Investigation and Design Institute), organized the related professionals from Hubei Guangrun Electrical Power Development Co. Ltd (referred to as "Project Company" herein after), Jianshi County Poverty Relief Office, Yezhou Town People's Government, etc. to carry out the site investigation and consultations in the 9 villages within the project affected area, identify issues and their priorities in the villages through intensive consultations by holding villagers representative meetings and interviewing township cadres, define potential community benefits brought about by use of CDCF and project construction, and make clearly planning and design for materializing the benefits with due consideration of the county's overall arrangement for poverty alleviation. Based on site survey and consultations, this CBDP focuses on constructing infrastructures and exploring and developing the ethnic culture of the minorities in the county, and takes the industrial development as main line. The plan has been developed based on enthusiastic participation of the affected people and been targeted to poverty-alleviating activities through construction of infrastructures and social service facilities in the nine poor villages affected by the project construction, which are expected to improve the production and living conditions of the local people, propel the social development and speed up the poverty eradication process in the local poverty area, meanwhile, to enhance the feature and culture of the local ethnic groups through exploration and salvage of the ethnic cultural connotation in the county,. The Project Company entrusts ECIDI with this report compilation, and the County Project Management Office (PMO)' organizes relative staffs of government department at levels to take part in this work. In the field survey and report compilation, Jianshi County People's Government, Jianshi County Poverty Relief Office, Jianshi County Civil Administration and Religion Bureau, Yezhou Town People's Government and community residents at the project affected area have offered great support and assistance, and the WB resettlement experts has provided helpful recommendations. Taking this opportunity, ECIDI would like to express heartfelt thanks to all of them. 1 Description of general plan The early-stage work for comprehensive development of Guangrun River was started in the 1 980s, and the river valley development plan was completed in 1989, which was approved by Water Conservancy and Hydropower Bureau of Hubei Province in Document Enshi Shuidian No.[90] 007. By repeated demonstration, Water Conservancy and The County PMO was established for leadership and coordination of the Guangrun Project implementation from local government perspective. 1 Community Benefit Development Plan Hubei Guangrun Hydropower Hydropower Investigation and Design Institute of Hubei Province compiled the Feasibility Study Report for Water Conservancy and Hydropower Project of Guangrun River in Oct. 2004, which was appraised by Hubei Province Engineering Consulting Company on Oct. 17 and reported to Hubei Province Development & Reform Committee by Document E'gongzi'er No. [2004] 194 on Oct. 26 and approved by the Committee with the Document E'fagaiwanjing No. [2004] 1070 on Nov. 3. By that time, the work of Feasibility Study Stage for Water Conservancy and Hydropower Project on Guangrun River had been completed. Preliminarily design of the project was completed in July 2005. The Guangrun Hydropower project is composed of two sub-projects, i.e., (a) Hongwawu and (b) Zhamushui Hydropower Project (HPP). The project has a total installation capacity of 28MW and the total static investment 243.9474 million Yuan. The land acquisition for construction will affect 9 villages (Dangyangba, Tianjiaping, Shanmu, Qishuya, Longmenzi, Jigongling, Chayuangou, Hongtuping and Qiliping) of Yezhou Town in Jianshi County, involving land of various kinds 2526.0 mu2 (including farmland 1871.3 mu), 137 inhabitants to be resettled, and houses of various kinds 11539.6 m2 to be relocated. 1.1 Hongwawu Hydropower Project Hongwawu HPP has one reservoir with two powerhouses. The dam is located at Dangyangba Village, in the northwest of Jianshi County. Hongwawu project mainly consists of a dam (concrete face rock-fill dam), diversion system for power generation, powerhouses I and 11, switchyard, power grid connection system, auxiliary facilities, etc. The dam crest elevation is at 1586m (above the Yellow Sea level, the same below), the max. dam height 45.8m, the recommended normal water level 1583m, corresponding storage capacity 4981 thousand m3, and corresponding reservoir area 0.29 km2. The project has a total installation capacity of 18MW, and the annual power output 59.968 million kWh, and the project static investment is 132.0695 million Yuan. Hongwawu project is in small scale with rather small engineering quantity. In order to acquire benefits from the project on an early date, it is preliminarily decided that the preparatory work for project construction be completed before Oct. 2005, the dam filling be completed before June 2006, and the concrete face placement be carried out from Jan. to Mar. 2007. After project acceptance, the reservoir impoundment will start. By the end of June 2007, the highway pavement on the dam crest will be finished. A total planned construction period is 33 months. The land acquisition for the construction of Hongwawu hydropower project will affect villages of Dangyangba, Tianjiaping, Shanmu, Qishuya and Longmenzi of Yezhou Town in Jianshi County. Land of 658.5mu, in various kinds (including farmland of 565.0 mu) is to be requisitioned, 30 persons to be resettled, and houses of 2033.9m2 to be relocated. 1.2 Zhamushui Hydropower Project Zhamushui HPP is located on Zhamushui River, an westward upstream tributary of Mashui River in Jianshi County, and its dam is located in the northwest of Jianshi County, 4km from the county seat. Zhamushui HPP is the cascade power station to be developed in the Zhamushui catchment area, and is a water conservancy and hydropower project with comprehensive benefits of power generation and water supply to the town mainly as well as with functions of flood control, aquatic production and irrigation, tourism, etc. Zhamushui project mainly consists of a dam (RCC arch dam), sluicing structure, water conveyance structure, the step-up substation, power grid connection system and auxiliary facilities, etc. The dam crest is at EL 664m, and crest arc length 163.63m; the recommended normal water level is at EI.660m, the corresponding storage capacity 21.618 million m3, and the 2 A unit for area: 1 hectare = 15 mu. corresponding reservoir area 1.19 km2. The project has a total installation capacity of 1 OMW, the annual power yield will be 34.74x1 06 kWh if not taking into account the water supply from the reservoir to the town. The static investment of the project will be 111.8779 million Yuan. It is planned to start the construction of main structure for Zhamushui project in Oct. 2005 and to close the gates for reservoir impoundment in Aug. 2007. The project will be completed and put into operation in Jan. 2008. The total construction period is 3 years in the plan. The land acquisition for the construction of Zhamushui hydropower project will affect villages of Longmenzi, Jigongling, Chayuangou, Qishuya, Hongtuping and Qiliping of Yezhou Town in Jianshi County, involving 1867.5mu land (including farmland 1306.3 mu) of various kinds, 107 inhabitants to be resettled, and 9505.7m2 houses of various kinds to be removed. 