As an individual document, this Plan involves all actions and activities taken during the construction and operation phases of the proposed project so as to protect the environment in the proposed project area. It will serve as the principle and framework for implementation of control measures, management and monitoring of environment during construction and operation phases. This plan is composed of four parts: 1) General description; 2) Potential impact brought about by the proposed project; 3) Environmental management plan; 4) Environmental monitoring plan. Objective of Environmental Management Plan Environmental management is one component of project management and a key link for carrying out the environmental protection effectively during the implementation of project. The objective or purpose of environmental management is to guarantee the implementation of all the environmental or mitigation measures so as to control or alleviate the adverse effects on the environment, and to promote the balanced and coordinated development of local socio-economy and eco-environment. The proposed Suining Environmental Improvement Project (Infrastructure Construction in Xining District ) Financed by The World Bank Loan is designed in accordance with management regulation of infrastructure construction and is reviewed and assessed strictly according to relevant standard and specifications. All these undertakings are aimed at minimizing potential negative impact on social economy and environment through proactive mitigation measures of environmental protection.
