Ganfeng Road is a vital communication line that leads to western China. It is an inter-provincial exit. Passing through National Highway No.323, Ganfeng Road borders on Fujian province in the east, and closes to Chenzhou city in Hunan province and Guilin city in Guangxi province in the west. It has very important meaning for improving roadnets status in Jiangxi province and Ganzhou It has positive meaning for the development of this project to improve current traffic condition in poor mountains areas. It is a vital measurement to help mountains people to shake off poverty and build up a fortune. Meanwhile, it can strength radiate to surrounding regions to furtlher enhance investment environment, develop regional economy. Arouse development of the related industry. Quicken people's shaking off poverty and building up fortune in underdeveloped. At the same time it can also quicken the steps of economic development in the city of Ganzhou. Highway from Chongyi County to Fengzhou lies in Chongyi County whiclh is in southlwestern of Jiangxi Province (refer to Figurel-l).The highway starts from Beimen Bridge of Chongyi County in the city of Ganzhou. Its ending point is located at Fengzhou township in Chongyi County. It is 48.481kkm long. The project is arranged to be under construction in Oct. of 2005, and be completed and be open to operation in Sept. of 2007. The relationship between construction of project and environmental protection should be appropriately done with. Overall assessment work of environment impact is needed to be proceeded. 1.2 Assessment procedures In the light of the order from the 253rd the State Council of <<Rules of Environmenital Protection Management in Building Project>> and Ministry of Communications the 5th <<Way of Environmental Protection Management in Transportation Construction Project>>, Ganzhou Hongtai Highway Construction Limited Company entrust Scientific Jiangxi Provincial Environmental Protection Scientific Research InstitLte with bearing the appraising work of environmental impact. In accepting the project they found a group. The group have reconnoitered, researched and collected some datum of the present condition of environment of reconstructed alignment. Be based on this according to the national related requirement and regulation, in accordance with the technical norn of National General BureaLu of Environmental Protection and Ministry of Communications. We edit << Term of Environmental Impact Assessment for Chongyi -FengzhoU Highway >>. After development unit submitting to the higher level for examination and approval, we will use it as proof of developing the assessment work of environment impact of the construction projects. In the light of the terms, the seminar seriously organized present condition monitoring and investigation research. Be based on this, they finished the compiling of environmental impact report. 1.3 Assessment purposes The purpose of assessment about environmental impact of this project: ( I ) Qualitatively or quantitatively analyze, forecast (detect) and evaluate the existing status of society, economy as well as environmental range and extent about the future impact. From the point of environmental protection, to prove highways-development and its rationality of al ignment-choosing, (2) Puts forward practical environmental protection measure and counter plan as well as optimizing environment feed back designs and construction start in the engineering. So as to reduce or decelerate disadvantageous environment impact that resulting from engineering developments. (3) Put forward management plans for the constructioll period, operation period of the project.