2 Main benefits Construction of Guangrun Water Conservancy and Hydropower project will produce attractive economic benefits and huge social benefits to Jianshi County. At the same time, use of CDCF for poverty relief will bring better community benefits, alleviating the damage on the original production system caused by construction of Guangrun water conservancy and hydropower project, reducing negative effects of project construction on the production and living of the local farmers, restoring or raising the production and living level of local residents, and promoting the development of the regional social economy and accelerate the ethnic cause in all aspects. 2.1 Economic and social benefits after project completion Jianshi County is in the southwest mountain area of Hubei Province, where the traffic is inconvenient and the infrastructure and economic development fall behind. To construct the water conservancy and hydropower project in Guangrun catchment area is a necessity for Jianshi County to develop the tour resource, which can promote the aquatic product, improve the investment environment, speed up the industrialization and urbanization of county, and will play an important role in county's sustainable economic and social development by continuously taking use of the water resource. At the same time, construction of the project will produce favorable economic benefits and social benefits. (i) After the project construction completed, the yearly power output will be up to 92.66 GWh, which will produce a yearly income up to 30.968 million Yuan and an annual tax 8.50 million Yuan, and increasing fiscal revenue by 4.00 million Yuan. (ii) It will alleviate the power shortage caused by submerging 5 hydropower stations including Yesanhe V due to commissioning of the Shuibuya Reservoir on the Qingjiang River through supplying power to the county network, support the energy balance of the county during the flood and dry seasons, and improve the quality of power supply. (iii) Increase the flood control standard (capacity) of Jianshi County seat. (iv) Provide water supply sources, improve the water supply quality and lift the living standards of some 70,000 people in poverty in the project area. (v) Promote employment and social stability. According to preliminary estimation, the power station and related industries will employ over 1500 persons. (vi) Provide irrigation for 3000 mu vegetable plots in the urban and 12000 mu farmland in the suburb. 3 Community Benefit Development Plan Hubei Guangrun Hydropower (vii) Effectively regulate the inflow of the existing Xiaoxikou power station so that the power output of Xiaoxikou power station will be increased. 2.2 Main Community benefits Construction of Guangrun Water Conservancy and Hydropower project, the use of CDCF for construction of community infrastructure and development of social services will bring good benefits to the affected community: (i) improve condition of community infrastructure such as highway, drink water facility for people and livestock, irrigation facility, etc.; (ii) improve community medical and education facilities, e.g. increasing the knowledge of community residents about infectious disease and regional disease prevention and improving conditions of some schools in the community; (iii) build up the productive skills of community residents by increasing the investment to scientific and technical investment and strengthen working ability of outgoing labors by specific training, so as to reach the goal of increasing the economic income of community residents; (iv) provide considerable short-term employment opportunities to the local community residents during construction of the Project; (v) expedite the development of tourism industry around the reservoir area and driving the synchronous development of catering services; and (vi) Expedite exploration and development of the cultures of the local ethnic groups. Based on it, the auxiliary project shall be constructed for each village was decided through technical and economic comparison and the site investigation, and according to principles of limited program design as well as actual condition in the project affected area. Meanwhile, in order to enhance the sense of indegenous minority identity and rallying force in the county and bring along the services (including tourism) in the tertiary industry in the areas concentrated with minority peoples, the minority and religious affairs bureau of the county, on the request of the people's government of Jianshi County, had organized an overall assessment on the status quo and development potential of the ethnic groups in the county from November 11 -17, 2005, and for preparation of this plan. 3.1 Plan principles The CBDP shall be carried out according to following principles. (1) Insist the principle of "Poverty Alleviation through Development Project with Public Participation". During the implementation of poverty alleviation project by use of CDCF, it shall fully mobilize and organize cadres and masses to develop spirits of "Self-reliance, Arduous Struggle, and Making Unremitting Efforts to Improve Oneself". Through the construction of auxiliary project by use of CDCF, it is to improve the local infrastructure, develop the agricultural production, and make community residents raise the ability of self accumulation and self development step by step. (2) Insist the principle of "Continuous Development". For getting rid of poverty thoroughly, efforts must be made on harmonious development of ecological environmental and project construction, organic combination of ecologic poverty alleviation and ecological environment, well treatment on the relation between short-term benefit and long-term benefit as well as relation between the economic benefit and ecological benefit so as to improve the economic increasing way on the poverty area step by step, realize the well cycle of resource, population and environment, and raise the continuous development ability of the poverty area. (3) Insist the principle of "Comprehensive Treatment and Full Development". At the time of continuously increasing the economic income of rural poverty person, the efforts shall be made to strengthen and fix its foundation. It shall not only support the poverty villages to have the construction of water and road infrastructure to improve the production condition, but also make efforts on the industrial development and social service enterprise development to raise the living quality of poverty persons and promote the overall development of education, sanitary, practical science and technology and social enterprises. (4) Insist the principle of "Making Overall Plans and Taking all Factors into Consideration with Stress on Key Points". According to the poverty level of every village, affected level and requirements from masses, it is to have an overall consideration, optimized selection and well implementation on projects with best benefits and public needed so as to improve the production and living condition of 5 Community Benefit Development Plan Hubei Guangrun Hydropower masses and drive villagers becoming rich. 3.2 Existing conditions on project affected community area The impact from construction of Guangrun Water Conservancy and Hydropower Project will involve 9 administrative villages of Qishuya, Hongtuping, Longmenzi, Chayuangou, Shanmu, Jigongling, Dangyangba, Qiliping and Tianjiaping in Yezhou Town. Those villages are poverty villages at provincial level and are restricted by