It borders Weihai City to the east, Qingdao City to the west, and the Bohai Sea to the south and north. It is one of 14 coast open cities in China. It is made of 5 districts, 7 cities and 1 county with a total of areas being 13,745 square kilometres and population as 6.45 million. Yantai Economic Technical Development District (YETDD) as one of 14 economic development zones approved by the State Council was established in Oct 1984. It is located to the east of city proper of Yantai Municipality with 6 kilometers to Yantai Harbor and 6 kilometers to Yantai Railway Station. It borders Penglai City to the west, Fushan District to the south and the Bohai Sea to the north. The total area of YETDD is 228 square kilometers. Following the economic development plan of Shandong Province, in the near future, Yantai is moving towards building a manufacture base and northern Yantai Economic Zone, which will transform Yantai City into a regional economic center. To achieve such objective, the development of YETDD will become an important base to receive outside investment as well as industrial development. In recent years, YETDD has been enjoying rapid growth with overall economic capacity ranking 8th among all development zones in China. Following development plan, the total economy of Yantai will be doubled in two years, which requires rapid development on various key infrastructures, including power and heat supply. 1.2 Project Description The proposed Yantai Bajiao Power Plant is proposed to meet the needs of rapid development of YETDD and to reduce power shortage situation in Yantai City. The power plant will consist of two 300MW generation units, 8 km of special railway line, reservation ash yard, and FGD facility. The project has been listed by NDRC in No. 1083 (2005) as 2007 power plants projects. The project feasibility study has been completed and had been reviewed on May 24 2006 by State Electric Power Planning General Institute. Once the project feasibility study is approved in August 2006, the project will be submitted to NDRC for confirmation. 1.3 Project Land Acquisition and Resettlement Impacts The construction of Yantai Bajiao Power Plant will involve with certain amount of land acquisition. According to the preliminary survey, the power plant site including FGD facility will acquire 25.8 ha of land areas; the special railway line will acquire 35.9 ha of land areas, and the ash yard will acquire another 18.4 ha of land areas. For the whole power plant project, a total of 80.1 ha of land areas will be acquired, Page 5 5 including 56.7 ha as cultivated land and 17.4 ha as fruit garden. A total of 12 villages from three different sub-districts will be affected due to land acquisition. During project construction, another 27 ha of land areas will be occupied temporarily. No house demolition and household relocation will be involved for the whole project. 1.4 Preparation of RAP For the land acquisition, a Resettlement Action Plan (RAP) has been developed by Shandong Yantai Bajiao Power Plant Project Preparation Office in line with the Bank
