Liu River runs through the city for a total length of 74 km and serves as the main water source for Liuzhou. However the environment of Liuzhou, especially the water environment, has been worsened due to the rapid development of industrialization and urbanization of Liuzhou and huge volume of wastewater drainaged into river without any treatment. In 2002 Longquanshan Wastewater Treatment Plan was established with the first phase capacity of only 100,000 m3 per day. Based on the current total wastewater volume of 800,000 m3 per day, the wastewater treatment ratio is only 12.5% and this figure is far lower than the rate as required by state regulations on environment protection. In 1990s Liuzhou conducted clarence and treatment of Liu River but an integrated and entire treatment design is unavailable. As a matter of fact, the whole city currently has many sullage and the lots of complains have been raised by residents. It is estimated that the total wastewater discharge volume will amount to 950,000 m3 in 2015. The unqualified water environment has bottlenecked the economic development and improvement of living standard in Liuzhou. Under such circumstance, Liuzhou municipality government decided to spare no efforts to carry out integrated treatment ofwater environment in Liuzhou and hence this Project was, is and will be considered as an important item on the timetable ofLiuzhou municipal government. Liuzhou has experienced tremendous changes in both economical situations and environment in recent twenty years. Rapid grouth in induxtry and city expansion results in greater attentionpaid to the sustainable environmental development. Among residents, sense of environmental protection and demand for better living conditions is growing. Therefore environmental sanitation issues have become one of the public focuses. Public toilets and solid waste transfer stations construction is the focus of the focuses because public toilets serve a large amount of residents and solid waste collection and transportation cannot work without the transfer stations. Public toilets and solid waste transfer stations are indispensable city facilities both for the daily of the residents and for collecting, storing and initially processing solid waste and night soil in the urban area. Public toilets have expanded their functions to beautification, commnercial and cultural areas. Public toilets have become one of the symbols standing for the economical development levels and living standards of the residents and demonstrating modernization and civilization of a city However, due to certain historical reasons, conditions of public toilets and solid waste transfer stations in Liuzhou are not so 6 satisfactory. Meanwhile people have higher expectation and demand for the capacity of solid waste transfer stations with respect to its capacity, cleanness etc. As one of the indispensable urban facilities, solid waste transfer stations have played an important role in urban construction and development. Further, construction of public toilets and solid waste transfer stations in urban area has close interrelationship with establishment of wastewater treatment system and has an impact on the realization of the social target of wastewater treatment. Soil in public toilets and wastewater in solid waste transfer stations include large amount of wastewater, organic compound, nitrogen, phosphor etc. that need to be treated before they are drainaged into underground water system. Otherwise serious water pollution would be caused. The soil not only causes nauseous feelings but also results environmental pollution and epidemic spread that in return have severe adverse impact on the health of the residents. In other word, Liuzhou has to carry out the Component in order to fulfill the comprehensive transformation of the city looking as well as the improvement of the living standard of the residents. Liuzhou municipal government has lunched a macro planning on the basis of its current water situation and public demands for urban development and environemental protection, i.e., first, to pay special attention to water environmental treatment and protection, to build up complete urban wastewater treatment system and to speed up transformation of current direct drainage of wastewater into river such that environmental pollution and contamination will be basically controlled before 2010 and environment will be entirely improved and become sustainable until 2020, and second, to construct public toilets and solid waste transfer stations pursuant to Overall Planning or Liuzhou and Environmental Sanitation Planning of Liuzhou (2000-2015) , based on the actual situations such as amount shortage, unsound distribution, and poor sanitation situations of the facilities. Liuzhou Environment Management Project as funded by the World Bank includes the following three components: 1. Liuzhou Wastewater Treatment Component ("LZWTC") 2. Liuzhou Public Toilets Component ("LZPTC") 3. Liuzhou Solid Waste Transfer Station Component ("LZSWTSC") 1.1 Liuzhou Wastewater Treatment Component This Project constitutes a significant part of urban infrastructure construction, which 7 includes two phases, i.e. short-term construction