natural environment for a long-term, the infrastructure falling behind, economy development slow, farmers' income lower, and most of farmers struggling for adequate food and clothing. Through holding meetings with residents' representatives and cadres on project affected community, random visiting and site survey, it is found that four major factors are restricting the local community economic development, as follows: (1) Poor traffic condition. Among 9 villages, Jigongling village still has no a highway passing though, other villages have, but traffic capacity is lower, the road is narrow and out of maintenance, with the soil surface and the depression everywhere in any section of a highway. The roads are in the situation of "Road only available for walking in fine days but not in rain day or for vehicle". At the same time, the most of local agricultural side-line products can not be carried out to sold in time because the restriction condition of traffic, so that the cash income of farmers is less and material and cultural living level is lower. (2) Difficulty in drink water and poor in farmland water conservancy and irrigation facility. Because of the influence of geological condition and natural environment, 9 villages have 30% households with difficulty in drink water. They have to carry the drink water from area of tens Li, and the matter of quarrel and fight occurred for water from time to time. In another hand, a part of water conservancy and irrigation works on the project affected community is out of maintenance for a long time, and is functioning for neither efficient diversion and storage nor effective irrigation for farmland, which cause certain difficulty for the agricultural production. Farmers have had shortfalls in grain output or even total crop failures owing to droughts over past years. (3) Lagging behind of social enterprise of education, sanitary, etc.. The conditions of hard to go to school and go to hospital exist popularly. The education facility is out-of-date and lagging behind. By the site survey, it is found that for 6 primary schools in 9 villages, a lot of classrooms are in the dangerous condition and it is dangerous for children to have lesson there. Especially, the classrooms of Dangyangba Primary School are in most dangerous, dangerous Grade D, so that pupils are divided to have lessons in two places. Therefore the teaching equipment and teaching force are scattered, which affects the teaching quality. Moreover, medical sanitary condition at the project affected community is poor, the medical equipment simple. Among 9 villages, only villages of Shanmu, Tianjiaping, Dangyangba, Hongtuping and Qiliping have simple clinics, which have less necessary equipment. Most of clinics only can put patient on a drop or act as the expensive "Medicine Cupboard". It is very difficult for villagers to see a doctor, and the most of community residents, especially woman, can not share the basic health protection. There are conditions of people have to "hold minor illness, bear disease, and wait for death at serious illness". (4) The basic quality of villagers is lower, with less scientific technologic and cultural knowledge and necessary technical ability. A lot of farmers on the project affected area want to engage in the outgoing work or business at the local area, but they could hardly find an ideal job for reason of poor knowledge and technical ability. 3.3 Project plan In order to take use of the CDCF for poverty relief effectively, promote the overall development of the economic and social enterprise on the project affected community, according to working arrangement of the poverty alleviation, Jianshi County People's Government plans to make efforts on 6 kinds of construction at the project affected community such as construction of highway, construction of drink water and irrigation project, construction of education and sanitary facility, having the science and technology training, industry development and exploration and development of the cultures of the local ethnic groups. In the first ten-day period of July and November 2005 and, through the survey on 9 villages affected by project, the auxiliary projects needed for each village are decided according to principles of limited program as follows: (a) for highway construction, It is planned to construct or repair a highway of 16km long recently, of which, newly constructed highway is 1.5km from Jigongling village to the highway of Zhamushui dam, 3km from Shandang highway to Shanmu village primary school, and 1.5km from Chayuangou village primary school to Zhamushui dam; and reconstructed highway is 4km for the main road of Longmenzi village, 4km for Dangshan highway from Shanmu village to Tianjiaping, and 2km from Group 10 of Hongtuping village to chemical fertilizer factory. The roads mentioned above are designed according to standards for sand and rock road of Grade 4 (tar road bed), with road surface of 4.5m wide, double shoulders and crushed stones placed on the road surface; (b) for construction of irrigate and drink water project, it is planned to construct the drink water projects for Tianjiaping, Dangyangba and Qishuya village; the farmland irrigation project for Qiliping village, the irrigation and drink water project for Longmenzi village; (c) for construction of education and sanitary facility, it is planned to repair 300m2 teaching building for Dangyangba Central Primary School and construct a clinic at Hongtuping village to improve the medical condition for Hongtuping villagers. Efforts are made on the propagation and education for prevention knowledge to the local disease, venereal disease and AIDS at the project affected area and project construction area so as to raise the infectious disease prevention level of community residents and migrant persons at the construction area; (d) for science and technology training, it is to have skill training on farmers of 9 villages at the project affected community, 60 terms of training class to train 2500 man-time. It is also to have the labor transfer training for young and middle-aged farmers of 9 villages, 12 training classes to shift the labor force of 120 persons; (e) for industrial development, it is planned to support Jigongling villagers to develop the pig breeding, and bring up 50 household to raise sows; and (f) exploration and development of ethnic cultures: it is planned to organize specialist team to have in-depth exploration of the ethnic cultures of Tujia and Miao Minorities in the county, establish folk-custom museums of Tujia and Miao minorities, and organize annual ethnic-theme joint performance (temporarily called the "Guangrun Minority Culture Festival"). This is aiming at carrying on and developing the national cultural traditions. The project plan conditions for each village are as follows: 7 Community Benefit Development Plan Hubei Guangrun Hydropower 3.3.1 Dangyangba village Basic conditions: Dangyangba village locates at the northwest of Yezhou Town, connecting with Tianjiaping village in the east, facing Qishuya village in the south, neighboring with Shitizi village in the west and Gaoyanzi Forestry Farm in the north. The village governs 19 villager groups, and has the total population of 2372, the labor forces of 969 persons (accounting for 40.9% of total population), and 784 persons engaging in the agricultural production. The farmland of the village is 2952.6mu. In which, the paddy field is 510.0 mu, the dry land 2442.6 mu. The average land area per capita is 1.24mu. In the year of 2003, the total