Project Objectives [from section 2 of PCN] To reduce domestic and industrial source pollution in the Pearl River Delta river network originating from Foshan and Jiangmen municipalities through a package of initiatives including river bank clean-up and restoration, wastewater treatment and sludge disposal, and hazardous sediment removal from waterways. C. Project Description [from section 3 of PCN] This is the second of the series of projects that will address the issues of water pollution through an integrated approach in the two municipalities of Foshan and Jiangmen in Guangdong province. The province has experience with Bank requirements and will support preparation of this project since the two municipalities are new to Bank-funded projects. The project is comprised of the two components summarized below. Detailed descriptions are available in the PCN. 1. Foshan Components · Zhen'an Wastewater System -- construct treatment plant and sewer collection network Page 2 · Central Sludge Disposal Center -- construct a 400 ton/d centralized sludge disposal facility to treat sewage from five wastewater treatment plants · Foshan Waterway Sediment Removal and Disposal -- dredge sediment from two rivers, and transfer, treat, and dispose of the sediment · Fengjiang River North Bank Rehabilitation -- rehabilitate the river bank for improved flood control and environmental conditions in areas along the river bank 2. Jiangmen Components · Wen Chan Sha Wastewater System -- construct a treatment plant and interceptorpipes, pumping stations and extension · He Nan Pian Wastewater and Drainage System -- construct treatment plant, trunk sewers, pumping stations, and drainage · Tian Sha River Water Quality Improvements -- rehabilitate river bank, widen and dredge river, enhance water flows, dispose of sediment, and construct sluice gates and pumping stations D. Project location (if known) The project includes two municipalities (Foshan and Jiangmen) located in Pearl River Delta (PRD) region of south China. Foshan municipality is situated in south-central Guangdong province, adjacent to Guangzhou city. It has a population of 5.6 million, and has a long history as a cultural and industrial center in south China. Its economic growth has been particularly impressive recently, with GDP expanding 16.3 percent in 2004. Foshan
