Summary 1.1 Project Background The construction of economic zones along rivers has been a dominant trend of economy development in China and some developed countries and regions. The rapid development of several economic zones along rivers in the world, like Rhine Economic Zone, Seine Economic Zone, Changjiang Delta Economic Zone and Zhujiang Delta Economic Zone has greatly supported the developing of towns and villages along the rivers, most of which have been the economic centres of their countries or regions. It is explicitly pointed out in national 'the tenth five-year developing program" that inland areas should take every advantage of their geographic positions and comprehensive resources to speed up the economic development. Focusing on the regions having main transportation lines on land and water, the role of central cities shall be fully played, while cultivating new economic increasing programs and zones at the same time. It can be expected that promoting the economic zones' development is one focus of the increasing developing strategies during the tenth five years in China. And here Xiangjiang ecologic economy zone is facing a rare chance. These three cities (Changsha, Zhuzhou and Xiangtan), located in the east of Hunan province, form a city group like a Chinese character 'ping', attaching to each other, along the lower reach of Xiangjiang River. And the distances between each two of them never exceed 45km. In August 2001, the provincial planning office in Hunan entrusted Obermeyer Consulting Engineers (Germany) to prepare the conceptual plan of Xiangjiang ecologic economy zone in CZT (namely, Changsha, Zhuzhou and Xiangtan). Obviously, the geologic position of this region is ideal: being close to the golden watercourse of Changjiang in the north, it not only abuts with Wuhan economic circle and connects with Changjiang economic stripe, but also has Guangdong and Guangxi as its neighbors in the center of the transition between Wuhan economic circle and the economic zone in Zhujiang delta. It would be expected that it would be a golden economic region receiving multi-fold economic radiation, a real "golden" delta area. The project of roads in Xiangjiang ecologic economy zone functioned as flood controlling and sight seeing has become one of the first proved projects on cities developing strategies (CDS) supported by the World Bank in China, being one of the seven major intensive habitations' constructions supported specially by national "tenth five-year developing program". Following the market economy rules, the big mingle of the three cities (CZT) will be made through the integrations in infrastructures, markets, industries and cities to galvanize Hunan economy and make CZT developing the nuclear of Hunan economy development, I~~~~~~~~~~~~~~~~~~~~~~- Resettlement Action Plan for Coridor Component (Zhaoshan Secton) the clustering area of high technology and modem ecologic city networks, finally influence and promote surrounding area and the whole province's economic development. Along Xiangjiang River, Xiangjiang ecologic economy zone has a road through these three cities (CZT), and it starts from the Yueliang Island Bridge in the north to Kongzhou Bridge of Zhouzhou in the south, extending for 128km, including more than 100 mountains and 15 islands, and connecting 3 major cities and 12 small towns. Being one of main parts in CZT economy integration program, it will become an well spaced economy entity with mature infrastructures and special landscape, which has combined the ecologic development in different fields: landscape, industries, cities and towns developing, culture and custom, high technology, recreation and tourism, and communication and flood controlling. While the preparation of the Xiangjiang scenery zone was operating, the three cities would initiate the construction of Xiangjiang economic and scenery zone, with the start of the building of flood controlling scenery zone along the river. Being an important part of this synthetic economy, building of this flood control landscape corridor component (FCLCtC) will not only greatly strengthen the flood controlling ability of the ecologic economy zone along Xiangjiang River, improve existing ecologic environment, but also give prominence to special culture and landscape in Hunan and enhance the connection of urban and rural area, to bring out a benign increase in ecologic development for both the project affected area and people's living standard. The theme of " High starting point, high strict standard, and high level" in this project, one part of the whole planning of Xiangjiang ecologic economy zone, will greatly promote the economic zone's fame. Moreover, the construction of this project will provide unlimited business chances for Xiangtan city, which can easily bring an all-round development of several economies along the Xiangjiang River, readjust its industrial structures and contribute much to its economy and the construction of ecologic scenery and flood controlling projects. This project consists of four sections: Changsha urban section, Zhuzhou urban section, Zhaoshan section in Xiangtan, and Xiangtan urban section, which would be built by four different work groups. And Zhaoshan section in Xiangtan, totaling 6.59km, which begins 1-2 Resettlement Action Plan for Corridor Component (Zhaoshan Section) from Yijiawang town and ends at Shangrui Expressway, will be finished by Zhaoshan Trading and Traveling Development Company (Xiangtan). 