yearly grain output is 598.5 t, and average grain holding per capita is 252 kg. The infrastructure in the village falls behind, and communication is not well. The education level of scientific technology and culture is lower for villages, only 224 persons with the education level above the junior middle school and 62 persons with a special technical ability (accounting for 23.1% and 6.4% of the village labor forces respectively). The village has 61 poverty households with no adequate food and clothing (accounting for 11%), 87 exception poverty households (accounting for 15.4%), 347 low-income poverty households (accounting for 61.3%) and 70 ordinary households (accounting for 12.3%). Issues of urgent solution: (a) for drink water and irrigation, now Shiziyan canal is in aging and can not supply water normally, which causes the drink water and irrigation difficulty for 200 Mu farmland and 600 persons of Group 1, 2, 3, 5, 7, 8, 10 and 11; and (b) for maintenance of Dangyangba primary school, now the schoolhouse is in dangerous Grade D, about 100 pupils would not have lessons normally, and 7 classes have the lessons in two different places. Therefore the teaching equipment and teaching force are scattered, which affects the teaching quality. Project plan and measure: (a) it is planned to construct a pond of 80m3 by the water source from Shiziyan, and place a pipeline of 1300m long to the village so as to solve the drink water and irrigation problem for 1887 persons and 200Mu farmland; and (b) in order to have the unified management and raise the teaching quality, it is planned to maintenance 300m2 schoolhouse of Dangyangba Primary School so as to solve the safe problem for pupils from three villages of Dangyangba, Shitizi and Tianjiaping. 3.3.2 Tianjiaping village Basic conditions: Tianjiaping village governs 9 villager groups, by the end of 2003, has the total population of 1057, and the labor forces of 398 persons (accounting for 37.7% of total population). The farmland of the village is 1508.Omu. In which, the paddy field is 131.Omu, the dry land 1377.0 mu. The average land area per capita is 1.43mu. This village is neighboring with Dangyangba village. The infrastructure in the village falls behind, and communication is not well. The education level of scientific technology and culture is lower for villages, only 90 persons with the education level above the junior middle school and 24 persons with a special technical ability (accounting for 22.6% and 6.0% of the village labor forces respectively). Over 70% households are living in soil-structure (sun-dried mud brick) houses. The village has 20 poverty households with no adequate food and clothing (accounting for7.5%), 20 exception poverty households (accounting for 7.5%), 110 low-income poverty households (accounting for 42%), and 115 ordinary households (accounting for 43%). Issues for urgent solution[l (a) for access to outside, Shandang road is the main access in Tianjiaping village, but it is bumpy due to lack of maintenance for many years; and (b) For drink water for people and livestock, the difficulty in getting drinking water is a headache of villagers of Group 1, 3 and 5 in Tianjiaping village, and about 150 persons have to carry water from a place 5km away. Project plan and measurer] (a) it is planned to repair Shandang road of 4km long (from Shanmu village to Tianjiaping village) by chance of project implementation in village so as to solve the access problem for farmers in Tianjiaping village; and (b) it is planned to place a water pipe of 3500m long from the water source in Group 3 to solve the problem of drink water for 500 persons and 790 livestock in Group 1, 3 and 5. 3.3.3 Shanmushu village Basic conditionso Shanmushu village locates at the northwest of Yezhou Town, about 15km away from the county, connecting with Qishuya village in the east, Longmenzi village in the south, bordered on Tianjiaping village in the west and Gaoyanzi Forestry Form in the north. The village governs 7 villager groups, and has the total population of 1193, the labor forces of 338 persons (accounting for 28.3% of total population), and 270 persons engaging in the agricultural production. The farmland of the village is 1469.8mu. In which, the paddy field is 483.0 mu, the dry land 986.8 mu. The average land area per capita is 1.23mu. In the year of 2003, the total yearly grain output is 723.0 tons, and average grain holding per capita is 606 kg. The village is weak in infrastructure. The infrastructure in the village falls behind, and communication is not well. The education level is lower for villages. The village has 21 poverty households with no adequate food and clothing and 11 exception poverty households, and the absolution poverty households are accounting for 30% of the whole village and low-income poverty households accounting for 10%. Issues of urgent solutionO (a) traffic condition is poor. Though, the village has Jianhuang road and Shandang road passing through, only a few of residents in Group 1, 3 and 5 of the village share the benefits. Farmers centralize in Group 2, 4, 5, 6 and 7, they would not share the convenient brought by two roads at all, and is inconvenient for about 220 pupils to go to school. In addition, though the most of groups have the tractor- roads passing through, the capacity of tractor-roads is lower, then Group 5 and 7 have not any road passing through. Therefore the traffic condition is very poor and restricts the development of economy and social enterprise in the village; and (b) the farmland irrigation channel has defect and would not carry out irrigation normally. According to investigation made by the local water conservancy engineers, a section of 220m long in the irrigation channel, which locates at the mountain landslide zone, would be hardly treated. Project plan and measure: (a) it is planned to reconstruct Dangyang road (Shanmu village - Tianjiaping village) of 4km to upgrade the road at the village level so as to raise the road capacity; and (b) it is planned to construct a highway of 3km long from Group 1, 4 and 6 to the central primary school for convenience of 220 pupils go to school. 3.3.4 Qishuya village Basic conditionso Qishuya village locates at the northwest of Yezhou Town, 10 km away from the county, bordered on Yangque village of Changliang township in the east, Dujiaba village in the south, Guangrunhe village in the west and Shanmushu village in the north. The village governs 16 villager groups, and has the total population of 1550, the labor forces of 609 persons (accounting for 39.3% of total population), and 472 persons engaging in the agricultural production. The farmland of the village is 2247.0 mu. In which, the paddy field is 9 Community Benefit Development Plan Hubei Guangrun Hydropower 112.0 mu, the dry land 2135.0 mu. The average land area per capita is 1.45mu. In the year of 2003, the total yearly grain output is 867.0t, and average grain holding per capita is 559kg. The village is weak in infrastructure, and the ground and underground water is not rich because of this village in karst area. Totaling 280 households and 950 livestock in 9 groups are considerable difficulty in the drink water, and have to take the drink water from "Precipitation" and carry water by shoulders from 5km away area during dry. It is the most difficult village with drink water in Yezhou town. In addition, the traffic condition is also too bad, 6 groups of the village have the tractor-road, but the road surface is narrow and road condition is poor. Still 3 groups