This project plays an important role in the blueprint of Western China Development in the comprehensive and well-balanced way. The overall length of the project of An'kang-Maoba Expressway (AME in short in the following parts) is 86.902km, which links the Southern Shaanxi to Sichuan Province. The accomplishment of this proposed project will significantly improve the regional development of Shaanxi Province and at the same time eliminate the poverty in An'kang area, as a component of the provincial road net work and that of the national road net work as well. The Project will comply with the spirits of Environmental Protection Law of PRC, Environmental Impact Assessment Law of the PRC, Rules of Environmental Protection Managementfor Construction Projects, issued by the State Council of PRC, Measures Concerning Environmental Protection and Managementfor TransportationConstruction Projects, issued by MOC. The assessment team for AME consists of the experts from Chang'an University, the EA Report was accomplished in March, 2006. With the intention to reach the objectives proposed in the EIA completely and limit or minimize the negative environmental impacts by the project, the AME Environmental Management Plan has been worked out in accordance with the features of this project and the contents of relativedesigning documents. Project Review 1.1 Significance of Project Construction !. To be Consistent with the national strategy to develop Western China, AME Project is one of the components to be Inter-provincial Highway Project from A'rongqi toBeihai with the intention to axis from North to South in the area of Western China, which functions to link the Southern Shaanxi to Sichuan Province. With the accomplishment of this proposed project, it will play a great role in eliminating the poverty in An'kang area in Southern Shaanxi and also greatly to improve the local tourist industry. Please refer to Fig. 1-1 for the route location. 2. This project mainly starts from Yinjiaying (K196+560)and leads to the terminal of Maoba (K293+000), passing through Wulizhen town, Datong town, Hengkou town ,Liushui town of Hanbin District in An'kang, Haoping town, Donghe town, Chengguan town, Xiangyang town, Bajiao town, Gaotan town, Maoba town of Ziyang County in An'kang, with the total length of 86.906km altogether. There are 3 connecting lines included in the project: Liushui connecting line, Haoping connecting line and Ziyang connecting line. 3. The proposed project is submitted to the 4-driveway standard in computation of 80km/h, with the roadbed width of 24.5m and in some hard section the standard will be lowered in a proper way with the safety premise. The connecting lines are submitted to Road Standard II and III. Please refer to Table 1-1 for major technical standards. The area of 5,956.Omu of land will be occupied for the whole project, in which 2655.45mu are farming land, 34.7mu are orchard, 404.9mu are irrigated land, 1,688.03mu are forest land, 3 EnvironmentalProtectionImplement Action Plan 460.99mu are construction land, and other un-occupied land 1141.02mu (river beach and wasteland). The following items have been decided: bricks blending buildings 57763 m2, brick and wooden buildings 17554 m', soil and wooden houses with stone 27493 m', 58 wells, 5 hanging bridges and 3 enterprises or government organizations. 6. The main line construction of this project will start in 2006 and complete by the end of 2010 with the construction period lasting for 5 years. 7. The proposed budget for main line of this project is 7.227 billion RMB yuan, in average 73.414 million per kilometer. The funding source are: national special construction capital 3 billion, proposed world bank loan US$ 350 million ( about 2.9 billion RMB yuan), domestic World Bank load I billion RMB yuan, and others are from Shaanxi Government. 1.2 Assessment Standards 1. The assessment factors are equivalent acoustic level A, executed with the basis of "Environment Noise Standards in Urban Area" (GB3096-93) (1) Standard I is applied to common area for present assessment, and Standard 4 in the area of 50 meters along the national road G316 and provincial road S310. (2)The areas road passing through are mainly agricultural district, the Standard 4 will be applied to common village and the area within 50 meters from red line of resident communities, while the Standard 2 will be applied to the area beyond 50 meters; with the Standard 2 to schools, hospitals, etc. Refer to Table1-3. (3) "Noise Limit in Construction Site" (GB 12523-90) will be applied during construction phase. 