C. 20433 TELEPHONE: EXECUTIVE 3-6360 !JA Press Release No. 71/31 Subject: $7.3 million credit for Uganda J1me 21, 1971 education The International Development Association has approved a $7.3 million credit for Uganda to help expand and improve educational facilities, especially for ··;ocational and teacher training. The project is designed to provide skilled, medium-level manpower in the i~dustrial, agricultural and health fields and increase the output of teachers .:md instructors. In addition it will assist in improving educational planning. The project consists of the provision of facilities and equipment for an ;2-~panded teacher training program. It will also include the construction and equipping of a new vocational training center, a new district farm institute, two combined district farm institutes and rural training centers, a medical tutor t~aining college, and a school for nurses and midwives. There will also be extensions to four secondary schools, five technical secondary schools, and two agricultural colleges. Technical assistance will be provided to help launch the ,,.ocational, paramedical and teacher training programs, as well as for education planning. The credit is IDA's second to Uganda for education. In 1967, $10.0 million ~as approved for a project to expand and improve secondary schools. Uganda is well supplied with primary schools and adequate numbers of studentf, ~t·c now being trained in general secondary schools to the level of the East i\:.=rican Certificate of Education. The Government's policy is 11.ow aimed at eaair:.g the shortages of trained manpower that exist in almost every field and which ::i!"e becoming more acute as the economy expands. The project will cost an estimated $10.4 million. The credit will cover th~ foreign exchange component of approximately $5.5 million with the balance used f.o~ local costs. It is for 50 years, includiug a 10-year grace period, and is interest free except for a 3/4 of 1% service charge to meet IDA 0 s administrative ,.::.xpenses. ·;· The project is based on preliminary proposals drawn up by a Unesco mission in Uganda in 1969.