have no a road and they have to purchase and sell every product and living material by carrying on the shoulder and back. The education level of scientific technology and culture is lower for villages, only 130 persons with the education level above the junior middle school and 40 persons with a special technical ability. The village has 20 poverty households with no adequate food and clothing (accounting for 5.5%), 49 exception poverty households (accounting for 13%), 251 low-income poverty households (accounting for 65%) and 57 ordinary households (accounting for 15%). Issues of urgent solutionFi The difficulty in drink water for people and livelihood is the most important reason to restrict the development and living of villagers and involves a large scale, and the people are suffered deeply. This is the problem with the strongest reflection from farmers, which shall be resolved urgently. Project plan and measureF] It is planned to solve the problem by constructing the water pit for each household, totaling 120 water pits and 40-80m3/pit, and these can supply the drink water for 500 persons and 750 livestock so as to alleviate the drink water for people and livestock in this village greatly. 3.3.5 Longmenzi village Basic conditionsn] Longmenzi village locates at the southwest of Yezhou Town, only 15km away from the county, bordered on Jigongling village in the east, Sujiaping village in the south, Liushutan village in the west and Dangyandba village in the north. The village governs 12 villager groups, and has the total population of 1446, the labor forces of 705 persons (accounting for 48.8% of total population), and 511 persons engaging in the agricultural production. The farmland of the village is 2188.0mu. In which, the paddy field is 297.0 mu, the dry land 1891.0 mu. The average land area per capita is 1.51 mu. In the year of 2003, the total yearly grain output is 512.0 t, and average grain holding per capita is 354 kg. This village is in the remote area, with great mountains and rare people, and infrastructure falls behind. The economic income for farmers is less and the living level is lower. Traffic condition is poor, the main road at the village level is narrow, with slope, and its traffic capacity is lower. 12 groups of the village constructed tractor-road in 1960th -1970th, which can not carry out transportation now because of out of maintenance. The water diversion tunnel constructed in 1970th collapsed in 1990th, so that causes difficulty in drink water for most of households, and in irrigation for about 300 Mu farmland. The village only has 20 persons (accounting for 4%) with the education level above the junior middle school and 20 persons with a special technical ability (accounting for 4%). The village has 32 poverty households with no adequate food and clothing (accounting for 8.3%), 18 exception poverty households, (accounting for 4.7%), 180 low-income poverty households (accounting for47%) and 150 ordinary households (accounting for 39%). Issues of urgent solution: (a) for obstruction problem of water diversion tunnel, because of not reasonable design for the water diversion tunnel constructed in this village in 1970th, it collapsed and blocked at the beginning of 1990th, which causes the difficulty in drink water for over 1100 persons and irrigation for about 300 Mu farmland; and (b) for problem in the village main road, the main road at village level is narrow, only 2.5m at the narrowest section, the road condition poor and the traffic capacity lower, the road could not meet the normal requirements in production and living of villagers and restricts the economic development of Longmenzi village. Project plan and measure: (a) it is planned to repair the water diversion tunnel and canal to solve the drink water for 850 persons and 1200 livestock and irrigation water for about 300 mu farmland thoroughly; and (b) it is planned to repair the main road at village level of 4 kilometer long to solve inconvenience traffic problem for villagers of Longmenzi village. 3.3.6 Jigongling village Basic conditionsFi Jigongling village locates at the northwest of Yezhou Town, about 10km away from the county, facing to Hongtuping village over a river in the southeast, neighboring with Qishuya village in the northeast, and bordering Longmenzi village in the northwest. The village governs 7 villager groups, and has the total population of 521, the labor forces of 323 persons (accounting for 62.0% of total population), and 245 persons engaging in the agricultural production. The farmland of the village is 923.Omu. In which, the paddy field is 73.0 mu, the dry land 850.0 mu. The average land area per capita is 1.77mu. In the year of 2003, the total yearly grain output is 350.0 t, and average grain holding per capita is 672 kg. This village is in the remote area, infrastructure falling behind, the communication not well, the economy underdevelopment, and the income of farmers lower. It is listed in the poverty villages at provincial level in Jianshi County in 2004, which shall be improved. The village is surrounded by maintains in three sides and river in one side, and has no a road passing through the village. The transportation for production and living material as well as agricultural side-line production are carried on shoulder and back and people is very poor. The village has 16 poverty households with no adequate food and clothing (accounting for 9%), 23 exception poverty households (accounting for 14%), 67 low-income poverty households (accounting for36%) and 59 ordinary households (accounting for 41 %). Issues of urgent solution: now the great obstruction to the economy development of Jigongling is no access to outside, which is a most difficulty in their life. To construct a road at village level is a dream of generations of Jigongling villagers and is the key issue for them to get rid of poverty and become better off. Therefore, during survey, most of villagers require to construct an access to outside. Project plan and measure: (a) it is planned to construct a road of 1.5 km long from Zhamushui dam to Jigongling village to solve the transportation for 520 persons in the village; and (b) After complementation of Zhamushui station, by taking advantage and convenient traffic condition, it is to encourage villagers to develop the ecological agriculture to promote the development of tour trade in the reservoir area. 3.3.7 Chayuangou village Basic conditions[] Chayuangou village locates at the foot of Yunwu Mountains and the northwest of Yezhou Town, 10km away from the county, facing Hongtuping village over a river in the east, against Qiliping village in the south, bordered on Longmenzi village in the west and Jigongling village in the north. The village governs 16 villager groups, and has the total population of 1539, the labor forces of 541 persons (accounting for 35.2% of total population), and 371 persons engaging in the agricultural production. The farmland of the 11 Community Benefit Development Plan Hubei Guangrun Hydropower village is 2072.Omu. In which, the paddy field is 320.0 mu, the dry land 1872.0 mu. The average land area per capita is 1.35mu. In the year of 2003, the total yearly grain output is 522.5 t, and average grain holding per capita is 340 kg. Though this village is neighboring with the county, the infrastructure falls behind and economy development is in unbalance. The traffic condition of access to outside for the village is very poor, only one road at village level, without maintenance for many years and with steep slope