to 2010 and long-term construction to 2020. Pursuant to the general planning and wastewater drainage planning and the general objectives regarding future urban watercourse treatment, wastewater collection and wastewater treatment in Liuzhou, up to 2020 works in relation to this Project mainly include the following categories: * Watercourse treatment and ecological construction: including wastewater interception and alongside river landscape construction so as to achieve the goal of Clean Water, Blue Sky and Harmonious Environment. * Transformation and establishment of wastewater collection system: including transformation of the existing drainage system and construction of new drainage network so as to achieve 100% drainage network and entire systematic drainage. * Expansion of existing wastewater plant and construction of new wastewater plant: including expansion of existing wastewater plants and construction of new wastewater plants so as to achieve an increase treatment capacity of 475,000 m3 per day and a wastewater treatment ratio of80%. In order to achieve the objectives above, construction of this Project needs to treat a river course of 10.8 kilometer, newly establish or transform wastewater treatment network of 131.55 kilometer and four mid-way pumps (with a total capacity of 138,000 m3 per day), newly establish or expand four wastewater treatment plants (with a capacity increase of 475,000 m3 per day). Detailed information and construction schedule are as follows: 1.1.1 Zhuerxi Integrated Treatment Component Zhuerxi is one of the major tributaries in Liuzhou originating in Nanshegang, Boli village, Xier Township, Liuzhou with a main river course length of 21.5 kilometers and 4.2 kilometers in the city. The drainage area of the river is 72.8 square kilometer and the drainage area with the city amounts to 24.78 square kilometer. The initial estimated treatment area is a width of 50 meters beyond South tributary refrigerator factory, 60 meters from the such refrigerator factory to wastewater pump station, 35 meters beyond Heping Bridge north tributary, 40 meters from refrigerator from Heping Bridge to the cave on Motan road and 50 meters from the cave on Motan road to the confluent of the south and north tributaries. Large sums of housings within the project area of this component need to be dismantled and 8 therefore the resettlement workload is huge. 1.1.2 Baisha Wastewater Treatment Component Baisha Wastewater Treatment Component includes Baisha Wastewater Treatment Plan phase one project and its ancillary wastewater collection system, among which Baisha Wastewater Treatment Plant is proposed to be located north to Baisha village and south to Huilong village. 133.27 mu land needs to be acquired and no resettlement is required since the to be acquired land only cover vegetable land, grass land, barren field and woolland. In addition, with respect to wastewater collection system, some circling walls and railways will be adversely impacted. Please refer to Attachment 1-4 for details. 1.1.3 Longquanshan Wastewater Treatment Plant Construction of this component commenced already. It is actually the expansion of the wastewater plant. 102.8-mu land was acquired in phase one of Longquanshan Wastewater Plant Treatment Plant and a spare construction land is available for the expansion. Therefore this component will be located south to the original location and an additional 115-mu land needs to be acquired. Some encircling walls need to be dismantled. 1.1.4 Yanghe Wastewater Treatment Plant Yanghe Wastewater Collection System. Yanghe Wastewater Treatment Plant is proposed to be built in Yanghe village that is located east to Guibei highway and north to Liu River. Land to be acquired is 180 mu which is basically paddy fields, dry land, woodland and grass land. No resettlement will be caused. With respect to Yanghe Wastewater Collection System, the construction mainly involves pipelines and wastewater pumps. 5-mu land is to be acquired. 1.1.5 Labao Wastewater Treatment Component This component consists of Labao Wastewater Collection System and Labao Wastewater Treatment Plant. In addition one wastewater pump needs to be built for wastewater collection system. 1.5-mu land is to be acquired. Labao Wastewater Treatment Plant is proposed to locate in Jiandu village, Jinde town, downstream of Jiuqu River. 70 mu vegetable land need to be acquired. 9 1.1.6 Jinglan Pump Station This component is located in Shengguan Village, Jinglan, south to Jinglan Bridge and west to Liu River. 