2. Water Environment (1) The main rivers in the area road passing through are Hanjiang River and its branches --- Yuehe River, Haoping River and Renhe River. According to "Shaanxi Water Functional Identification" and "An'kang Urban Drinking Water Resource Planning Section and Water Functional Identification", the water quality objective of Hanjiang River from Ziyang to Donghe bayou is Level III. The water quality ofRenhe River, Yuehe River, and Haoping River is Level III (2) Sewage from toll gate and management area into the water body of Level III, "Sewage Comprehensive Discharging Standard" (GB8978-96) Standard I will be applied; (See Table 1-6) and "Farming Land Irrigation Water Quality Standard" (GB5084-92) will be applied when discharging into farming land irrigation channel. 3.Ambient Atmosphere (1) "Ambient Atmosphere Quality Standard" (GB3095-1996) Standard II will be applied to present situation assessment and environment assessment. See Table 1-8; (2) "Atmosphere Pollutes Comprehensive Discharging Standard" GB16297-96 Standard II will be applied as for asphalt smoke during construction is concerned. "Ambient Atmosphere Quality Standard" GB 16297-96 will be applied to TSP. 4. Assessment Standard of Soil Erosion The JTJO05-96 "The Regulation of Road Construction Project EIA (Temporary)" is applied as reference for water erosion identification. 4 EnvironmentalProtectionImplement Action Plan 1.3 Conclusion made in the EIA 1.3.1 Review of the Present Situation Environment Evaluation (]) In terms of natural physiognomy, the road under planning can be divided into Ankang Yuehe basin and Bashan Mountain area. (2) The project area is full of fracture structures, and the route passes through 4 regional fracture zones and a dozen of small fault crushed zones. These are likely to lead to landslips. Roof fall and water burst in tunnels may take place as well. (3) There are mainly 11 rivers in the area, including Hanjiang and its tributaries such as Renhe River, Yuehe River, Haoping River, and Liushui River. Except for Hanjiang, the tributaries are of short runoffs. (4) K196+560 (origin) -K211+600 section is situated in Yuehe basin of Ankang City. Agricultural planting is the production activity. K209 + 000 K293+000 (terminal) section, situated in Dabashan Mountain area, is covered with north sub-tropical evergreen broad-leaved wood and deciduous broad-leaved wood. The ecological environment along the route is good as a whole. (5) Since the project is situated in valleys, where the altitude is low and human activities are frequent, large wild animals are few, especially feline ones. However, there are a good many small wild animals in river valleys, such as squirrel, field mouse, grass hare, wild boar, and badger etc. (6) Three bridges of the road under planning (one on Yuehe River, one on Liushui River, and one on Yishui River) will pass by the experimental plot of Ankang Ying Lake wet land provincial natural protection area, with the length being 15km, of which the length of bridges is 1.89km and that of roadbeds 13.11km. Shaanxi Provincial Environmental Protection Bureau, with the document of Shanhuan Letter (2005) No. 30, approved the passing-by of AME from the experimental plot of the natural protection area in March 2005. The project will pass Liushui River at the west 50m to the Ying Lake Scenic and Historic Interest Area. (7) The project will also passes by the agricultural area of Ankang Yuehe basin, massif soil erosion control areas at the banks of Hanjiang, and the protection area of water source cultivation and animals as well as plants of Daba Mountain. (8) Land utilizations along the route vary in accordance with the changes of landforms. The valley of Yuehe River is mainly the plowing area, and banks of Hanjiang, Haoping, and Renhe are mainly mountains, dongas, and bottomlands. Areas along the route are forests, pastures, villages, mines, and water areas, where the soil erosion is moderate. (9) The daytime noise level in villages along the route is 42.7-52.3dB, and the night noise level 36.3 - 41.3dB, reaching Grade I level of the evaluation standard (GB3096-93). The environment is good. (10) After monitoring, the profiles of Hanjiang, Renhe, and Yuehe conform to the correspondingly designated surface water standards. (11) The contents ofnitrogen dioxide and overall suspended particle in the air along the route do not exceed the standard, and conform to the air quality evaluation standard (Grade I level of GB3095-1996). 1.3.2 Review of the EIA 1.3.2.1 In Design and Construction Phase 1.Ecological Environment (1) The road will permanently occupy arable land (paddy field, irrigation land, and dry land) 5 EnvironmentalProtectionImplementAction Plan of 2,655.45 mu, woodland and grassland (holt, wasteland, and gardens) of 2,126.73 mu, accounting for 80.3% of the total area occupied. Compared with lands at the two sides of the route within the scope of 300m, it occupies arable land of 21.27% and woodland of 11.13%. With a view to this, the project has really has impact on flow lands along the route, but the impact is moderate. Since the areas along the route are still plow lands and forests, the land utilization pattern is unchanged. (2) The road occupies arable land of 2,655.42 mu, including basic farmland of 2,100 mu, so reasonable compensation measures should