The document provides a general summary of the findings from the Project Environmental Impact Assessment(EIA) and EnvironmentalManagementPian (EMP) for all six city components, including legal and policy framework and applicable environmentalstandards,environmentalbaseline,major positive and adverseimpactsto the physical, ecological and socio-economicenvironmentsin the Project areas,analysis of alternatives,mitigation measures,public consultationprograms,and environmental managementplan for the Project. This Executive Summary could serve as a concise Project environmental reportto environmentaladministrators,decision-makers,project- affected groups, non-governmentorganizations(NGOs), the generalpublic and other stakeholders,aswell asto theExecutiveDirectorsof theWorld Bank Board. 11. Project Background Liaoning Province, the People's Republic of China, is one of the key industrial and mining bases of the country and a main focus of Chinese Government's ambitious NortheastIndustrial Area Revitalization Program, launchedin late 2004. The proposed LMC I for which the provincial governmentis seekingWorld Bank fmancing, is located in five secondarycities and one county in the province, for primarily urban transport upgradinganddevelopment(SeeFigure l-1 for locations). Over the past decades,Liaoning province hasbeenexperiencinga lack of attention and seriousunderfunding by the municipal governmentsto urbaninfrastructuredevelopment. In the early decadesof the People's Republic, most of the government effort in the province was spenton industrial developments,with most governmentinvestmentsand budgetexpenditureallocatedto industrial expansionandlittle to urbaninfrastructureand municipal services.Since the market orientedreform in the late 1970's, the municipal governmentshave facedbudgetconstraintsandfinaflcial burdensfrom the moneylosing stateowned enterprises(SOEs) and large scale unemployment,with limited resources available for urbantiastructures. As a result,municipal services,suchasroads,sewers, lighting, public transport,etc. as well as residential and old city re-developmenthave seriously laggedbehind not only the similar medium and secondarycities in the Pearl River Delta, YangtzeRiver Delta andothercoastalprovinces,but evenmany of thosein the interior provinces.Someof the roads,drainage, streetlighting in theproject cities still remainthe sameshapeaswhen they werefrst built back in the 1930sand 1940s. The poor and in some caseseven obsolete road tiastructure and mticipal service facilities have seriously affectedthesecities' investmentenvironment, competitiveness, attractivenessto talents,aswell asthe servicesto andstandardsof living of their citizens, impeding future economic prospectsin the province. The governmentshave come to realize the revitalization of the cities' economy will depend not just on the direct investmentinto the industry itself. It will also involve enhancingthe competitivenessof LMC I - EA Executive Summary 3 March 2006 the cities andimproving investmentclimateby, amongothers,efficient andcontemporary roadinfrastructureandpublic transportservices. The World Bank hasbeensupportingLiaoning provincein infrastructuredevelopmentin the recent yearsthrough a seriesof loan projects and technical assistancein provincial cities, including the first urbantransportproject in three cities in Liaoning. The Bank wishes to support the Northeast Industrial Area Revitalization Program through its continued financial and technical assistancein all three northeastprovinces including Liaoning. Theseefforts will aim at enhancingthe cities' competitivenessand improving the basic conditions for industry revitalization and sustainedeconomic development. Through fundamental changesin urban planning and municipal services from the traditional way of thinking andthroughsuchproject componentsasupgradingsecondary roads,traffic safety,public transportreform andupgrading,and public participation,the LMC I will endorsethe "People Centered"concept,a national developmentstrategy,in the project designand implementationto ensurethe direct benefits to the people andto makethe cities amore livableplace. The Project is classified as a Category A project since it involves large scale .infYastructureconstructionon greenfield and urban built up areas.The EA has been conductedbasedon therequirementsandguidelinesfor CategoryA projects. 12. Basis of the EA Relevant regulatory, policy and administrative requirements for environmental assessmentof developmentprojects in China, both at stateand provincial levels, were followed during the preparation environmental assessment,as were the Bank's ten safeguardpolicies.Major lawsandregulationsappliedin the EA areasfollows: l Laws of EnvironmentalProtectionof the PRCof December26, 1989; 0 Law of Air Pollution Control of the PRCof September1,200O; e Law of Water Pollution Control of the PRCof May 15,1996; 0 Law of EnvironmentalNoise Pollution Control of thePRC of March 1, 1997; * 0 Law of CulturalPropertyProtectionof the-PRCof October28,2002; 0 Liaoning EnvironmentalProtectionRegulationsof 2002; 0 ManagementRegulationson EnvironmentalProtectionfor Construction Projectsof November 18,1998; 0 Circulation on StrengtheningEL4 for ConstructionProjectsReceiving International Financingof 1993; 0 TechnicalSpecificationsfor EnvironmentalImpactAssessment;and 0 Various applicableregulatorystandardsfor air, water,andnoise. Of the ten World Bank safeguardpolicies, Environment.alAssessment(OP/BP/GP4.01), Involuntary Resettlement(OD4.30), and Cultural Property (OP4.11) are applied in the EA. Basedon a screeningprocessduring the EA, there are no project componentsthat would involve forest,pestcontrol chemicals,indigenouspeople,internationalwaterways, dams or construction in disputed areasas defined under the World Bank's OP7.60, safeguardpoliciesrelatedto thesesubjectsarenot appliedin the EA, The EA also makesthe referenceto various project preparationdocuments,including project proposals,feasibility study reports for, various project components,as well as LiWC I - EA Executive Szmunary 4 March 2006 expert opinions and review comments for the EA TOR and draft EA reports. Master Development Plans (1995-2010) for each of the project cities, provincial and cities' Environmental Master Plan have also been the basis for the EA. 2. Project Description The Project is located in five medium cities and one county in Liaoning province. Project components will include large scale physical works as well as improvement and upgrading of relevant management systems and institutional capacity. According to the common characteristics of various components among different project cities, the project may be divided into five broad categories: infrastructure development, public transport, road maintenance, traffic safety, and technical assistance to implementation and institutional development. Besides the infrastructure. development, a center piece of the project design involves the "People Centered" strategic thinking in urban transport system development, as reflected in such project components as reform and development of public transport, traffic safety, improved conditions for non motorized vehicle and pedestrian traffic, and public participation in and public input to project design and implementation. A summary description of LMC I project contents is shown in Table 2-1, their locations on Figure 2-1 through Figure 2-6 and a more detailed description for each of the city components are provided in the EIA report. All project cities aremedium sizedlocatedin flat land or mild hilly areas. Detailedgeographicallocations of theseproject citiesaregiven in Table 3-l below.
