Reporting ................................................ 27 Overview The Environment Management Plan (EMP) is prepared based on "Environmental Impact Assessment Report for Jiangmen Wenchangsha WWTP Phase II Project" and completed with proper supplementary and revision based on the comments received from related parties. The EMP is a separate document involving all activities for environment protection during phases of design, construction and operation. The EMP offers a guideline for pollution mitigation measures, environment management and monitoring. The EMP consists of following contents: * Introduction * Potential environmental impact * Management structure and duty * Environment management plan * Environmental monitoring plan Purpose of EMP: High quality design and strict environment assessment have been made for the PRD Phase II Jiangmen component - Wenchangsha WWTP Phase II Project (called Project in this report) in order to minimize the adverse impact on the society and environment. Appropriate environment protection policies will be followed to solve the environment problems. It is inevitable that the project will pose impact on the environment. One of the primary purposes of EMP is to identify potential impact so as to develop technically feasible, economically sustainable and operational policies for environment protection in both construction and operation phases. The policies were determined during the environment assessment phase and are stated in EMP, and will be applicable in construction and operation phases. The function of EMP is to list the policies for environmental strategy, as well as the monitoring and Institutional arrangement during construction and operation phases to eliminate or reduce the adverse impact on the environment. The EMP will be an important linkage between environment protection policies and actual activities, which ensures the realization of environment protection objectives. Page I of 28 1. Introduction 1.1 Significance of the Project Jiangmen City is located at central south of Guangdong Province, at the lower reaches of the Xijiang River and on the west of Pearl River Delta. The total city area of Jiangmen is 9,541km2 and the population is around 3.8 million. With the reform and opening policy and high-speed economic development, the GDP in Jiangmen has been ranked top list among the major and medium sized cities. However, the city's infrastructure development of wastewater treatment could not meet the need of the economic development. At present there are only Wenchangsha WWTP and Fengle WWTP in the city urban area (Xinhui area is not included), and the treatment capability is 50,000 m3/d and 40,000 m3/d respectively. However the urban wastewater generated in Jiangmen is around 280,000 m3/d, far beyond the treatment capability. In addition, the slow construction of the wastewater collection system results in vast wastewater discharging into Tiansha and Jiangmen River nearby without any treatrnent so that the water quality of Tiansha River is polluted and the annual average water quality is Class V; while the water quality of Jiangmen river is also slightly polluted and the annual average water quality is Class IV. And the water quality gets even worse in dry seasons. For the historical reason, the interception networks are not quite complete in Jiangmen city. The coverage rate is less than 35% of the built-up city area. As a result, most of the urban wastewater is discharged directly into Jiangmen and Tiansha Rivers. Jiangmen City is located close to Xijiang River, on the upstream of Zhongshan City, Zhuhai City and Macao Special Administrative Region. The water resource of industrial and domestic users in those cities downstream are mainly from Xijiang River, hence the water environment of Jiangmen plays a very important role to guarantee the normal water supply in these cities. 1.2 Component Description and Technical Data The service areas of Wenchangsha WWTP Phase II Project include: Western part of Tiansha River and Baisha industrial district, Pengjiang Island in eastern part of Tiansha River, northern part of Jiangmen River, southern part of Jiangmen River and Wenchangsha area in Liyue Town. The project will be built in Wenchangsha, Liyue town in Jiangmen city. Main construction components include Wenchangsha WWTP Phase II, associated wastewater collection networks and pumping stations. Environmental Protection Targets 2.1 Air Quality Ambient air quality in the areas close to wastewater networks, WWTP, schools and residential areas on both sides of the traffic route will not be affected by implementation of the Project. The odor generated during operation of WWTP will not affect the sensitive receivers nearby. Class II in GB3095-1996 of Quality Standard of Ambient Environment will be adopted for the ambient air quality for the Project construction area. Noise levels close to the interceptor's construction area along traffic route will be controlled to reach Category IV in Urban Sound Environment Standards(GB3096-93). Scope of assessment for the . . ~~Both sides along the area of the sites of Wenchangsha WWTP Acousic Eviroment construction sites of pipe network and 3 pump stations: within ___________________laying activities and other 1 O0m envelope curve of the Page 8 of 28 construction sites sites, with an appropriate extension to the sensitive receivers nearby. 3.4 Environmental Impact Assessment 3.4.1 Construction Plan The project preparation started in 2005 and is planned to start construction by the end of 2006 and put into operation in July 2008. 3.4.2 Environmental Impact During Construction Phase ( 1 ) Wastewater Generated During Construction Phase Wastewater is mainly generated during the construction period of pipe jacking, construction machinery and equipment's cleaning and washing, concrete mixing and domestic sewage generated from the construction and supervision workers. ( 2 ) Exhaust gas and Dust Emission During Construction Phase The main sources of exhaust gas are fuel-burning mechanical devices and transport vehicles. The dust is mainly generated from pipeline excavating and earthwork backfilling and the dust from the transport vehicles, etc. Exhaust gas and dust emission could affect the ambient air quality and be harmful to the environment and public health. ( 3 ) Noise from Construction Noise from construction consists of the following types: fixed and continuous noise generated from the construction devices during pipe jacking and pipeline excavating; mobile noise from the transport vehicles when the waste soil and construction materials are being transported. The noise mainly affects the construction workers on site and some residents living close to the construction sites. ( 4 ) Solid Waste Certain quantity of solid wastes will be generated during the construction period of pipeline laying and civil works for the wastewater treatment plant. Improper disposal of abandoned dregs from engineering excavating and workers' domestic waste will destroy the vegetation and affect the landscape, and also easily cause water and soil erosion. Disposal at will of domestic waste and other abandoned solid wastes will destroy the environmental sanitation and affect the urban landscape. ( 5 ) Urban Transport Mainly there will be three kinds of impact on transport during the construction period: Page 9 of 28 (D There might be traffic disruption or congestion as the roads need to be excavated for sewer networks construction. ( Traffic will be blocked when there is road excavating and earthwork piling up.