be adopted. (3) There are some agricultural wild animals and wild birds such as aigrettes, which live in paddy fields and the course of Yuehe River (shallow water area). Main structure of farmlands and functions of Yuehe River will not be changed in road construction, so the impact is acceptability. (4) In the light of estimation, the animal loss resulting from the land occupation ofthe project is 78,358,160kg, so the vegetation disturbed should be resumed after the completion of the project. (5) The project passes through nature forest of K216+300-K223+200 and K247+800- K258+520 sections in the way of tunnels (tunnel of Phoenix Mountain and tunnel of Mixiliang), so nature forest is well protected. (6) With impact analysis of land acquirement for highway construction, water environment, vegetation, animal, obstruction ,causing wetland dwindling, the project has little impact on the marsh natural protection area of Ying Lake. (7) To reduce the damage to woodlands and mountains along the route, 33 tunnels are designed, making the impact on the ecological environment along the route to the minimum. (8) The digging of roadbeds and the disturbance of spoil sits will lead to the increase of the soil erosion and water loss along the route. But this can be mitigated through environmental protection measures such as reasonable route selection, afforestation, land rehabilitation, channel construction, slope protection, and settling basin. It is worth special attention that soil erosion modulus in the construction phase is relatively bigger, so mitigating measures put forward in the environmental evaluation and soil and water conservation schemes should be carried out to ensure that the modulus can be the same as or lower than the original level in two to three years after the completion ofthe project. 2. Acoustic Environment In the construction phase, the noise is mainly caused by the construction machinery. With the proper arrangement of the working hours and the relative mitigating measures, it is for sure that the influence to the sensitive spots like villages and schools along the road will be limited. Therefore, the normal life ambient the line will not be deteriorated greatly. So the noise is just the short-term influence and can be reduced to the minimum through prevention measures such as environmental monitoring and supervision. 3. Water Environment It can be avoided that the construction of the proposed project will have impact on the water environment to some extent. The major pollution sources are the piles and transportation of the construction materials, the discard of the construction wastes, bridge construction and the construction camps. However, the real impact on the surface water quality is limited, for the construction period is not long, the pollution sources are located far between each other and the amount of the discard is small. 6 EnvironmentalProtectionImplement Action Plan Household garbage is collected by special persons for compost during the construction period; dry toilets are built in construction camps for compost as well. Manure can be used for top dressing of trees or crops. Compost sites should be far away from water areas to protection water resources of Hanjiang and its tributaries. 4. Air Environment Main air pollutions during the construction period are dust nuisance and asphalt smoke. But their influence on lives of residents along the route can be avoid through measures such as the reasonable selection of mixing sites and distance, periodic sprinkling, and canvas covering etc. 5. Social Environment (1) Before the construction of the project, cultural relic organs should carry out investigations within the construction area and determine the construction scope. If underground cultural relics are discovered in the construction process, necessary protection measures should be adopted. After the report to cultural relic organs, they will be handled in the light of the state cultural relic protection act. (2) The road construction will inevitably result in some unfavorable effect on the normal operation of irrigation facilities and local roads along the route. So special attention should be given to some small irrigation channels. Ifpossible, the route should bypass these small channels. (3) The masses and governments are in favor of alignment along the route, so land requisition and removal before the road construction can be smoothly carried out as long as residents are reasonably reimbursed. (4) In terms of the road construction's influence on the environment, the recommended scheme is superior to the compared one. 6. Soil and Water Conservation The surface soil erosion and water loss resulting from the project construction is 2.0468 million tons, and the new erosion is 1.9817 million tons. Roadbed protection item and road surface as well as roadbed drainage item have already been designed. So as long as the construction is carried out in accordance with the water conservation scheme, soil erosion and water loss can be reduced efficiently. 