Summary 1.1 Project Background The construction of economic zones along rivers has been a dominant trend of economy development in China and some developed countries and regions. The rapid development of several economic zones along rivers in the world, like Rhine Economic Zone, Seine Economic Zone, Changjiang Delta Economic Zone and Zhujiang Delta Economic Zone has greatly supported the developing of towns and villages along the rivers, most of which have been the economic centers of their countries or regions. It is explicitly pointed out in national the Tenth Five-year Developing Program that inland areas should take every advantage of their geographic positions and comprehensive resources to speed up the economic development. Focusing on the regions having main transportation lines on land and water, the role of central cities shall be fully played, while cultivating new economic increasing programs and zones at the same time. It can be expected that promoting the economic zones' development is one focus of the increasing developing strategies during the tenth five years in China. And here Xiangjiang ecologic economy zone is facing a rare chance. The three cities of Changsha, Zhuzhou and Xiangtan, located in the east of Hunan province, form a city group like a Chinese character "ping", attaching to each other, along the lower reach of Xiangjiang River. And the distances between each two of them never exceed 45km. In August 2001, the provincial planning office in Hunan entrusted Obermeyer Consulting Engineers (Germany) to prepare the conceptual plan of Xiangjiang ecologic economy zone in CZT (namely, Changsha, Zhuzhou and Xiangtan). Obviously, the geologic position of this region is ideal: being close to the golden watercourse of Changjiang in the north, it not only abuts with Wuhan economic circle and connects with Changjiang economic stripe, but also has Guangdong and Guangxi as its neigbours in the center of the transition between Wuhan economic circle and the economic zone in Zhujiang delta. It would be expected that it will be a golden economic region receiving multi-fold economic radiation, a real "golden" delta area. The project of roads in Xiangjiang ecologic economy zone functioned as flood controlling and sight seeing has become one of the first proved projects on cities developing strategies (CDS) supported by the World Bank in China, being one of the seven major intensive habitations' construction supported specially by national "tenth five-year developing program". Following the market economy rules, the big mingle of the three cities (CZT) will be made through the integrations in infrastructures, markets, industries and cities to galvanize Hunan economy and make CZT developing the nuclear of Hunan economy development, 1-1 Resettlement Action Plan for CorTidor Component (Zhuzhou Section) the clustering area of high technology and modern ecologic city networks, finally influence and promote surrounding area and the whole province's economic development. Along Xiangjiang River, Xiangjiang ecologic economy zone has a road through these three cities (CZT), and it starts from the Yueliang Island Bridge in the north to Kongzhou Bridge of Zhouzhou in the south, extending for 128km, including more than 100 mountains and 15 islands, and connecting 3 major cities and 12 small towns. Being one of main parts in CZT economy integration program, it will become an well spaced economy entity with mature infrastructures and special landscape, which has combined the ecologic development in different fields: landscape, industries, cities and towns developing, culture and custom, high technology, recreation and tourism, and communication and flood controlling. While the preparation of the Xiangjiang scenery band was operating, the three cities would initiate the construction of Xiangjiang economic and scenery band, with the start of the building of flood controlling scenery zone along the river. The theme of a High starting point, high strict standard, and high level" in this project, one part of the whole planning of Xiangjiang ecologic economy zone, will greatly promote the economic zone's fame. Moreover, the construction of this project will provide unlimited business chances for Zhuzhou city, which can easily bring an all-round development of several economies along the Xiangjiang River, readjust its industrial structures and contribute much to its economy and the construction of ecologic scenery and flood controlling projects. 1.2 Briefing on the Project 1.2.1 Geographic Position of the Region Situated in the east of Hunan province and the mid-lower part of Xiangjiang River, Zhuzhou city is on the west part of Luoxiao Mountain Chains, laying on a slant part between Nanling Mountain and Jianghan plain. Its urban area forms a triangle with Changsha city and Xiangtan city. The general terrain of it is inclining from the south-east highland to the lower in north west, in which the south of Chaling and Yandi County have the most mountainous area, while others are mainly plains and hills. Among the whole acreage, mountain accounts for 39.6%, hills 21.61%, hillock 19.61%, plain 14.96%, and water area 4.2%, forming a graph of 'more mountains and water area, few farmland and towns" The specific geographic position can be found in attached drawing 1. 1.2.2 Scope and Contents of the Project This project belongs to the first lot construction works in Xiangjiang ecologic economy 1-2 Resettlement Action Plan for Corridor Component (Zhuzhou Section) zone funded by the World Bank, which goes through the urban area of Zhuzhou city and villages along Zhuzhou county, including the flood controlling work, ecologic scenery project and road works (more details in tablel.2-1). 1) Flood and Water-logging Control Work According to the whole planning of Zhuzhou urban area and county, the flood preventing and controlling work in this project includes: western bank levee in Zhuzhou city, 14.013km in length; 23.43km2 protection area; 7.734km flood controlling levee in Zhuzhou M2 county; and 28.222km protection area. And the standard adapted in the flood controlling levee construction of urban area in the western bank reaches 100 years level, while that of rural area in the city's western bank and works in Zhuzhou county is 50 years level. As for flood controlling, the standard adopted is 24 hours draining out for a 24 hours maxim storm in 10 years. 