68 mu collectively owned land includes vegetable land, grass land, 4300sq.m. fishing pond, 900 sq.m. road and 2000 sq.m. buildings needs to be acquired,.. Save for one first-rate public toilet in Chengzhong District, all the public toilets belong to second rate (see Attachment 4). Those public toilets are located alongside the main roads and public areas. The distance between public toilets alongside main roads are usually 300-500 meters while alongside other roads public toilets are usually 300-500 meters away from one another. However, as indicated by the environmental working staff, public toilets in Liuzhou are far from being sufficient. Taking Bayi Road as an example, there is no public toilet alongside. Generally speaking every 2500-3000 urban population need one public toilet and on the basis of the maximum serving population of 3000 413 public toilets are requisite in Liuxhou with a gap of 273. Treatment in cesspool is key to the sanitation of public toilets. Investigation shows that every public toilet needs one cesspool and each unit in the residential building needs one cesspool. Three stages treatment technique is adopted, which means night soil would be sedimentated twice before they are finally drainaged through urban wastewater pipelines. The sedimentation in the cesspool is cleared once a year. In addition to the 140 public toilets built by the municipality government, 50 public toilets have been built by Liuzhou Railway Bureau and Liuzhou Steel and Iron Company for the principle purpose of serving their own staff, related personnel and other people. Besides, there are 59 additional public toilets in shopping centers, cinemas and parks etc, mainly serving consumers. In recent years a number of public toilets have been dismantled due to large-scale transformation and dismantlement in Luzhou city. Many of the dismantled public toilets failed to be rehabilitated and therefore the number has decreased. According to relevant statistics by far there are altogether 25 public toilets not being rehabilitated, some of which used to be serving areas with large population flow (e.g. crossing of Chengzhan Road and Shengli Road). All in all public toilets in Liuzhou encounter various problems such as insufficient number, low levels, unsound distributing and poor sanitation etc. due to lacking of construction fund, expensive land cost and difficulties in location selection. This component is expected to improve the overall looking of the city, the living standard of the residents and to speed up the civilization and development of the city. 11 Details of the objectives are as follows: * To accelerate infrastructure construction in Liuzhou and to improve the ecological environment of the city; * To enhance public environmental protection consciousness and to improve public environment sense; * To improve the management skills ofrelevant administration authorities; * To generate positive social benefits as well as environmental benefits. The proposed contents of thie Component are ets up of 76 public toilets, locations of which have been intentively dectermined, 30 mobile public toilets and 2 vehicle-typed public toilets. After study, only 62 proposed public toilets are feasible and so the rest 14 are advised to be cancelled. 1.3 Liuzhou Solid Waste Transfer Station Component As told by the environmental sanitation working staff 800-900 tonne solid waste is produced every day in Liuzhou. Most of the solid waste is vegetable leaf and plastic bag which are transported in the following two ways: 1. the solid waste is loaded in the original place and then transported directly to the treatment plant via non-compressed dirt-wagon; 2. the solid waste is collected by jinriksha and transferred to the transfer station and then transported to the treatment plant via compressed dirt-wagon. The second means is the most popular one. As a general practice, solid waste is collected at the home of the residents, i.e. the residents fill the solid waste in plastic bags and the sanitation labors collect these bags between 6: 00-7: 00 pm every night, load them to the tricycles and then put them down in the solid waste transfer stations. By far no solid waste transfer station in Liuzhou has the capacity of 500-600 tonnes. At present there are 40 solid waste transfer stations in Liuzhou and 67 more are planned to be built. All of these solid waste transfer stations are constructed in the back of the street with open housing area and one workbench inside. Normally there is no classifying facility but the stations are equipped with compressed dirt-wagon that was considered as advanced vehicle in early 1990s and have improved the hygienic appearance of Liuzhou. However, to date this transportation model is no longer effective and sufficient to meet the development demand 12 in the city. After collection the solid waste is transported to a place 9 kilometers away from Liubei district and embedded underground. There are two garbage-embedding places in Liuzhou, i.e. Ouyangling embedding place and Lichonggou embedding place, the latter of which has not been on stream yet as the entry road has not been completed. Up to date Liuzhou municipality has invested more than RMB80 million to construct Lichonggou embedding place, with a view of processing innocuous treatment of the waste solid. Now that old embedding place is to be closed and the new one is almost double distance far away, the facilities prove to be ineffective and in urgent need of completion funding. (1) Zhanggongling large scale transfer station with a construction scale of 500-600 tonnes serving Liunan district, Labao, Liutie and Hexi district etc; (2) Guiliu Road large scale transfer station with a construction scale of 400- 500 tonnes serving Chengzhong district, Hedong district and Guantang district etc; (3) Baisha transfer station with a construction scale of 100-200 tonnes seving Liubei district etc. (4) sets up of one small scale garbage transfer station in each of the 42 residential communities. (5) indispensable auxiliary vehicles, incluing 030 garbage transporters; * 6 soil treatment wagons; * 15 water clearing wagons; * 4 facility repairing cars; * 5 pressure clearance wagons; * 2 environment supervision vehicles. RAP of this Component is compiled on the basis of land acquisiton relating to 6 2 public toilets, 2 solid waste transfer stations and 42 solid waste collection stations. 