Draft financial rules for the Conference of the Parties and Draft budget for the first financial period Report by the Secretariat 1. At the request of a number of delegations at the Open-ended Intergovernmental Working Group on the WHO Framework Convention on Tobacco Control, a breakdown is attached of the expenditures incurred by WHO’s Tobacco Free Initiative during the period 2002-2003. In accordance with document A/FCTC/IGWG/1/6, paragraph 6, it covers the following items: personnel, contractual services, training and meetings, equipment and premises, administrative costs and services and miscellaneous costs. Delegates’ travel, however, is excluded since WHO’s global expenditure for 2002-2003 in the area of tobacco, as set out in document A/FCTC/IGWG/1/6, paragraph 14, did not include this item. 2. Expenditure for the period 2002-2003 amounts to a total of US$ 18 122 756. This figure includes financing from both the regular budget and extrabudgetary sources.