and narrow width, goes to the county, and could hardly bear the transportation. The quantity of poverty households in the village is accounting for 86% of all, and low-income population is accounting for 10% of the total population. Issues of urgent solutionDFor access to outside, only one road at village level connecting with the county is out off maintenance for many years, with poor road condition and steep slope and narrow wide, and it could hardly bear the transportation. By survey, the solution on an access to outside is the strongest requirement from villagers and urgent issue shall be solved. Only the issue of access to outside set down, the industry development will be vigorous. Project plan and measure: (a) after complementation of Zhamushui dam, it will be convenient, also a near way, for villagers of Chayuan village to go to city through dam access. Therefore, it is planned to construct a road of 1.5 kilometer from Chayuangou primary school to access of Zhamushui dams recently so as to solve the problem of hard traffic condition: (b) after complementation of Zhamushui station, by taking advantage and convenient traffic condition, it is to encourage villagers to develop the ecological agriculture to promote the development of tour trade in the reservoir area. 3.3.8 Qiliping village Basic conditions] Qiliping village locates at the suburban. The village governs 7 villager groups, by the end of 2003, has the total population of 1586, and the labor forces of 716 persons (accounting for 45.1% of total population). The farmland of the village is 800.Omu. In which, the paddy field is 496.Omu, the dry land 304 mu. The average land area per capita is 0.50mu. In the year of 2003, the total yearly grain output is 389.7 t, and average grain holding per capita is 246 kg. The village has 25 poverty households with no adequate food and clothing (accounting for 4%), 29 exception poverty households (accounting for 4.7%), 395 low-income poverty households (accounting for 64%) and 156 ordinary households (accounting for 25%). Issues of urgent solution] For maintenance of irrigation canal, the irrigation canal for Group 4, 5, 6 and 7 in this village is out of maintenance for a long time and loses its function basically, which causes about 200 Mu farmland to be altered to plant dry crop or wasted completely for reason of no irrigating water. Because of short of water, the yearly output drops successively, and farmers have a strong reflection on this problem. Project plan and measureLit is planned to construct the irrigation canal of 1 000m long so as to efficiently solve the difficulty in irrigating 500Mu farmland and drink water for 200 persons in Group 4, 5, 6 and 7. 3.3.9 Hongtuping village Basic conditions] Hongtuping village locates at the northwest of Yezhou Town, only 2km away from the county, facing the Huangjiawan village in the east, bordered on Chayuangou village in the west, Yujiaba village in the south and Songshuping village in the north. The village governs 14 villager groups, and has the total population of 2743, the labor forces of 1092 persons (accounting for 39.8% of total population), and 872 persons engaging in the agricultural production. The farmland of the village is 2019.8mu. In which, the paddy field is 956.0 mu, the dry land 1063.8 mu. The average land area per capita is 0.74mu. In the year of 2003, the total yearly grain output is 753.0 t, and average grain holding per capita is 275 kg. Among 9 villages, this village has best geography condition, with the physical features smooth, and is neighboring with county closely, also the only way to Zhamushui dam area. Though this village closely neighbors with the county, the infrastructure in a partial area of this village falls behind, the grade for most of road section is low and road condition is poor, it is inconvenient for villagers to have a travel, and Group 11 and 14 has no a road passing through. In addition, the water storage facility constructed before is out-of-date and damaged or loses its function. There is a greater problem in the drink water and irrigation for the village. According to the response from county water conservancy department, that problem can be efficiently alleviated through the construction of water supply system soon, therefore this issue will be solved without using the CDCF at this time. Issues of urgent solution: (a) for construction of village clinic, it is hard for farmers to see a doctor because of no village clinic. The most important is that: Hongtuping village is a only path to go to Zhamushui dam area, during the project construction, there will be migration of persons, it is very important to have the prevention on region disease, AIDS, venereal disease and infectious disease. At the same time, the clinic can solve the difficulty of seeing a doctor for farmers in Chayuangou and Jigongling village during the project operation; and (b) for access to outside, the road from chemical fertilizer factory to Group 10 of Hongtuping village is a major path for 1500 farmers to go to town to engage in work and business, but the road is narrow, the road condition poor and traffic capacity lower, and villagers have complaint for this. Project plan and measure: (a) it is planned to construct a clinic at village level with an area of 200m2, equipped with certificated doctors from Yezhou Township Health Care Center as well as necessary medicine and the medical apparatus to carry out the sanitary working on the project affected community, and actively assist the Project Company to make prevention and propaganda on infectious diseases of region disease, AIDS, and venereal disease; and (b) it is planned to construct a road at group level of 2km long from chemical fertilizer factory to Group 10 of Hongtuping village for convenient of local farmers to go out for work or business. 3.3.10 Plan of Inheriting and Developing Minority Cultures in County Jianshi County is concentrated with many minority nationalities. The county has a population of 510000, of which the population of ethnic nationalities accounts for 36.4%. In the long history of over 1700 years, the Han people and minority peoples, particularly the Tujia and Miao people, have worked together and created minority cultures with characteristics of local ethnic groups, such as Jianshi classic drum dance, "Sister Huang" and Tujia drum dance, etc., which are among the famous top-notch national arts in China. In recent years, along with the fast social and economic development, improvement of traffics and other infrastructures and fast pace of production and life, the ethnic characteristics of Shijain County is gradually fading. It is an urgent need to protect, inherit and develop the minority cultures. For the sake of fully identifying the characteristics of minority culture and inheriting minority culture of ethnic groups in Jianshi County, and meanwhile, promoting the tourist trade with the cultures of local ethnic groups as carrier as well as propelling the social and 13 Community Benefit Development Plan Hubei Guangrun Hydropower economic development of the county, it is necessary to explore and coordinate the cultural articles of the ethnic groups. The plan covers the following main items. (1) Explore and coordinate cultural establishments/articles of the ethnic groups. It is planned to invite experts specialized in research of minorities' culture to carry out investigation and study on the cultural establishments, and explore and coordinate the survey of articles and other cultural information/symbols that