1.3.2.2 Operation Phase 1.Ecological Environment The proposed expressway will have little influence on the ecological environment of areas along the route during the operation phase, but attention still has to be paid to the management and maintenance of the road creature protective measures. 2. Acoustics Environment (1) The project will have a little noise impact along the route during the running period. (2) In 2011, the daytime noise level of31 villages along the route will reach the standard, and the night noise level of 7 villages will exceed the standard, with the maximum exceeding volume 3.1dB; in 2017, except I spot where the noise exceeds the standard by 5.7dB, the daytime noise level of the other sensitive spots conform to the evaluation standard. The 20 spots exceed the standard at night, with the maximum value being 5.8dB; in 2025, 7 spots exceed the standard, with the value being 0. I dB to 8.3 dB, and almost all spots exceed the standard at night, with the exceeding value being 1.4 dB to 16.5 dB. (3) With regard to the eight schools in the project evaluation scope, the noise value of Changbai School exceeds 2.6 dB (A) at daytimq in the near future (2011), and the other sensitive 7 EnvironmentalProtectionImplementAction Plan spots are all in line with the evaluation standard (Grade II). Four spots exceed the standard at night, with the maximum exceeding value being 10.7 dB; two sensitive spots exceed the standard at daytime in 2017, with the maximum exceeding value being 8.9 dB, and six schools exceed the standard at night, with the maximum value being 13.7 dB; six schools exceed the standard at daytime in 2025, with the exceeding value being 11.5 dB, and all of the sensitive spots exceed the standard at night, with the exceeding value being 19.7 dB. (4) In the noise prevention measures considered in the road design, the scheme of heightening the fence can not meet the demand of reducing noise, and the setting position of sound screen at the section of K223+865-K233+995 is unreasonable. (5) It is suggested in the evaluation that four noise sensitive spots along the route should be designed with sound screen and seven with concrete brick sunk fences. (6) Farmers's should be built about 200m far away from the trunk line to avoid traffic noise. 3. Water Environment (1) The project route mainly passes by Hanjiang and its tributaries Haoping River, Yuehe River, and Renhe River. Since the proposed road is crossing over or accompanying these rivers, the project will have big influences on the water areas during the construction and operation phase. It is suggested to design rainwater collection system and evaporation tanks (6 in total) at Yishui River Bridge, Liuhe River Bridge, and Hanjiang Super-large size Bridge and the two sides of bridges separately. In addition, emergency measures should be adopted at bridgeheads to avoid water pollution caused by traffic accidents, such as foundry flask, sand pile, and accident tanks. (2) There are three service centers, five parking lots, and two maintenance departments along the whole route. The domestic waste water volume of toll stations and maintenance departments is small. But the organic pollutants in the sewage are high, so they have to undergo treatment in septic tank before being used for irrigation. The sewage volume of service centers is big, so it is suggested to build septic tank + biological contact oxidation pond (buried) system to treat. The water after the treatment can be used as for greening in service centers and middle belts. 4. Air Environment (I) From the put into operation to 2025, the concentration of N02 at the two sides ofthe road will not exceed the Grade II standard of the national air quality, in line with the evaluation requirement. (2) The concentration of pollutants at environmental sensitive spots at the two sides of the road is expected to conform to the Grade II level of GB3096-1996 standard, in line with the evaluation requirement. 5. Social Environment (1) The project construction is of great significance to the improvement of the road network of Shaanxi Province, the development of the economic and tourism industries of areas along the route, and especially the economic prosperity of Shaanxi Province andAnkang City. (2) The number of underpasses, pedestrian bridges, and flyovers can meet the demand of vehicles and passengers on the route; flood discharge and irrigation are taken into consideration in the design of bridges and culverts, and the project will have no impact on flood discharges and irrigations in operation phase. (3) The project construction will push forward the prosperity of the regional economy and the development ofthe tourism industry. (4) Environmental economic profit and loss analysis indicates that after the adoption of 8 EnvironmentalProtectionImplement Action Plan certain environmental protection measures, the project's social benefit will be huge. With the development of the regional economy and the increase of traffics, traffic noises and vehicle exhaust gas will have increasingly bigger influence on the sound and air environment qualities of areas along the existing roads ifthe road is not built. Therefore, the constructionof the road, along with reasonable planning and environmental measures, will greatly enhance the environmental quality of the region. 