2) Ecologic Environment and Landscapes The ecologic environment and landscapes in this project mainly consist of urban area and the county. Ecologic greenland and public open touring and recreation greenland will be collocated along the west bank of Xiangjiang, with a total area of 1 km2. 3) Road Works The road has a total length of 29.950km through the west bank of Xiangjiang, starting from the 400 m in the lower reach of Shifeng Bridge to No.3 Xiangjiang Bridge in Quchi, the south part of the city, and from Leidashi town in Zhuzhou county, and Liujia island to the navigation and electrical hinges in Kongzhou island. The section from the starting point to No.3 Xiangjiang Bridge in Quchi, a total length of 12.989km, employs city secondary main Class I standard. The road has a design driving velocity of V=50km/h, and a roadbed width of 50cm. The bridge culvert design load: city-A class. The section from Xiangjiang No.3 Bridge to the joint of Tianyuan Region and Zhouzhou county (K12+989-K20+404), and the section in Zhuzhou county K20+404-K29+950), has a length of 16.961 km. The flood preventing and controlling levee will be built along the river, combining road and levee. In the schedule, the initial work would be finished in three years: by the end of 2002, the pre-feasibility analysis and official approving could be finished; from January to October in 2003, the feasibility analysis would be accomplished; shop drawing designing and biding for constructions would last from February to October, 2004; and in November, 2004 the construction will start and finish in October, 2006. The whole process totals to 29 months, and will be put into use on December 1 st, 2007. 1-4 Resettlement Action Plan for Comdor Component (Zhuzhou Section) 1.2.4 Social and Economic Benefit of the Project The building of this project will greatly improve the flood preventing and controlling ability along Xiangjiang River, reduce the damage by flood, and provide protection for people's life and their properties as much as possible. Moreover, those traveling resources of famous persons and landscape in the region will be better exploited, presenting a picturesque landscape, excellent ecosystem and best habitation environment region along Xiangjiang River, which will surely become a economic region full of vigor. In addition, it will effectively promote Zhuzhou city's economy development, playing an active role in enlarging city developing space, the development of infrastructures supporting, improvement of city rank, increasing investment and businesses of the region, and tourism developing. According to the economic analysis and evaluation in the feasibility report on this project, the project accumulative net value (ENPV) is 582,46 million yuan, the interior financial yield (EIRR) is 18.82%, the ratio of benefit and cost (EBCR)reaches 1.826, and the payback period (including 2 years building time) for the investment is 9.4 years. All financial indexes present a good condition. With the disadvantage of a cost increase of 10% and 10% decrease of benefits, a susceptive analysis has been made, while all evaluation indexes still remained good condition, with an interior benefits rate of 15.61%, proving a strong risk resisting ability of national economy. 1.3 Project Affected Scope The land occupying in this project includes the land for the surface, roadbed, greenland and nursery works in the flood preventing and controlling scenery road. Those area belonging to the project land acquiring plan and having construction works, which will badly influence residents' production and life and can not be recovered, will be in the scope of land acquiring and residents removing work. At this stage, the scope of land acquiring and residents removing follows the recommended plan decided by the project Feasibility Study Report and on site investigation, which involves Zhongshan Road office of Tianyuan region, Tanshan office, Majiahe town, Qunfeng town in Zhuzhou city, and 24 1-5 Resefflement Action Plan for Corridor Component (Zhuzhou Section) villages and 85 villager groups in Leidashi town of Zhuzhou county. (2) Social economic investigation and relevant relocation program of the resettlers will be made during the preparation of the project. (3) The relocation of resettlers will base on the physical indexes and compensation criteria, targeting to improve or at least rehabilitate resettlers' original living standard. (4) Further development of the resettlers is highly recommenced. The relocation of people in village will be guided by those more developed second and third industries, on the basis of land exploit. (5) Encourage resettlers and existing residents in the host site to participate the planning of resettlement and planning Scheme; (6) Resettlers will be given prior consideration for relocation in the old community. (7) Both resettlers and existing residents will benefit from this project. 1.4.2 Methodology for Preparation Hunan Provincial Changzhutan Economic Integration Office, with participation of related units, resettlement consultant unit as well as government at all levels jointly organizes resettlement action plan work. In June 3rd to Oct. 15th in 2003 with the active cooperation 1-7 Resettlement Action Plan for Conidor Component (Zhuzhou Sec. on) of government at all levels in project zone, dedicated people perform physical indexes in the scope affected by land acquisition, and full investigation Stat. of resettlers' household basic conditions, adapt sampling survey investigate their willingness. Meanwhile, holding a resettlement coordination meeting with the participation of the employers, the designers, government at all levels affected and the resettlement representatives, they listened to the opinions of various parties, discussed resettlement scheme, the ways of resettlement living restoration, compensation by adapting law framework and criteria etc., then proposed initial resettlement planning program. In line with the established policies of our country, law and statute and requirements of the World Bank for resettlement, they performed reasonability analysis and feasibility study analysis for how townships at all levels (street office) in project zone affected, improved and perfected in accordance with the suggestions of technical assistance experts of the BANK and consultant experts of Mott MacDonald Company after their reading and observation on site, completed preparation of resettlement action plan report at last. It was checked and approved by local government in project zone. I-8 Resettlement Action Plan for Corridor Component (Zhuzhou Section) 2 Project Impact 2.1 Measures for Avoiding or Minimizing Land Requisition and Relocation. 