can fully reflect the cultural and livelihood characteristics of minority nationalities (such as tools and appliance for production and living, daily utensils, clothes and trappings). The major delivery is the research and study results in written form and audio-visual files. (2) Build folk-custom museum of Tuiia and Miao minorities. Based on the results of exploring and coordinating cultural articles and establishments, it is planned to build a folk-custom museum of Tujia and Miao minority nationalities in association with tourist trade development at Shizhuguan at Wangping Village of Gaoping Township, which exhibit the history and folk custom/tradition of Tujia and Miao minority nationalities, production tools, clothes and trappings, handicrafts, and other practicalities that can for awareness generation, reserve and education of the history of local ethnic groups. The museum will be designed and constructed with architectural features of Tujia minority, in two storey and with a total floor area of 200m2. (3) Support to "Guanarun Minority Culture Festival". In order to carry forward the long history and glorious culture of the Tujia and Miao minorities, the Project will provide financial support to keep and promote the folk custom and culture festival --- "Guangrun Minority Culture Festival", which is organized by local Government authorities from July 7 to July 14 of each lunar year. The festival events mainly include ancestor worship, daughters gathering and joint performance (folk songs, folk dance and folk music), The performance will be staged mainly by the rural performer teams jointly trained by the nationality and religious affairs bureau of the county and the corresponding township government. The local minority people and Government authorities consider this as an import mean to keep explore the indigenous minority custom and culture. This event is suffering from financial constraint since it mainly relies upon local Government budget allocations. 4 Investment Estimation The total cost of the projects/activities as designed in the CBDP is estimated to be 4.743 million Yuan, including 1.743 million Yuan raised by the local governments at various levels and 3 million Yuan from the CDCF revenues. Of which, 1.669 million Yuan will be used for construction of roads (accounting for 35.19% of the total, 76000 Yuan from the local government and 1.593 million Yuan from CDCF), 0.529 million Yuan will go to construction of drinking water and irrigation facilities (accounting for 11.15% of the total, 22000 Yuan from the local government and 0.507 million Yuan from CDCF), 0.409 million Yuan to construction of education and sanitation (accounting for 8.62% of the total, 133000 Yuan from the local government and 276000 Yuan from CDCF), 0.165 million Yuan to scientific and technological training (accounting for 3.485% of the total, 72000 Yuan from the local government and 93000 Yuan from CDCF), 1.039 million Yuan to industrial development (accounting for 21.91% of the total, 1.008 million Yuan from the local government and 31000 Yuan from CDCF), and 0.932 million Yuan to cultural development of ethnic groups (accounting for 19.65% of the total, 0.432 million Yuan from the local government and 0.50 million Yuan from CDCF). A summary of cost estimates is shown in Table 4-1. In case of fund shortage for the project during implementation, it should be solved by using labor of the local masses or by the self-raised fund of the local government to ensure the project completion on schedule. The roads will be designed with the standard of Grade IV macadam road (with asphalt roadbed). The roads will be 4.5m wide, with two lanes and road shoulder walls, and macadam paved on surface. According to the relevant standards for poverty-relief projects in Jianshi County and based on the cost estimate by professionals of Yezhou Traffic Management Station through site investigation, the total investment of these roads is 1.669 Million Yuan, including project cost of 1.45 million Yuan i.e., (1) 0.50 million Yuan for a 1.5km- long new road from Jigongling to Zhamushui Dam; (2) 0.20 million Yuan for rebuilding of the 4km-long road from Sanmuliangzi to Yankouzi; (3) 0.15 million Yuan for a 3km-long new road from Sandanglu to Sanmu Primary School; (4) 0.30 million Yuan for a 1.5km-long new road from Chayuangou Primary School to Zhamushui Dam; (5) 0.20 million Yuan for rebuilding of the 4km-long main village road at Longmenzi; and (6) 0.10 million Yuan for rebuilding of the 2km-long road from the Chemical Factory to No.10 Group of Hongtuping Village). The remaining 0.219 million Yuan is for project planning (77000 Yuan), management charge for project implementation (131000 Yuan) and monitor & evaluation charge (11000 Yuan). In addition, it is planned to use 978,000 Yuan to strengthen the production supporting measure for other villages, mainly by a way of interest-free loan, and use 1,000 Yuan for other costs associated. 4.6 Investment for cultural development of ethnic groups (totaling 932,000 Yuan, of which 500,000 Yuan from CDCF and 432,000 Yuan from governments at different levels) According to the cultural development plan of ethnic group, totaling investment is 932,000 Yuan, of which 154,000 Yuan for exploring and developing the minority cultural facility, 428,000 Yuan for constructing the Tujia and Miao minority museum, and 350,000 Yuan for Guangrun Minority Cultural Festival. 1) Cultural facility development of ethnic groups (totaling 154,000 Yuan, of which 104,000 Yuan from CDCF and 50,000 Yuan from governments at different levels) It is planned to invite 8 experts who are engaging in the study of the ethnic group culture, for a one-month mission to explore the cultural characteristics of ethnic groups in the whole county. The total estimated cost is 154,000 Yuan, of which 32,000 Yuan for the wage of experts, 20,000 Yuan for traffic cost, 12,000 Yuan for the subsidy cost, 20,000 Yuan for the data sorting, and 70,000 Yuan for the cultural symbols collection. 2) To construct the exhibition hall of ethnic groups such as Tujia and Miao minorities (totaling 428,000 Yuan, of which 256,000 Yuan from CDCF and 172,000 Yuan from governments at different levels) According to plan, the totaling investment for construction of exhibition hall is 428,000 Yuan, of which 317,000 Yuan is for the project construction and 111,000 Yuan for others. 3) To hold Guangrun Minority Cultural Festival (according to the plan of festivals in 7 continuous years, the totaling cost is 350,000 Yuan, of which 140,000 Yuan from CDCF and 210,000 Yuan from governments at different levels) In order to carry forward the long historical and culture of Tujia and Miao minorities, it is planned to support the cultural festival - Guangrun Minority Cultural Festival to be hold once a year. The estimated cost for each is 70,000 Yuan, of which 20,000 Yuan is from CDCF and 50,000 Yuan from governments at different levels. 