1.4 EP Actions Proposed in the Design The proposed AME is designed with EP concept, the works of both road line selection and pollution prevention and control embody the EP content. 1.EP Actions Proposed in Early Design and Assessment EP actions considered in early design includes: (I) Road line selection is under principle of less fanning land and resettlement, to avoid villages, towns, resident areas, and schools. For soil-filling work of slope, the retaining walls is adopted to save as much farming land as possible. (2) Coordinate relationship of road line, irrigation works and flood prevention to reduce impact on the around environment. For natural rivers, we try to not change the water flow direction and not compact riverbed with water discharging design to avoid pollution on water source or crops around. (3) The flat, vertical or horizontal design issubmitted to landform to avoid and reduce much filling and excavation working, which may bring geological harm. When much filling working in high place or excavation working in low place cannot be avoided, the working must be strictly controlled. (4) Make good comprehensive design for roadbed, road surface, water discharging and bridge systems. To ensure normal road operation and prevent eroding to roadbed and slope, in design apron walls, arch slope with framework, sliced stone protection wall, retaining walls, and sodding, etc, are adopted. For roadbed and surface design, the side ditches, drainage ditches, intersection ditches are of a discharging system with bridges structure. When road goes along mountain foot or chine, water-stopping ditches are placed for the slope with large square. When road goes through reservoir district, in both sides of roadbed, drainage ditches, side ditches are placed to reduce pollution impact from sewage on crops and to prevent much water into the reservoir. (5) To ensure existing irrigation and discharging system and people's travel for living and working, enough channels and tunnels are proposed in the design. (6) Make good design on roadbed borrow and spoil soil, which are prevented to do on farming land as much as possible, (7) Landscaping work is very important to keep roadbed steady, water and soil reserve and beautiful sight view, which will be good arranged in design. (8) To prevent and reduce impact on Hanjiang River and the water environment in An'ku, and also Yinghu Wetland Natural Reserve and cultural resorts by road construction and operation, the implementation scheme is changed from Hanjiang Scheme in feasibility study to Haoping Scheme. (9) More than 40 plants are used in landscape protection, all from Shaanxi or have been successfully replanted. 2. EP Actions Proposed in the Construction Phase (1) With inevitable great filling and digging, the construction of highway subgrade will lead 9 EnvironmentalProtectionImplement Action Plan to soil erosion and water loss as well as vegetation deterioration. In order to migitate the influence for ecological environment in construction phase, the exposed land surface should promptly carried on the reinforce protection. After roadbed earth and stone work had finished, the exposed surface is supposed to plant trees immediately, in order to promote the vegetation to restore as soon as possible, avoid soil erosion and water loss as well as guarantees the roadbed to be stable. (2) In the construction, the location of spoil pits should be arranged properly. They should be located in the branch valley or wasteland, and be treated by pressing or with the necessary auxiliary protection measures like the surface being covered with vegetation. The spoil pits are better to be re-cultivated if condition permits. (3) The temporary occupied land should be located on the waste land and vegetation should be restored after the completion of the project construction. (4) Though the noise impact is temporary, the life of the residents will be influenced to some extent, especially by the construction machinery. Therefore, the maintenance of the construction machinery and transportation vehicles should be enhanced to reduce the noise influence to the minimum. The construction time should be arranged properly, with the intention of avoiding the nighttime construction and the noise mitigating measures should be taken if necessary. Meanwhile, the measures should be adopted to reduce the pollution by the floating dust. (5)In the road construction, it can be avoided that the temporary traffic short cut road will be built to deliver the construction machinery and construction materials. The measures should be taken to maintain and protect the original roads and the temporary roads to ensure the construction ofthe whole project. 