It runs in the north Fujian mountainous regions to the north linking with the Hu-Rong National Trunkway, to the south it joins with Meizhou of Guangdong province linking with the road network in south China. Among the proposed highway network in Fujian Province, it will, along with Pucheng-Nanping Highway, Nanping-Yong'an Highway, jointly constitute a mountainous major channel running across the central axis of Fujian Province, which can connect with the Fu-Yin National Trunkway ("first horizontal"), Xia-Cheng Trunkway (second horizontal), Quan-Nan Trunkway (third horizontal), and Ningde-Shangrao (fourth horizontal) together. Therefore, the construction of this project is a necessity to accelerate formation of a perfect national arterial trunkway network and regional highway network in Fujian Province; the construction of this project will play important role in improving the regional road network structure, in improving traffic environment for investment, in promoting regional economic development along the alignment, and in reducing poverty and bettering off the people in this region and building a well-off society. Entrusted by Fujian Provincial Expressway Construction General Commanding Office on March 2004, the Ministry of Communications Highway Research Institute undertook the environmental impact assessment for this project. From Nov 3 to 12 2004, the Highway Research Institute assessment team has carried out field reconnaissance and investigation, has carefully solicited opinions from the road designer and concerned departments along the line, has extensively collected relevant data and fully understood current environmental status along the line, based on which, the ((Environmental Impact Assessment TOR)) (for examination and reviewing) for this project was compiled on Dec 2004. On Feb 1-3, 2005, the China National Environmental Protection Agency Environmental Assessment Center convened the technical reviewing meeting for the ((Environmental Impact Assessment TOR for Yong'an-Wuping Highway (Fujian-Guangdong border) of the Tianjin-Shanwei National Arterial Trunk-way in Fujian Territory)) in Longyan City of Fujian Province, which was approved. On May 16-24, 2005, the assessment team members participated in the field reconnaissance for Fujian Highway World Bank III Project, and listened to the revision opinion of World Bank experts. Plane drawing of sensitive locations along Yong-Wu Highway 3 Environmental Impact Assessment Report for Yong-Wu Highway I General Overview 1 General Overview 1.1 Assessment type The proposed Yong'an-Wuping Highway (Yong-Wu Highway for short) is a newly built four-lane expressway with a total length about 196.565 kilometers. There are many residential quarters along the alignment, which are relatively sensitive to acoustic environment; the route lies mostly in hills and low mountains with criss-crossed valleys and ravines along the alignment, and many short but rapid water streams, thus exerting a great influence on ecological environment. According to the China National Environmental Protection Agency's requirement on environmental impact assessment classification for construction project, this project shall carry out a comprehensive environmental impact assessment. Because this project intends to apply for World Bank loan, so according to World Bank requirements on environmental impact assessment classification for loan projects, this project is an A project. 1.2 Assessment objectives Road construction is a developmental activity which will produce profound influences on society and on regional economy along the alignment, its construction and operation will exert a very tremendous impact on natural environment and social environment of the project directly influenced regions, thus the interrelation between project implementation and environmental protection must be properly handled. The objectives of environmental impact assessment for this project are aimed at: 1. Carrying out environmental impact assessment for this project along the alignment so as to justify the rationality of this project construction in terms of environmental protection, to comprehensively compare and select existing local alternative line schemes in terms of environmental protection, and to provide necessary scientific basis for selecting the project scheme 2. Carrying out investigations on social and natural environment in the assessment scope along the alignment so as to predict the impacts on environment caused by the design, construction and operation for this project and to put forward corresponding feasible measures and countermeasures for environmental protection and optimization. 4 Environmental Impact Assessment Report for Yong-Wu Highway I General Overview 3. Feedbacking environmental protective measures, suggestions and assessment conclusions to engineering design and construction so as to offer scientific basis for optimizing engineering design and to reduce or mitigate the negative effects on surrounding environment caused by engineering construction. 