13 2. Impact of the Project 2.1 Impact of Land Acquisition and Resettlement The scope of land acquisition and resettlement is determined by the Project construction and dependent on actual construction situation. Liangshui village, Yujia village and Zhuertang village), Caiyuan village, Motian village. Some other village such as Kanghua neighborhood, Linxi neighborhood, Yongqian neighborhood, Nanzhan neighborhood, Limin neighborhood and Taiyangdao neighborhood will not have resettlement but will be affected due to impact on 16 the public facilities caused by Zhuerxi treatment. Affected Land 214.54 mu land is needed, 184 of which is state owned land and the remaining of which is collectively owned land. The Affected Infrastructures Infrastructures affected by the Project are mainly roads, public toilets, electricity poles and other various infrastructures. For those necessary public facilities, alternate areas will be provided for rebuilding. The owners will be compensated prior to the Project construction. During construction care and attention will be paid to those public facilities, which are difficult to be moved. After the completion of the construciton, the roads, trees and green spaces will be rebuilt or rehabilitated. 19 Impact on Employment With respect to the affected enterprises alongside Zhuer Creek, in most case part of their workshops, encircling walls and toilets will be impacted. Notwithstanding the termporary impacted caused by the dismantlement, operations of most the enterprises will not be seriously affected by way of proper compensation and resettlement, adjustment of original production layout, and rearrangement of original production plan. However, in relation to Liuzhou Farming Station, as 40% of its land will be acquired, 27 employees will be directly impacted. The company wished government authorities could provide it certain amount of land for reconstruction. Furthe, the employees were of the view that their opeation would not be seriously impacted if construction scope can be decreased to 10-15 meters alongside the river. Moreover although the employees of Liuzhou Tianhong Market Service Company will not be affected, the 20-position parking lot rented out to public transportation company will be impacted and relocated so prior notice need to be serviced to them as early as possible. 100 employees ofLiuzhou Xinshen Fire-bearing Materials Company Limited will be unable to continue their normal work due to dismantlement of 3 workshops. Although the dismantled building only accounts for 15% of the plant area, the company asked for a relocation area in Yanghe Industry Zone in addition to economical compensation, as there is no spare space for workshops. Xinhua Grammar Scholl is a private school. Teaching in the school will be impacted. If the land is to be acquired as per present planning, the school needs to be relocated. Impact in Vulnerable Groups From the baseline survey, it is known that within the scope of the project construction, 12 households of 22 people are impoverished households whose per capita monthly income is under 173 yuan, 31 households of 97 people are ethnic minority, I senior living alone, 6 households headed by single female and 10 disabled households. Among the 97 PAPs of ethinic minority, 2 are Tong ethinic minority and the rest are Zhuang ethnic minority, accounting for 5.38% ofthe total PAPs. This proportation is relatively low comparing with the percentage of 52.73% of ethnic minorities in Liuzhou. Furthermore, almost noboy would consider Zhang as an ethnic minority. And ther is almost no difference 20 between Molao and Han nationality. Therefore the impact on ethnic minorities of this Project is not very obvious. 2.1.1.2 Baisha Wastewater Treatment Component Affected Land 132.91 mu collectively owned land is needed for the construction of a new Baisha wastewater treatment plant. Moreover 3-mu state owned land is needed for wastewater collection system. The land belongs to Jila village and falls within Category three. No dismantlement will be involved save for part of the encircling wall and 10 high-pressure electricity pole. Land acquisition will affect some farmers. Chengzhong District Chengzhong District boasts of an area of 77.675 square kilometer with a population of 209,500 and it is the center of Liuzhou in terms of politics, culture and commerce. It is awarded the first "Star District" of Liuzhou. As the location of Liuzhou Municipality government, Chengzhong District has lots of educational institutes such as Guangxi Industrial Institute, Liuzhou High School and Jingxing Primary School. With respect to historical resorts, Liuzhou Garden, Liuhou Museum and Ancient Eastern Door are located in this