3. Environment Protection Actions Considered in Operation Phase (1) Enhance the maintenance of the road surface to ensure that the roads will be kept even to the best extent, therefore the traffic noise will be reduced to minimum. As the sensitive spots like the residential areas and schools, the measures of sound barriers or intensified vegetation should be taken to reduce the noise pollution. (2) With the adoption of the non-lead petroleum and the improvement of the automobiles, the air pollution by automobile emission can be reduced. In the operation phase, the plants which have the better performance in absorbing C02 will be intensifiedly planted on both sides ofthe road to purify the air to the most extent. (3) The water drainage system should be kept in good condition with the security measures taken in order to avoid severe accidents. The water sources should be under proper protection. It is SPTD that takes general responsibility for the management of the EP. The implement and management of the EP plan is due to the FFO (the item office)of SPTD. The EPO is set up by the item office and three special people are assigned to take charge ofit . The major duties of the management institution: ( I) Carry out and perform each item ofthe environment protection principles, policies and statutes of the state, the province and the city. (2) Take charge to supervise the compilation ofthe environmental performance plan and the carrying out of all the EP measures proclaimed by the environment protection report. (3) Organize to set down the prepared plan ofthe pollution accident, and to tackle with it. (4) Organize to compile the urgent prepared plan of the transportation of the dangers on AME, and personnel must be arranged to take the urgent training in order to deal with the various risky accidents. (5) Take charge of the EP research, training work and enhance the EP skills of the personnel. (6) Take charge of the relative environment protection paper compiling of construction 12 EnvironmentalProtectionImplementAction Plan bidding and supervision bidding. (7) Take charge of the examination to environment protection task of construction team and supervision team. (8) Take charge of EP project constructing and EP checking and accepting. During the process of the performance of the item, the item office will assign two environmental supervisor engineers to take charge of the supervision of the bidding sites, and of the EAP assigned and the environment protection measures set down in the bid document. After the completion of this item, the item office will arrange full-time personnel to manage the environrment protection in its managing sections. The counties' administration regulate to conduct the fire fighters and the aid personnel. See Chartl-2 for the management institution. 2. Environment supervision Institution See Chart 1-2 for the supervision institution thatwill be conducted by stage. a. The feasibility research period: The SEPA, the EPO of the Ministry of Communication, SEPB, the World Bank and SPTD to take charge of it. The SEPA: It is the most SuperiorAdministrative Department that perform the supervision and management together to the nation's daily environment protection. Fully take charge of the environmental management of the item, examine and ratify the report of the environmental impacts, guide the provincial environment protection bureau to carry out each item of the statutes, and be responsible for the completion and the check and acceptance of the environment protection establishment. SEPB: Responsible for the supervision management of the environment protection of the item, organize and coordinate the relevant institutions to the service ofthe environment protection of the item, examine the report of the environmental impacts, supervise the performance of environmental action plan of the item, be responsible for the completion and the check and acceptance of the environment protection of the item, confirm the environmental management statutes and the criteria that the item should perform, guide the cities' and counties' environment protection bureau to supervise and manage the environment of the item during the construction and operation period. b. The designed period: The EPO of the item office of SPTD is responsible for this. c.The construction period: The EPO of SPTD,the EPO of the item office ofSPTD and SEPB are responsible for this. The Cities' and Counties' EPB: Accept the guidance of the SEPB, supervise the environmental action plan performed by the construction unit, carry out the statutes and criterions about the environmental management, coordinate with each department to do the environment protection well, be responsible for examination and supervision management ofthe