1.2 General Situation of Project 1.2.1 Project Location Located in the northeastern corner of Xiangtan City, Zhaoshan adjoins to Muyun Town of Changsha City in the north, to Baima Town of Zhuzou City in the east and to Hetang Township of Xiangtan City in the south, and faces the Xiangjing River in the west. It stands in the juncture of such three cities Changsha, Xiangtan and Zhuzhou, and is about 20km away from each city. It is the only node that connects the three cities and also the important site on the Xiangjing River Ecological Economic Belt. All that makes the Zhaoshan enjoy the geographic superiority endowed by nature. Zhaoshan has a superior geographic location, through which 7 vital communications lines pass. And its natural environment is so beautiful that it is tl4e famous scenic spot at provincial level with great reputation. In order to protect the integrity of Zhaoshan and its surrounding environment, the Flood Control Landscape Corridor Component (Zhaoshan Section) will be constructed bypassing the mountain. The Zhaoshan Section and Changsha Section of the Flood Control Landscape Corridor Component will be connected by G107 national road. Meanwhile, the national road will also connect with the Zhaoshan scenic spot and link to the surroundings of the mountain as a compatible whole, which will be the green shinning spot in the ecological belt region. There exists a certain basis in terms of accommodation, public service facilities, industry, storage and infrastructure, etc. Some public service facilities such as New Century Furniture City, Golden Triangle Motorbike Market, Chinaware City, etc, have been successively completed. Totally, there are 127 industrial enterprises, 6 storehouses and relative complete infrastructures, which pave the way for the further development and construction of the Development Zone. 1.2.2 Major Construction Contents The major construction content of the project in Zhaoshan section includes such three 1-3 Resettlement Action Plan for Comdor Component (Zhaoshan Section) parts as road works along the river, flood control works and scenery works. 1) Road Works The road works in Zhaoshan section starts from the G107 national road in Yijiawan Town, reaching Qunlipai Mountain in the west, passing Yangtian Lake in the south, and ends at k8+000 of Tanshao expressway, with total length 6.59km. The road construction adopts class 2 highway standard, with subgrade width 12m, pavement width 7.5m, sidewalk width 3m, minimum horizontal radius 125m, max longitudinal slop 3%, concave radius 6000m, convex radius 8000m and designing load standard of bridge and culvert of City-Class A 2) Flood Control Works The main purpose of flood control works construction is to protect Yijiawan Town and Yangtian Lake dyke. The flood control construction follows the standard of resisting a 50-year flood and water log control construction follows the standard of closing the gate for a 10-year flood, with the capacity of discharging 24 hours lasting rainstorm in 24 hours. The major project content as well as its scale is to newly construct flood control embankment 1.51km, heighten and thicken embankment 5.8km, deal with seepage of levee body 2.346km, deal with seepage of embankment foundation 1.44km, enlarge bank revetment foot 2.626km, newly construct 1 culvert gate, lengthen 5 culverts, and enlarge or newly construct 9 power stations at 2 sites of 3180kw. 3) Scenery Works This section belongs to the relaxing, tranquil, natural rural scenery with wide river surface and wide green belt space. In accordance with the local natural conditions and topographic characteristic, the project should emphasize on its natural and ecological functions, and create fresh and natural rural scenery full of vitality, through boulevard, green esplanade park and large stretch of farmland and meadow. Meanwhile, some scenery spots like water leisure park and ecological reservation zone should be laid out in this region. 