district. Regarding public leisure area, there are People's Square, Sanmenjiang National Forest Park and Jiangbinliuti etc. Wuxing Street in this district is deemed to be the most prosperous and gorgeous street of Liuzhou, boasting of Five Star Shopping Mall, Gongmao Center, Xinglong Center and People's Cinema, the most luxurious leisure place in Liuzhou. The district owns excellent civil construction and enjoys a high urbanization level. With lots of shopping centers located there, this district proves to be a convenient place for shopping and takes a lead in areas of fashion, consumption and entertainment in Liuzhou. Liunan District Liunan District plays an important role in the economic sector in Liuzhou. With complex population composition and varying economic situations, this district is the most complicated area in Liuzhou in terms of population structure and economic components. The district ahs an area of 168.75 square kilometer with a population of 295,200, of which 83,400 are floating population (2002 year end statistics). There are lost of sectors under the progress of old city transformation and some parts of this district are newly urbanized area which is known as "villages in the city". Alongside Zhuer Creek there live many floating population and newly urbanized farr-ers who do not own their land any more. This district is ranked number one in termn of the third industry. 64 special markets are clustered alongside Feier Road, Liuyi Road and Xihuan Road. The district has advanced commercial and distribution industry, boasting of both modern commercial buildings such as Feier Commercial Center, Feier Wholesale Market and Dongfeng Department Store and agricultural and grocery market. Moreover, this district is the most important transportation switch center in Liuzho with both Liuzhou Railway Station and Liuzhou Bus Transportation Station being located there. With huge population, this district is in urgent need for improving civil construction. Liubei District Liubei District is the largest district in tern of area. It has a geographical spread of 320.89 26 square kilometer with permanent resident of 314,400. This district plays an important role in industry sector. Large-scale enterprises such as Liuzhou Steel and Iron Group and Liangmianzhen Group are located there. Under the guideline of enterprises promoting the society as advocated by the government, these large-scale enterprises have many good quality infrastructures and buildings such as office buildings, workshops and dormitories with complete facilities. This district has the largest urban and rural combination area. Baisha village, which is located in the northeast part of the district, is widely known for its poverty with an average individual annual income below RMB950. Yufeng District Yufeng District is situated west to Liu River and extends to Jila Quay to the south with an area of 91 square km and permanent residents of 213,300. Development in this district varies. Areas close to Liu Rive enjoy higher urbanization degree, whilst areas far away from Liu River are agricultural parts with generally lower income. Many sub-districts such as Yanghe and Jinglan are quite far away from central area and have just started its progress of urbanization. Taking Yanghe development zone as an example, land has just been acquired and the construction has not started yet. Transformation of those infrastructures will be carried out under the condition that normal daily life and necessary public transportation will not be adversely impacted. After the completion of the construciton, the roads and greening facilities will be rebuilt or rehabilitated. Impact on Employment Only some leased out commercial shops will be impacted by the Component. However, the owners will be compensated. No employee will be impacted. But the normal business operation of the lessees will be impacted. Mitigation measures will be prior notification, provision of alternative sites information and location. Impact on Vulnerable Groups From the baseline survey, it is known that within the scope of the project construction, 2 households of 6 people are impoverished households whose per capita monthly income is under 173 yuan, 5 households of 12 people are ethnic minority, 6 senior living alone, 4 households headed by single female and 2 disabled households. Among the 12 impacted ethnic minority, I is of Miao minority and the rest 11 are of Zhuang minority accounting form 4.4% of the PAPs, which is a fairly low percentage compared with the total ethnic minority percentage of 52.73% in Liuzhou. As those ethnic minorities are basically distributed among Han group, there are no differences in the production or living 40 RAP-040728 style between ethnic minorities and Han majority. Therefore the ethnical issue has not been considered as key in the project. 2.1.3. The Affected Infrastructures Infrastructures affected by the Project are mainly roads Transformation of those infrastructures will be carried out under the condition that normal daily life and necessary public transportation will not be adversely impacted. After the completion of the construciton, the roads will be rebuilt or rehabilitated. Impacted on Employment Acquisition of some arable land in Jinglan village, Jinglan, in this component will result in some farms losing their land. The component host will pay them resettlement compensation as per government policy. Their income rehabilitation plan is set forth in Chpater 8. 