2.1.1 Measures in Design Stage. Since Project initiation, in order to minimize Impact on the local social economy due to the project construction, the plan of flood control landscape road has been revised and optimized many times and it has been subject for the special technical justification. The main aim of optimized plan is minimizing land requisition, resettlement and Relocation; reducing construction coats and convenient construction. 1) During the project planning and designing, when in the comparison of optimized plans, Impact on the local social economy due to the project construction shall be taken account of as much as possible, as the key factor in comparison of plan optimizing, 2) The route orientation should use the existential embankment as much as possible and it should reduce the occupation areas in design. It is better to go along the hill and choose the area with few inhabitations at the foot of the hill in order to avoid house relocation and good-irrigated cultivated land occupation. In the town district with dense population, the route orientation has to steer clear of the high and multi-storey buildings to reduce the relocation of houses. 3) In the designing, the plan is optimized for many times through field survey and plan comparing. Such as the section between Baisha Zhou, Leidashi Town and Benlu Porcelain Factory, through plan comparing, the route adopted now can minimize more than 10000m2 relocated houses comparing with the former plan. 4) The construction plan shall be optimized, time limit for the project shall be shortened and the period for house relocation and construction shall be properly arranged in order to minimize the resettlers' property cost. For example, Lhe period for house relocation and rebuilding is usually chosen in slack season and land occupation is usually arranged after harvest. 5) The inconvenience brought to local residents' life and production due to the 2-1 Resettlemei;t Action Plan for Corridc, Component (Zhuzhou Section) construction of flood control landscape road shall be taken fully account of in planning. Generally speaking, considering the convenience of local residents' life and production, make sure the damage of infrastructure and special facilities such as canal system and pump station due to the constructioi. of flood control lanidscape road coulu be restored, guaranteeing the normal performance of infrastructure and special facilities. 2.1.2 Measures in Construction Stage The occupied land of this project is distributed in a linear shape along the Xiangjiang River and has little influence on the local industry and agriculture production, people's daily life and social economy. However, in order to reduce the effects of project implementation on the area, it is necessary to pay attention to construction site layout and selection of construction schemes so as to avoid unnecessary land requisition and house relocation. 2.2 Physical Indexes Affected by the Project In June-July, 2003, in accordance with project land occupation area determined by design, investigation persons have made overall survey and record of population, kinds of land and its area structure and area and attached facilities of houses and quantity of forest and fruit trees. The land occupation and house relocation of this project revolves 24 villages (neighborhood committee) and 85 villagers' groups including the Chongshan Road Office in Tianyuan District Zhuzhou City, Taishan Road Office, Majiahe Town, Qunfeng Town and Leidashi Town in Zhuzhou County. Through on-the-spot investigation and statistical data, the land requisition and house relocation of the project will influence 991 households with 2943 persons, among which 143 households with 422 persons production resettlers; 732 households with 2152 persons housing resettlers; 116 households with 369 persons production and housing resettlers, totally 848 households with 2521 persons have to remove, among which 781 households are housing relocation, and 791 persons are in production resettlement. The situation of population Affected by land requisition and relocation is listed in the Table 2.2-2. 2) Staff and worker of units and enterprises Affected by the Project: In accordance with investigation, 1151 persons in enterprises and units will be Affected by this project, of which the retired is 400 persons, the coming off sentry duty is 300 persons, the existing staff is 451 persons, among them 209 staff and workers are actually Affected by production and business interruption and reconstruction of enterprises. 3) Population affected by the project: the project affected the total population is 4094 persons. 2.2.2 Land Affected by the Project. 1) Permanent Land Occupation. The permanent land occupation of the project has fully been investigated taking the group as a unit. The investigators drew the boundary line at site against the 1:500 topographic map, then measured the map with computer and calculated the land area. The construction of this project needs permanent land occupation 1289.40mu, including state land 126.95mu (the units occupied land are included in collective land), collective land 1162.45mu (including farmland 432.68mu, garden land 11.21mu, pond 35.87mu, timber forest 103.44mu, economic forest 23.95mu, residential site 122.25mu, road land 82.39mu, other use land 146.45mu and waste land 204.21mu).