4) The Employer 1-4 Resettlement Action Plan for Cormdor Component (Zhaoshan Section) Xiangtan Zhaoshan Economy Trade & Tourism Development Company is responsible for construction of this project. Hunan Xiangtan Zhaoshan Economy Trade & Tourism Development Zone is a provincial level development zone, approved by the provincial government in 1993. Under the leadership of the development zone management committee, the Xiangtan Zhaoshan Economy Trade & Tourism Development Co. practises general manager responsibility system with a registered capital 11.5 million Yuan and 36 employees. The company is mainly engaged in metal material and construction material, as well as tourism service project, jointly funded and cooperative project development concurrently. The total amount of capital invested in the infrastructure construction in the zone has surpassed 200 million Yuan, since the company set up. 1.2.3 Cost Estimates and Schedule The total project investment is 189,648,000yuan, with construction cost 23,706,000yuan per kilometer on average. The construction period of this project falls into early stage preparation and project operation stage. The project construction period is expected to start from Jan, 2005 and end in Dec, 2006, with a total construction period 2 years (early stage preparation 2 years, total construction period 4 years). The project construction period is divided into such stages as early stage preparation, resettlement relocation, earth and rock work, project construction, greening work, scenery construction along the river and some other sprinkling works. 1.2.4 Social and Economic Benefits of Project The implementation of this project will effectively drive tourism in Zhaoshan and economic development, and improve the development of The Xiangjing River scenery belt and highway construction. Through evaluation on national economy, this project has well benefits of national economy. The benefits mainly include following parts. They are Yaozhou community, Jinlan village and Haotang village of Yijiawan town in Yuetang district, Xiangtan; Zhaoshan town; Zhengjiang village, Yijia village and Zhubu village of Hetang town. The project in Zhaoshan section starts from G107 national road in Yijiawan Town, passing Yangtian Lake, and ends at k8+000 of Tanshao expressway, with total length 6.59km. According to the land occupation width requirements of the route recommended in the Feasibility Study Report, the investigation scopes of land occupation influence for route sections are defined as follow: (1) The investigation scope of road section from G107 national road to Yangtian Lake dyke (connecting line) is the real land occupation scope for road construction. (2) The investigation scope of road section from the waterfront near the Hunan Nantian Co, Ltd to Yangtian Lake dyke, where the proposed Jinjiang embankment is to be situated, is the real land occupation scope for road construction. (3) The road section from the Yangtian Lake dyke to Zhubugang bridge of Tanshao expressway, within the scope of 20m away from the embankment inner slope foot, is the real land occupation scope for road construction. 1.4 Preparation of Resettlement Action Plan 1.4.1 Basis and Target of the Report. 1) Basis of Preparation (1 ) The Preparation of the Service Contract based on the Resettlement Plan signed with the Owner (2) The Feasibility Study Report for Flood Control Landscape Corridor Component along Xiangjiang River, Changzhutan Urban Development Project (Zhaoshan section, Xiangtan) 1-7 Resettlement Action Plan for Comdor Component (Zhaoshan Section) (3) the World Bank, Operational Policy on Involuntary Resettlement OP/BP 4.122) (4) LandAdministration Lawof PR.C (1999) (5) Urban House Dismantling and Relocation Administrative Ordinance (2001) (6) Hunan Provincial Implementation of Urban House Dismantling and Relocation Administrative Ordinance (2000) (7) Land Requisition and Resettlement Compensation Method of Xiangtan city (7ZF No 18 [2001]) (8) Social, economic and land acquisition and relocation physical index investigation within the land acquisition and relocation scope of the project (9) The discussions with the project employers, local governments and representatives of the affected people 2) Targets of Preparation (1) The construction, technical and economic measures employed shall avoid or reduce the number of land acquisition and relocation as much as possible; while the relocation is unavoidable, effective measures shall be made to diminish the influence of land acquisition and relocation to the local residents' production and daily life. (2) Social economic investigation and relevant relocation program of the resettlers will be made during the preparation of the project. (3) The relocation of resettlers will base on the physical indexes and compensation criteria, targeting to improve or at least rehabilitate resettlers' original living standard. (4) Further development of the resettlers is highly recommenced. The relocation of people in village will be guided by those more developed second and third industries, on the basis of land exploit. (5) Encourage resettlers and existing residents in the host site to participate the 1-8 Resetflement Action Plan for Comdor Component (Zhaoshan Section) planning of resettlement and planning Scheme; (6) Resettlers will be given prior consideration for relocation in the old community. (7) Both resettlers and existing residents will benefit from this project. 