2.2 Measures Taken to Minimize Negative Impacts To implement the WB principles on minimizing the scope of project affected persons (PAPs), the project host, after several surveys, researches and repeated discussions, decides to take the following measures to minimize the scope of PAPs and to lighten or to eliminate negative impacts. 2.2.1 Liuzhou Wastewater Treatment Component (1) to use best endeavours to get around the schools, widen the river course and readjust the roads so as to mitigate negative impacts. The investigation team learnt from the on-site investigation of Liuzhou no. 21 middle school, Liuyi road middle school, Liutie middle school and Xinhua grammer school that as per the original plan almost two thirds of the school buildings need to be dismpintled causing the relocation of the schools. As such the normal education will be seriously affected. Therefore they concurrently require the project host to optimize the design. After detailed consideration of all potentials,the project host decided to mitigate negative impacts on schools by way of widening the river course and readjusting the routes. | RAP-040728 (2) to reduce the radium of Zhuerxi treatment component from 125 meter to 25 meter, and to widen the river course to reduce the radium. Zhuerxi is famous for its winding river course. The original designed treatment ridium is 125 meters generating a large dismantlement workload. The nonnal operation of the enterprises will be greatly impacted. In order to avoid such large wordload, the project hose widen the river course and decrease the ridum from 125 meters to 25 meters. (3) to shrink the treatment area from 60 meters to 50 meters thus reduce a dismantalement work load of 500 square meters. There are lots of residential buildings alongside Zhuerxi River. In order to mitigate the impact scope, the project host shrinks the treatment from 60 meters to 50 meters so as to reduce a dismantlement workload of 5000 square meters. (4) to adopt hidden channels for the upper stream of northern Zhuerxi tributary, with a view to minimizing land acquisition and social impact. Transformation of the northern Zhuerzi tributary will adopt hidden channels in accordance with the geographical conditions so as to minimize land acquisition and social impact. After the transformation, the up ground of the channel can be used as roads. Thus the channels can dranange water as well as beautify the environment. (5) to transform Baisha tributary in combination with road construction so as to reduce land acquisition and avoid housing dismantlement. Transformation of Baisha tributary will take place in the old city area with dense population. In order to reduce land acquisition and minimize resettlement workload, transformation of channels will be carried out in combination with road construction. 2.2.2 Liuzhou Public Toliet Component (1) Some public toilets wil be constructed in line with transformation and reconstruction of new city roads, communities and markets so as to reduce land use, dismantlement and adverse impact; (2). to control land area, construction area and scale of public toilets under the guideline of practical and sanitation in order to reduce land acquisition and dismantlement; (3). With respective to several public toilets location, proper adjustment will be with a purpose of reducing dismantlement and resettlement. Taking original Meat Plant located in 45 RAP-040728 Hezi Road as an example, relocation of the sites reduces an approximate 160m2 dimantlement amount. Another example is the location beside the supermarket in Shengli Road. After relocation, no dismantlement and resettlement is required and approximately 240 m2 dismantlement has been reduced; (4) To change the original designed location of tolietat the Yuru Road East 7 Lane No.480 and 484 to No. 474 and No. 476, so as to reduce resettlement of280 sq.m. 2.2.3Liuzhou Solid Waste Transfer Station Component (1). Cancellment of Baisha Solid Waste Transfer Station construction reduced land acquisition of lO,OOOm2 and dismantlement of 700 m2: (2). 42 solid wastecollection stations will be constructed in line with facilitiesconstruction in the newly developed residential communities. In addition, withrespect to wastewater collection system,4 trunk trenches will be impacted, 3 mu land need to be acquired and 12,700 m2 housings, 9000m2 slopping road and some circling walls and railways will be adversely impacted. It is actually the expansion of the wastewater plant. 102.8-mu land was acquired in phase one of Longquanshan Wastewater Plant Treatment Plant and a spare construction land is available for the expansion. Therefore this component will be located south to the original location and an additional 119.85-mu land need to be acquired. Some housings, toilets, electricity poles and encircling walls need to be dismantled. Please refer to Table 2.3.3 for details. In addition one wastewater pump needs to be built for wastewater collection system. 