5 Project implementation management 5.1 Organization and its obligations To ensure smooth implementation of CDCF and guarantee safe operation of fund to get the expected effect, a set of complete and professional organizations shall be set and equipped with staff with professional knowledge and management skill to form unblocked information transmission channel from the top to bottom, at the same time, to clear its own duty, to normalize operation and reinforce the supervision. Under the unified leadership of County Government Coordination Leading Group and the coordination of County PMO, the project under CDCF is performed together by Yezhou Town People's Government and Jianshi County Civil Administration and Religion Bureau. The duty of each department is described as follows: (1) Project Coordination Leading Group: it is formed by main leaders from County Poverty Reduction Office, County Finance Bureau, County Audit Bureau, County Traffic Bureau, County Water Conservancy Bureau, County Health Board, County Educational Bureau, County Civil Administration and Religion Bureau and Yezhou 19 Community Benefit Development Plan Hubei Guangrun Hydropower Town People's Government. Its main duty is to strengthen the leading of project, coordinate internal and external relations to ensure smooth progress of project. (2) County Project Management Office (PMO): it is to perform its duty on the behalf of the Coordination Leading Group and coordinate to treat the contradiction and problems during the implementation of CBDP and organize the local related government bureaus and offices to carry out work, including (i) check the CBDP design, (ii) carry out the supervision and auditing on the project tendering and bidding and capital use condition, (iii) urge and coordinate the implementation organization to guarantee the project construction progress and quality, (iv) carry out the final project acceptance, etc. (3) Project Company: Entrust Yezhou Town People's Government and Jianshi County Civil Administration and Religion Bureau to implement CBDP by formal agreement, supervise and manage the overall project implantation and allocate fund according to the implementation progress and quality. The works are follows, including (but not limited to) (i) participate in scheme selection and compilation, (ii) supervise and participate in the project tendering and bidding assessment, (iii) inspect the enforcement condition of project and organize the supervisory engineer to have supervision on the quality and progress of infrastructures, (iv) participate in the final project acceptance, (v) carry out the special inspection on fund allocation and usage condition per quarter or per year together with County PMO, (vi) regularly report the project implementation progress, project quality, implementation effect and capital use condition to the WB. (4) Yezhou Town People's Government and Jianshi County Civil Administration and Religion Bureaun] it is organization for implementation of the CDCF Poverty Relief, mainly responsible for compiling each item plan and implementation plan for the CDCF Poverty Relief Plan, compiling and reporting the fund use plan, organizing the public tendering for infrastructures, deciding the construction contractor, organizing and managing the implementation of construction contract for each item, organizing and implementing the every works other than infrastructures, reporting the project progress, the project quality, implementation effect and capital use condition to the Project Company and County PMO by monthly report. (5) Monitoring and evaluation unit: as an independent monitoring and evaluation (M&E) organization, it is to have overall monitoring on the implementation of CBDP and evaluation on the effect/influence in the implementation of CBDP and regularly submit the M&E report to Project Company and WB. Its working scope includes the monitoring on the implementation organization, the project plan design, implementing progress and quality, capital use condition and implementing effect, regularly provide M&E report to Project Company and WB. The public tendering documents and construction contracts should include the quality guaranteeing terms from the raw material to overall quality guaranteeing in the project construction and corresponding penalty terms. Each construction unit must submit the construction scheme and implement it after approval and agreement of project implementation organization together with the County PMO and related departments. (4) During the infrastructure construction, the implementation organization will, together with professional technical persons from County Traffic Bureau, County Water Conservancy Bureau, Yezhou Town Traffic and Water Administrative Stations as well as other authority departments, organize the special supervision and inspection on construction quality according to project design and contracts and submit the quality conclusion and opinion. The implementation organization, according to quality inspection opinion, will pay the contract unit according to the contract stipulations. (5) During the infrastructure construction, World Bank, County PMO and Project Company will organize the related departments to carry out the inspection on the project quality regularly and non-regularly. If any quality problem is found, the implementation organization will be required to eliminate the hidden trouble in quality by necessary measures before the deadline. The government departments at different levels and PMO shall, according to the fund use plan and project progress condition, control allotting of the relative government capital, Project Company controlling CDCF. WB and PPO monitor and inspect the project quality, project progress, capital allotting and using. 5.4 Project Acceptance The project completion acceptance shall be organized by the County Poverty Reduction Office and participated by the Project Company and corresponding departments. Acceptance procedures: After the project completion, the construction unit shall make application for acceptance to the County Poverty Reduction Office, the County Poverty Reduction Office shall organize the Project Company, County Finance Bureau, County Traffic Bureau, and County Water Conservancy Bureau to finalize the acceptance date and set up acceptance team. The reply shall be made within 3 days after receiving the application. The acceptance team shall follow strictly the acceptance standard. After completion of acceptance, each member of acceptance team shall sign comments on the acceptance report and be responsible for the acceptance result, and give written recommendations for not qualified items. After the qualified acceptance, the project shall be transferred to Yezhou Town People's Government for daily management and maintenance. 6 Funds management 6.1 Funds allocation principles CDCF Poverty Relief is allocated to Yezhou Town People's Government and Jianshi County Civil Administration and Religion Bureau3 from Project Company and kept in a special account so as to ensure it used for the special purpose strictly according to "Jianshi County Fund Management Method for Poverty Relief". CDCF Poverty Relief shall be under audit by the local audit department according to state relevant stipulations and the supervision and audit of World Bank. In order to guarantee the safe usage of fund and the construction quality of project, Yezhou Town People's Government together with Jianshi County Civil Administration and Religion Bureau will pay the fund to the corresponding contractor for the project construction according to project progress and quality in time, of which 10% shall be reserved as performance guarantee found for the project quality and paid after termination of guaranteeing period according to acceptance condition. 6.2 Funds allocation flow According to the working task specified in the CBDP, the Project Company will sign the "CDCF Poverty Relief Development Task of Jianshi County" with Yezhou Town People's Government and Jianshi County Civil Bureau respectively to clarify the working task, limit of funds and shortage for self-financing by the government.