1.4.2 Methodology of Report Preparation From August 13 to September 2 in 2003, the unit in charge of the preparation of this report organized specialists and experts, with the active cooperation of all level local governments in the project zone, to make a comprehensive investigation concerning the physical indexes in the occupied area and influence to resettler's families in the project zone and a randomly sampling survey was made on the willingness of these resettlers. Meanwhile, holding a resettlement coordination meeting with the participation of the employers, the designers, government at all levels affected and the resettlement representatives, they listened to the opinions of various parties, discussed resettlement scheme, the ways of resettlement living restoration, compensation by adapting law framework and criteria etc., then proposed initial resettlement planning program. In line with the established policies of our country, law and statute and requirements of the World Bank for resettlement, they performed reasonability analysis and feasibility study analysis for how townships at all levels (street office) in project zone affected, improved and perfected in accordance with the suggestions of technical assistance experts of the BANK and consultant experts of Mott MacDonald Company after their reading and observation on site, completed preparation of Resettlement Action Plan report at last. It was checked and approved by local government in project zone. On the basis of field investigation, this resettlement action plan have made a detailed analysis and demonstration on several items, such as the scope and degree of project construction's influence, standard and law framework employed in the resettlement compensation, the resettlement schemes for the people influenced, the livelihood restoration scheme, and the organization framework and project's construction schedule, followed by relevant conclusions and suggestions. 1-9 I I I Resettlement Action Plan for Comdor Component (Zhaoshan Section) 2. Project Impact 2.1 Measures for Avoiding and Minimizing Land Acquisition and Relocation 2.1.1 Measures in Design Stage The Feasibility Study Report has done comparison and selection of route alignments between two schemes, which are as follows: Scheme 1: With city main road class I standard, designing driving velocity V=60km/h, the width of pavement is 57.5m, minimum horizontal radius without super-elevation 600m, minimum horizontal radius 125m. Longitudinal slope 3%, convex radius 8000m, concave radius 6000m. The design load standard of bridge and culvert is city-class A. Scheme 2: Transverse section is designed to combined flood control embankment with sub-grade, and embankment crest width is 12m. By class 11 highway, embankment crest width is 12m, the width of pavement is 7.5m, and pedestrian width is 3m. Arranging road along the Xiangjiang river: Minimum horizontal radius 125m, maximum longitudinal slope 3%, convex radius 8000m, concave radius 6000m. The design load standard of bridge and culvert is city-class A. Because the road width in scheme 1 is wider than that in scheme 2, the work quantities of land acquisition and relocation is evidently larger than that in scheme 2, considering this, the scheme2 is superior to the other one, and thus scheme2 is recommended in the Feasibility Study Report. In order to reduce the impact of the project on the acquisition and relocation, the road design institute once again in sep had optimized the route of scheme 2, 2003; the connection between this road and G107 National Road has reverted to Qunlipaishan Mountain in Yijiawan Township. Compared with pervious ones, the optimized scheme can reduce relocating 98 households with 332 people, and it can reduce affecting 4 enterprises with 230 people, at the same time, the area of house relocation has decreased by 18299.25m2, with decreasing acquisition land 193.4mu, besides, about 46.25 million RMB investment have been decreased too. 2-1 Resettlement Action Plan for Comdor Cornponent (Zhaoshan Section) 2.1.2 Measures in Construction Stage The occupied land of this project is distributed linearly and the influence of land acquisition and relocation is not great. However, in order to minimize the effect of the project implementation to the area, it is necessary to pay attention to the construction layout and selection of construction schemes so as to avoid unnecessary land requisition and house relocation. The steps are suggested as follows: (1) Investigation will be done before the practice of relocation so as to distinguish the buildings that should not be relocated or only partly need relocated (2) For the buildings which are necessary to be relocated for the requirement of this project, it is necessary to notify the owner of the buildings in advance and empty the house, or to construct temporary buildings at the place, then reconstruct them according to the building after the completion of this project which the owner have the