1.5 mu land is to be acquired. Labao Wastewater Treatment Plant is proposed to locate in Jiandu village, Jinde town, downstream of Jiuqu River. 70 mu vegetabl land need to be acquired. Principles for Compiling the RAP The purpose of this Project is to enable the PAPs to benefit from the Project, to improve or at least maintain their livelihood, income ability and production scope, especially to pay attention to the need of the vulnerable PAPs. The objectives of the PAPs are: (1) to seek the best option to ensure that the project affected residents, enterprises, infrastructures, and public facilities will be properly resettled or rebuilt, and to ensure that the livelihood of the PAPs and the business level of the affected enterprises will be maintained or improved; (2) To repeatedly revise and perfect the RAP to minimize the scope of the impact, to substitute compulsive resettlement measures with other measures in order to minimize resettlement; (3) To ensure that all PAPs receive compensation for their total loss and are properly resettled and rehabilitated so that they can share the benefits of the project. Meanwhile, compensation should be paid for their temporary hardships, and affected properties according to replacement price. Resettled people should be assisted in their efforts to improve their livelihoods and be financed in their activities in improving their living environments, or at least to restore them, in real terms, to pre-resettlement levels or to levels prevailing prior to beginning of project implementation, whichever is higher; (4) To perfect the necessary equipment of the new housing, and make the resettlement community equipped with complete facilities, convenient transport, comfortable livelihood and fine environment; (5) To enable the resettled people to get used to the host community in a short period so as to stabilize theirlife; (6) To provide the vulnerable groups with preferential policies in housing, employment, etc.; (7) To keep the scope and function of the buildings of the affected enterprises, to restore to the original business environment as far as possible, and to compensate for their losses from operation interruption and temporary change of business environment; 54 RAP-040728 (8) To properly compensate the collective-owned land for all its loss and to pay the compensation to the community for no other use but developing the collective economy; (9) The implementation of the resettlement will be monitored and evaluated by the external monitor. The representatives of the PAPs will take part in the decision-making of the resettlement; special institutions will receive complaints from the PAPs; (10) To establish long term monitoring and supervision system by setting up a professional special monitoring and supervision team with social survey and evaluation expertise. To set up database of the PAPs and to keep in long-term touch with them and to update the data base on regular basis. To conduct effective social control on the implementation of the Project through timely reflection of the variations of the social factors in the Project, so as to enhance the responsibility ofthe implementation team and ensure the construction quality and to protect the interests of the PAPs and avoide negative social impacts; (11) To improve the city looking and environmental sanitation after the construction, to play an important role to improve the health of the PAPs and people living nearby, to promote social development and to enable Liuzhou to participate in intemational competition. 55 RAP-040728 4. Socio-economic Survey Through on-spot investigation, random sampling and written questionnaire, data and materials are collected. Some time after the project is completed, the project host will make another socio-economic survey. The results of the two surveys will be compared and analyzed to show the positive or the negative impacts, as well as the degree of the impacts, of the project implementation on the affected population. The purpose of the comparison is to verify the effectiveness of the project implementation. Liuzhou is the industrial center of Guangxi Zhuang Autonomous Region. It enjoys great advantages in the industries such as automobiles, steel & iron and tobacco. Liuzhou develops in a fast pace recently. In 2002 the totalGDP of Liuzhou (excluding 4 newly added counties) amounted to RMB 23.231 billion with a growth rate of 14.9% compared with the previous year. Amongst the figure RMB 11.448 billion belongs to the second industry with a growth rate of 19.0% which is the largest among the three industries. The total production value for such year amounted to RMB 38.142 billion with a growth rate of 20.44% compared with the previous year and the industrial added value reached RMB 10.254 billionCurrently Liuzhou is in its great step to urbanization. In terms of population, by the end of 2002 urban citizens in Liuzhou are 943,800, among whom 830,500 are non-agricultural citizens and more than 12% of whom are still agricultural population. At the beginning of 21st century, large-scale urbanization construction emerged in Liuzhou and this construction came to a head in 2003. From the perspective of urban construction and