4. characteristics of the design, construction and operation periods of Yong-Wu project and the natural environmental characteristics in each highway section, and by referring to past practical experiences in enviromnental impact 8 Environmental Impact Assessment Report for Yong-Wu Highway I General Overview assessment and analogical monitoring, the assessment scope for this project is identified as follows. 1. Ecological environment In principle the assessment scope for ecological environment is the area 300m within the highway centerline at both sides, but the areas of earth borrow pits and waste disposal sites 300m away from highway centerline are also the assessment scope. Soil erosion assessment scope is mainly the fill/cutting slopes, earth borrow pits and waste disposal sites. 2. Acoustic environment The assessment scope for acoustic environment is the area 200m within the highway centerline at both sides. 3. Water environment The assessment scope for water environment is the area 200m within the highway centerline at both sides, and is the water area 500m upstream from bridge location and lOOOm downstream from bridge location. 4. Ambient air quality The assessment scope for ambient air environment is the area 200m within the highway centerline at both sides. 5. Social environment The investigation scope includes the directly-influenced areas, mainly Yong'an City, Liancheng County, Shanghang County, and Wuping County. 1.4.2 Assessment time duration The selection of assessment time duration comprehensively considers the design, construction and operation periods as well as the traffic volume predicting period in the ((Feasibility Study Report)) , with the years of 2010, 2017 and 2025 being chosen to represent the initial, mid and long-term operation periods respectively. Assessment time limit in construction period is the construction time, lasting 4 years from 2006 to 2010. 9 Environmental Impact Assessment Report for Yong-Wu Highway I General Overview 1.5 Assessment method and key points This project is a large-scale, newly-built linear developmental project characterized by the existence of many sensitive locations, long length and wide impacted areas. According to field survey and reconnaissance along the proposed highway, it is decided to adopt the assessment principle of "focusing on point, combining point with section to feedback the whole alignment". (1) Analysis and assessment are conducted according to the environmental characteristics of traffic volume, project, topography, and meteorology predicted in the ((Feasibility Study Report)) (2) Assessment of acoustic environment during operation period mainly adopts mode prediction method to calculate and analyze; assessment of ecological environment and water environment adopts a method combining investigation, analogical analysis and mode prediction; assessment of social environment, life quality, and public participation adopts investigation and analytical method; assessment of ambient air environment adopts a method combining prediction and analogical analysis. (3) To assess major environmental protection objectives one by one. The key points for this assessment are ecological environmental impact assessment during construction period and traffic noise impact assessment during operation period. 1.6 Environmental protection objectives The environmental protection objectives for this assessment are the ecological environment and water and soil conservation of basic farmlands, vegetation, river water quality, high-filling and deep-cutting sections, earth borrowing pits and waste sites within the assessment scope; are the ecological environment of Guanzhaishan scenic spot, as well as the normal schooling environment and life quality of inhabitants within 200m from the highway centerline. There are no protected Relics along cultural relics units listed by the governments at country, province, or city level, and there are no existence of underground archaic cultural relic sites. Acoustic environment 4 schools,l nursery for elderly, 75 residences, see Table 4.3-1 Ambient air 11 Environmental Impact Assessment Report for Yong-Wu Highway I General Overview 1.7 Assessment standards According to the review document [2005] No. 113 of Fujian Provincial Environmental Protection Agency on the assessment standards for Yong -Wu Highway and according to World Bank environmental experts' requirements, the applicable standards for this project are as following: 1. Assessment standards for surface water quality Water quality in Wenchuan River, Jiuxian River and Tingjiang River within the assessment scope applies class III water quality criteria of the ((Surface Water Environmental Quality Standard)) (GB3838-2002). Farmland irrigation water applies class 1 criteria of ((Farmland Irrigation Water Quality Standard)) (GB5084-92 ). Sewage discharged from service areas, parking lots and toll stations applies class 1 criteria of ((Sewage Comprehensive Discharge Standard)) (GB8978-1996) Each assessment factor's limit values corresponding to the above standards are listed in Table 1.7-1.