right to use them. (3) The losses caused by the relocation of this project should be compensated sufficiently according to the replacement price and the adverse influence should be minimized to the smallest extent. (4) The host site should be located near the former inhabitant site, so the inhabitants can keep touch with each other. On the other hand, increase of the distance from the host site to the worksite should be avoided. (5) The affected enterprises should be informed in advance and the host site should be arranged ahead and their losses should be compensated too, so the production interruption can be minimized and it is necessary to consult with the owners for the arrangement of the employees. (6) During resettlement, assistance and the convenience from relevant functional department should be offered to the inhabitants and affected enterprises in order to implement smoothly and to mitigate their overburden and losses. 2.2 Project Affected Physical Indexes 2-2 ResettlementAction Plan for Comdor Component (Zhaoshan Section) The Project entails acquisitioned land of 886.08 mu, of which, the permanent occupied land is 475.61 mu, including state land 48.28 mu, and collective land 427.33 mu (including 196.69 mu cultivated land) and temporary occupied land is 410.47mu.The relocation house within the scope of the project is 37,258.85m2, of which, the residence building area is 33594.49m2, and the non-residence is 3664.36m2. There are 204 households all together affected by the project including residence, enterprises and units, the affected population is 851 in total, 192 households (803 people) are affected, and 182 of them (760 people) should be relocated, the other 10 households (43 people) are partly affected. There are 12 enterprises including 48 employees, which are partly used to make some operation. The affected population has been counted into the house-affected population, 303 people including 48 staff of the enterprise need production resettlement. More details are shown in Table 2.2-1. 2.2.1 Investigation Methodology and Process The house building area and appendix buildings quantities are measured by per household statistics, The landmark of the ministration and land are drawn on the spot with 1/2000-terrain fieldworks, then fixing every village group's cultivated land, gardening land, forest land, and the others by measuring maps. All kinds of professional items are investigated by category. All the physical indexes within affected area are investigated comprehensively with methods referred above. 2.2.2 Land Affected by the Project 1) Permanent Project Land Acquisition The permanent acquisitioned land is 475.61 mu, including state land and collective land. Among the agriculture land, there are 51.66mu fish ponds, 12.66mu lotus root fields, 14.22mu timberland, and 7.42mu water surface; the construction land of collective land is 92.49 mu, including 27.91 mu residential site, 0.34mu township collective enterprise land, 7.16mu road land, and 57.08mu public land. The temporary facilities, which account for 9.52mu, including temporary road 150 mu, can be arranged in the permanent acquisitioned land. The other borrows and quarries will occupy 279.12 mu of shrub land, and 131.35 mu of wasteland with a total of 410.47 mu. The total population affected by this project will be 889, of which, 303 people need production resettlement (including 48 people from the enterprise). Of which, the residence building area is 33,594.49m2, accounting for 90.17% of the total housing area, and the non-residence building area 3,664.36m2, accounting for 9.83%. 2-8 Resettlement Action Plan for Comdor Component (Zhaoshan Section) According to structure, the relocation residence area involves 16,594.58m2 of brick and concrete structure, 3,243.08m2 of brick and timber structure, and 2,788.08m2 of earth and wood structure; the sundry house involves 10,968.75m2, including 1,031.38m2 of brick and concrete, 6,027.86m2 of brick and timber, and 3,909.51m2 of earth and wood. The relocation non-residence involves collective buildings and enterprises buildings. According to the structure, the formal house involves 1,813.45m2 of brick and concrete structure, 1,055.97m2 of brick and timber structure; and the sundry house involves 794.94m2, including 46.42m2 of brick and concrete structure, 552.08m2 of brick and timber structure, 196.44m2 of earth and wood. After the investigation, all of the buildings in the project-affected zone are legal, and there is no temporary building. All of the non-residence users are legal managers. The relocation houses and appendix buildings are given in table 2.2-5 and the investigation detail is given in attached table 4. Affected enterprises involve Xiangtan Navigation Company, Warehouse of Zhaoshan Township Supply and Sales Cooperative, Zhaoshan Building Material Product Factory, Yangtianhu Embankment Administrative Station and other collective sand pits owned by some villages, electrical transformer houses and so on. No special care is required. 