relocation, the volume was 411,000 m3 in 2001, 700,000 m3 in 2002 and 1 million m3 in 2003. Pursuant to the general urban planning for years from 1993 through 2015 and Liuzhou Framework on Strategic Objective in 2015, the population in 2015 is expected to be 1.60 million and the GNP is expected to be RMB 55 billion. Liuzhou in future will be developed into a historical and cultural city and an integrated regional economical center giving priority to industry development and with unique landscape. The study strives to reflect the socio-economical development, people's living stands and the water environment in the impacted area. In the mean time, the study aims to have an understanding of the wishes and expectations on this Project of the residents in the affected area. Special importance is rendered to the livelihood of the venerable groups, participation of female in this Project and impact on the minorities. Generally speaking the living conditions in the affected area is "Low income and High balance". In terms of consumption structure, living conditions in the affected area is "dress warmly and ear their fill". The average individual income is RMB 3253.10, among which consumption expenditures is RMB 2331 and food expenditure is RMB 1229, accounting for 52.73% of the total consumption whilst expenditure on entertainrnent is accounting for 2.14%. Obviously living condition in the affected area is much lower than the average living condition of Liuzhou. According to the statistics of Liuzhou in 2002, the average individual income is RBM 7928 and the average individual expenditure is RMB 5992 among wllich food expenditure is RMB 2327, accounting for 38.84% of the total expenditure. There are two reasons for this difference. The primary reason is that the affected area under this Project is located in the dirty, chaos and unplanned part of Liuzhou city. Most of the residents investigated live in the simple three-stories housings to be dismantled. The affected area is habitat for the floating population with many households living in shed. In addition to the rural area, most of the affected urban area belongs to "country in the urban area". Few farmers have arable land but most of the farmers lost their arable land and are at the stage of seeking means to make a living in their coming urban life. Therefore their income will undergo an unstable period. Second, based on our experience of investigation, households with low income would be reluctant to disclose their actual income and the reported date is usually much lower than the actual level. This is most provably due to two reasons, i.e. to 57 RAP-040728 gain more external concern and to reflect their actual feeling to the difficulties of life. Pursuant to our data in relation to the neighborhoods and villages which we have investigated, it is justifiable and practical to add an incremental amount of RMB 000 to the individual income arrived at in the questionnaire. In terms ofaverage individual ia come, Ganqu district ranks number 1 with RMB 4094.56 per year. Zhuerxi ranks number to with RMB 3363.75 per year. The third position is Jinglan with RMB 3146.89 per year. Number four is Baisha with RMB 2914.13 per year. Labao ranks the firth with RMB 2830.20 per year. Longquan and Yanghe is the lowest with 1553.45 per year and 1392.20 per year respect vely. + Gendre With a proportion of 103: 100, number of people in the Project ger area is almost equal so far as gender is concemed. Further, 70% of labor resources in ruralarea lie with females as arable land in most rural area is becoming less and less and agricultural modernization releases people from heavy labor. On the other hand most of the male labor focuO on other industry or work as immigrant workers outside their residence. It is also verycomnmon that male usually spend lots of time in drinking and playing ma-jong. + Ethnic Nations Structure and Status Quo Most of the ethnic minorities live in the six minority towns. 88.59% of the ethnic minorities are concentrated in 6 counties while only 11.4% live in Liuzhou city. As the impacted area compose of four urban downtown districts and one Labao town, only a small percentage of ethnic minorities will be impacted. The investigation shows that there are 7 different ethnic groups, including Han, in the Project area. Han majority constitutes 79.060%of the population, Zhuang minority constitutes 18.02%, Lao minority constitutes 2.03%, Hui minority constitutes 0.25%, Molao minority constitutes 0.25%, Yao minority constitutes 0.25% and Tong minority constitutes 0.13%. Those ethnic minorities are basically distributed. among Han group especially in the downtown area and alongside Zhu Er Xi, where Han majority constitute 80% or even more than 90% of the population. However, ethnic minorities are more cerptralized in Yanghe, Longquanshan and Jinglan, i.e. Mo Lao constituting 75% in Yanhe area, Zhuang constituting 40% in Longquanshan area and 50% in Jinglan area. A study on the ethnic issue indicates that there are no differences in the production or living style between ethnic minorities and Han majority. Almost no Liu Zhou re$idents take Zhuang as minority whilst no difference can be identified between Mo Lao minori