construction, completion and operation of the environment protection establishment of the item in administrative regions. d. The operation period: SHAB and SEPB are responsible for this. e. Environmental Protection Action 2.1 Management Plan of EP for Project Feasibility Study Phase The major EP task during the phase of engineering feasibility is the EIA ofthe project. The EIA of AME is undertaken by Chang'an University. The EIA panel made the field reconnaissance survey in detail. An EIA was compiled in March, 2006. To implement the EP measures put forward in the EPA and prevent or mitigative the negative impacts of the projects, the Environmental Action Plan has been worked out as a result of consultation with designers and FFO of SPTD. 2.2 Environmental protection Actions for Design Phase The route have basically been determined, and should be optimized as necessary in design phase. 2.2.1 Route Selection For the location of project in mountain area, which is limited by geographic condition, selectable corridors are instructed. Selecting route is fully considered the project's elements of areal topography, geology condition, environment protection, dismantlement, occupancies, cultural relics, mines and implementation condition, avoids and circles residential centers and environment sensitive areas as school along the line. Meanwhile, reducing effects on along-the-line water resource, electric power and communication equipments will be paid attention. Lessening building dismantlement and restrictively occupying arable land, and combining along-the-line major cities' whole layout will also be considered to harmoniously coordinate local development. The further design should focus on as follows: (1) Set plane line location, meanwhile, to select lengthways line location with combining geology and hydrology situation. Balance filling and digging soil and reduce waste soil. (2) Dispose line along riverbank to possibly avoid jamming and occupying river way. Line location needs to satisfy flood water level demand. 2.2.2 Social Disruption 18 passes (average every 4.5km) and 8grade separator will be constructed to facilitate the crossings of the expressway by local people, animal and vehicles. 2.2.3 Prevention of Soil Erosion and Water Loss and Protection of Soil Resource 2.2.3.1 Prevention of Soil Erosion and Water Loss (1) Base on original form, and according principle of non breaking existent drainage system, little bridge culverts across artificial ditch will bereasonably unite. Natural bridge culverts will be set according to topography, synthesis drainage and catchment area. Both-side transit condition of setting little bridge will be considered, to achieve one-bridge-all-purpose. (2) At left-right separate roadbed, high-low separate roadbed, and along-river-bridge, the design draft should possibly reduce digging natural slope land and occupying riverside land. (3) Linking line should utilize existent road, reduce influence of digging new road. Linking line will make the most ofwaste residue of main body of the project to fill roadbed, which would decrease influence of project total waste residue occupancy. 16 EnvironmentalProtectionImplementAction Plan (4) soil and water conservation design AME Water and Soil Conservation Report is compiled by Shaanxi Province Water Maintain office. The report achieves special water and soil conservation design for every spot along the road, the major content will be see in relative chapters of Water and Soil Conservation Report. Organizations of road design and implementation should seriously perform special water and soil conservation design measures, and fulfill demands issued by water conservation department. 2.2.3.2 Soil Resource Protection (]) The proposed road occupies more arable land, these land top layer's soil is more fertile. Therefore, at alteration and adjustment phase of construction drawing and construction period design, main body of the project, casting soil spot and temporal occupying fertile arable land top layer (0-20 cm) temporal peeling off, piling schemes and other water and soil conservation measures should be indicated, to guarantee utilizing these top layer loamy soil forland re-cultivate in the late period or landscaping making green project. (2) Devised interconnection style interchange is limited by topography, its ramp is set under satisfying using function demand, should flexibly master line guideline, possibly utilize advantage topographic extensive line, and avoid causing loss of local land resource. (3) During setting line at river valleys of HanJiang River, YueHe Rive, RenHe River, line location should be set along one side of mountain foot, do not occupy arable land amidst river valley. Setting detailed taking and casting soil spots should adequately cooperate with local land, water resource and other departments, according to land utilizing and programming and water resource equipment layout. * According to project design, some