2.2.8 Relics and Vulnerable Group 1) Relics The investigation indicates that no important mineral and culture heritage existed in the project zone, thus no special care is required. 2) Vulnerable Group (1) Women: women have equal rights, positions with men in the project zone, to which no special privilege shall be given. (2) Venerable group: including poor families (the average living fee is less than 180 yuan/month), disabled families (physical disable), the old families, which live lonely), minority fa m\ilies and so on. After investigation, the 182 householders, 760 persons that need remove in the project-impacted zone are all Han with no minority families. The vulnerable group affected by the project will be determined further in the resettlement arrangement process according to the comparison of their own objective condition, such as their family structure, the labor employment, the economy they owned, and so on, and based on the information mastered by local civil administrative agencies. Once the households affected are considered to the vulnerable group, the project office will give them special help. 2.3Project Impact Analysis 2.3.1 Impact on Agriculture The area affected contains 3 countries (districts), 5 villages (communities), 16 villager groups (resident committee), of them, the production resettlement area covers 4 villages and 14 groups, housing resettlement contains 5 villages and 16 groups .The population of 2-14 Resettlement Action Plan for Conidor Component (Zhaoshan Section) 4 villages which needs production resettlement is 7,003, agriculture population is about 6,906, the cultivated land is 5,233.5 mu, and the per capita cultivated land is 0.76mu/person. The relocation population affected by the project is 760 in 182 families and the production resettlement population is 255, accounting for 10.85% and 3.64% respectively. The cultivated land area occupied is 196.69 mu; accounting for 3.76% of the total village cultivated land and 15.05% of the total group cultivated land. The condition affected in every village in the project-affected zone is different; the most proportion affected in the village is 6.42% (Songtang village, Yijiawan township) while the least only 1.08%(Yijia village, Hetang township). Among all the affected groups, the most affected in the village is 45.41 %(Laowu group, Songtang village, Yijiawan township), while the least only 3.97%(Duishang group, Songtang village, Yijiawan village), the average cultivated land is still 0.77mu/person after the project. Thus it can be seen that the local agriculture affected by the project land acquisition is very low, only a few groups will be affected greatly, whose land can be adjusted within the village. Of which, the affected house of Xiangtan Navigation Company, and Warehouse of Zhaoshan Supply and Sales Cooperative are in. an idle state. Yangtianhu Embankment Administrative Station are mainly engaged in routine, the project requires its movement, besides, 524.34m2 of brick and concrete office buildings, 172.32m2 of sundry houses and appendix facilities within the scope of land need to be relocated. The compensation fund can be used for restoration and reconstruction as near as possible. There are 4 collective sand quarries affected by the Project, including Xingwang Sand Quarry in Gaotang village, Yijiawan town, Changtan Sand Quarry in Zhaoshan Township, Yonghong Sand Quarry, Zhaoshan Sand Quarry. The average investment of quarries is about 0.6 to 0.7 million, and it employs 5 to 6 people, making profits of 0.3 to 0.4 million per year, Monetary resettlement on sand quarries will be carried for the project construction. Only monetary compensation is needed for idle houses and collective appendix facilities in villages. 2-18 Resettlement Action Plan for Corridor Component (Zhaoshan Section) 2.3.3 Impact on Infrastructure and Special Facilities The project zone belongs to the suburban; it is close to G107 National Road, with complete public facilities such as water and electricity supplies, road, telecommunication line, Cable TV line and pipes of water. The district road here is a mainly rural simple highway and tractor road; the villager's portable water source is pumped from well. Most of effected infrastructure and special facilities are the rural simple highways, tractor road, power supply, telecommunication line and some ditch lines. The amount is small and impact is slight. 