MEDIUM-TERM STRATEGIC PLAN (MTSP) 2008-2013 For the first time, a six-year Medium-term Strategic Plan (MTSP) will form th e core of WHO’s result-based management framework within the overall context of the 11th General Programme of Work. The MTSP also takes into account the needs of countries as reflected in Country Cooperation Strategies. and is arranged in 16 Strategic Objectives (SOs), as compared to the 36 Areas of Work in 2006-2007. Each SO will have targets and indicators for the work of the entire Organization, including both Member States and the Secretariat, to be achieved in the six-year period of the MTSP. Within each Strategic Objective are five to seven Organization-wide Expected Results (OWERs), each with its own six-year targets and indicators. OWERs reflect the work to be achieved by the Secretariat at all levels. The MTSP also provides the framework for the budgets covering three bienniums, starting with 2008-2009. It is expected that there will be only minor revisions in the OWERs during the course of these three bienniums. During discussions to develop the MTSP and the Programme Budget (PB) 2008-2009, it was decided to combine the MTSP and the PB 2008-2009 into one document (attached). Therefore, the draft MTSP/draft proposed PB 2008-2009 document provides the framework for three biennial budgets and the detailed resource requirements for the proposed PB 2008-2009. Preliminary estimates are provided for the two subsequent bienniums. The draft MTSP/draft proposed PB 2008-2009 is now submitted to the 59th session of the Regional Committee for its review and comments. After comments from Regional Committees, the MTSP will be revised and submitted to the 120th session of the Executive Board. Thereafter, the 60th World Health Assembly will review the MTSP for final approval.