taking and casting soil spots of the project occupy sizable arable land. On the basis of project final decided casting soil spots situation, assessment suggests to adjust several casting soil spots that occupy paddy field, avoid occupying over arable resource. Meantime, at construction drawing phase, road's earth and stone lengthways administration should be enhanced, strive for earth and stone balance, decrease taking and casting earth and stone quantity, consequently decrease taking and casting soil spots quantity and occupying land quantity. * During design phase, construction spots, construction shortcut, material store spots, mixer station and other temporal project will be administrated of land occupancy, reduce temporal occupied land quantity, especially arable land. Construction encampment selecting should mostly utilize existent house and spot along two side of route. Otherwise, utilizing service area, intercommunication and other permanent equipment occupied land as construction temporal occupancy, for decrease occupied land. 17 EnvironmentalProtectionImplementAction Plan 2.2.3.3 Protection Measures of Basic farmland (I) In process of project construction, implementation organization should seriously carry out Land Management Regulation of People's Republic of China and Protection Condition of Basic farmland, pay land compensation fee, arrangement and subsidiary fee and vegetation compensation on time and on quantity. If organization needs to pay arable land cultivation fee, they have to do according to local land management department regulation to guarantee keeping equivalent quantity of basic farmland. Special government departments ofAnkang City and alone the line should carry out principle of special fund special usage of basic farmland protection, utilize land compensation for cultivating or reconstructing equivalent quantity new basic farmland to occupied land. (2) At next phase design, route design will conform to local land utilization program, fully utilize local reserve area for communication, and avoid to occupy other arable land or adjust land usage program. Otherwise, in the project design of roadbed and road surface, earth and stone, taking and casting soil spot selection will avoid taking and casting soil within basic farmland protection area, over limited requisition land scope is not allowed, and meantime, special project and ecology protect measures will be taken toward taking and casting soil spots and side slope surface, to avoid causing new water and soil washing away, and protect land resource. (3) Administrate basic farmland adjustment and supplement work. After the project lawfully getting approval of occupying basic farmland, Shaanxi Provincial Government and along the line influenced local governments should revise Land Utilization Total Program according to document from State Council, and supplement equivalent quantity and quality basic farmland. (4) Less occupy arable land. On the base of fully consulting with suggestion from along the line local governments, layout of taking and casting soil spot and re-cultivation will combine local water resource and ecology construction, and improve local economic development and resolve local practical difficulty. (5) Road vegetation should be seriously carried out according to special demand of Notice about Firmly Prohibit Occupancy Basic farmland Making Green from State Council. If along road area is arable land, vegetation width should be strictly controlled. Vegetation should be within road land scope. Under local government leading, to coordinate with local special departments to build vegetation alley. For vegetation land of falling short ofregulation, special department won't give approval. 2.2.4 Noise Under local condition and economic technology limitation, selection route combining local topographic condition achieves optimizing design toward prevention noise measure along the line. Fully utilizing sensitive spot's topographic condition to plant mix groves, for prevention noise. Prevention noise measures as follows: (1) As sensitive spots that noise exponent will exceed quota above 3dB at 2011 during operation initial period, sound barrier would be built at 2010, objective of diminishing sound exponent is set as long term until2025. (2) As sensitive spots that noise exponent exceeds quota above IdB below 3dB at 2011 18 EnvironmentalProtectionImplement Action Plan during operation initial period, building high roadbed as sound barrier at 2010. (3) Survey sensitive spots that noise exponent is forecasted exceeding quota below I dB at 2011 during initial period, or below 2dB at 2017 during midterm, if exceeding quota is serious, operation measure will be adopted. (4) For school, noise exponent exceeds quota above 3dB at day in mid period, operation will be taken at 20 10. (5) Both sides of road embankment will be planted mix bamboo and shrubbery groves, for increasing effectiveness of prevention noise.