2.3.4 Project Impact Analysis Affected by the project construction, the original production system within the affected scope will be damaged to some degree, which will has certain impact on local residents' life and production. The decrease of land resources makes part of peasants lose their dependent material base for livelihood, which leads them to have to adapt to the new environment again for life and production. However, during the project designing, the project designing unit has taken fully consideration of the damage to local life and production system caused by the land acquisition, kept on optimizing the project program and taken measures to reduce the scope of relocation and land acquisition, in order to minimize the influence of project construction on local life and production. As a result, the construction of this project will not make large damage to the original conditions of life and production in each village. Meanwhile, because the land occupation of this project distributes along the river embankment in the form of belt, the project influence is obvious only in part of project zone as far as project construction is concerned. The project construction will not have large impact on local industrial and agricultural production, people's life and the development of social economy. The project zone is distributed in a linear way. At present, most of the area along the Xiang River often suffers from floods, which restrict the fast development of local economy. The project of flood control landscape road provides an opportunity for local residents to rebuild society and production system. After the completion of project, it will strengthen the capacity to fight a flood and deal with the emergency, decrease the impact 2-19 ResetflemrentAcffon Plan for Corridor Com,ponent (Zhaoshan Sectfon) of flood, provide a good environment for safeguarding citizen's life and property to the maximum degree, speed up the circulation of local agriculture products and improve the development of local economy. Besides, with the compensatory payment, by means of improving farmland irrigation facilities, transforming farmland with middle and lower output, and adjusting industry structure, the potential of exiting land resources can be fully explored and the unit output can be increased so as to make up for the lost of income due to the decrease of cultivated land and reach or surpass the original level as soon as possible. 2-20 Resettlement Action Plan for Comdor Component (Zhaoshan Section) 3. Natural, Social and Economic Survey in Project Affected Zone The project locates in Yuetang district of Xiangtan City, and its project-affected zone is the whole Xiangtan city. Based on the impact of the project and the social and economic condition, Xiangtan City is chosen as the investigated area and the key area is Yuetang district of Xiangtan City. 3.1 Natural, Social and Economic Survey in Xiangtan City 1) Geology and Geomorphology The project zone is located in the Huamian folded system, inside the Asian-European plate. The stratum is acient and xore stable, magmatic activity is weak. Therefore, the project zone is located in the weak eathquake and less earthquake zone. It is situated in the red rock interhill basin in the central Hunan province. The soil layer consists of sandy gravel, sandstone, siltstone, sandy shale shale, and argillaceous rock. The interhill basins have been formed from the lift-up and scaling of continental deposits accumulated between mountains in the arid cretacic period since the tertiary period. In the view of terrain, it is high on the east and lower on the west, high on the north and lower on the south; it slopes off from the northeast toward the southwest. In the Yangtianhu section the plain, downland and hill, and the relief is more steep in comparison with the west bank of the Xiangjing. In the Zhaoshan Section the downlands scatter at the side of the Xiangjiang River along which the Quaternary Holocene and Pleistocene alluvial deposits. The Holocene alluvial deposits are isabelline clayey sand, isabelline fine sand layer mingled with clayey sand microlayer changing from top to bottom, and the thickness is 2-8m. in the southwest of this region the valley plain has been formed, where there is the lowest point Wujiagang in the whole town and the height above sealevel is 29.6m. the Pleistocene alluvial deposits constitute the called downland, and in fact, it is resulted from the erosion that the 1-7 class terraces are subjected to , there is the laminated lam (orange or red) above each class terrace and the grave layer below it. In the project zone, the mountain system belongs in the southeast branch vein of the Hengshan mountain chain, in cluding the Zhaoshan.mountain, Yuping peak, Zhaizi ridge, Longgu ridge and 3-1 Resettlement Action Plan for Cormdor Component (Zhaoshan Section) Fengxing mountain, their height above sea level is 150-300 m, the relative height 10-60 m., the slope 5-15 degrees, the plain region on the southwest appears in smooth relief with less than 50 m. above sea level and the relative height of less than 10 m. and with the slope of less than 5 degrees, and the ground surface has no karst phenomenon. 2) Meteorology and Hydrology The Zhaoshan scenic spot belongs in the subtropical humid climate zone, characterized by monsoon, great humidity, rich rainfall. The mean temperature in the summer is 28.1 C with longer duration of about 125 days. In the winter the mean temperature is 6.6
