E x e c u t i v e B o a r d P resent membership from the European Region 1. The Region has seven seats on the Board, which from May 1999 will be filled by persons designated by Belgium, France, Germany, Netherlands, Norway, the Russian Federation and Switzerland. Three seats will become vacant in May 2000, when the terms o f office o f the members designated by Germany, Netherlands and Norway will expire. Candidatures 2. In his letter o f 4 January 1999, the Regional Director requested Member States to inform him whether they wished to submit candidatures for election at the Fifty-third World Health Assembly in 2000, and the governments o f Hungary, Italy, Kyrgyzstan, Lithuania, Slovakia, Spain, Sw eden, The Former Yugoslav Republic o f Macedonia, United Kingdom and Uzbekistan have announced their intention of doing so. 3. Nominations from those countries were received at the Regional Office by 12 March 1999, and the corresponding curricula vitae, in standard format, are contained in pages 4 to 13. It also agreed that there should be a balance among members in terms of individual qualities, skills, competence and experience, as well as equitable geographical distribution between larger and smaller countries. 6. It will be recalled that the terms o f office of members from Bosnia and Herzegovina, Israel and Turkey will expire at the forty-ninth session o f the Regional Committee. The Regional Committee will therefore be requested to elect new members of the SCRC, each having a three-year term of office (from September 1999 to September 2002). 7. EUR/RC49/5 page 31 S p e c i a l P r o g r a m m e o f R e s e a r c h , D e v e l o p m e n t a n d R e s e a r c h T r a i n i n g in H u m a n R e p r o d u c t i o n Terms o f Reference of the Policy and Coordination Committee The Policy and Coordination Committee (PCC) is the governing body o f the Special Programme. 1. Functions PCC shall, for the purpose of coordinating the interests and responsibilities o f the parties cooperating in the Special Programme, have the following functions: 1.1 To review and decide upon the planning and execution of the Special Programme. For this purpose it will keep itself informed of all aspects o f the development o f the Special Programme and consider reports and recommendations submitted to it by the Standing Committee referred to in Section 3 o f this Memorandum (hereinafter called the Standing Committee), the Executing Agency and the Scientific and Technical Advisor}' Group referred to in Section 4 o f this Memorandum (hereinafter called STAG). 1.2 To review and approve the plan o f action and budget for the coming financial period prepared by the Executing Agency and reviewed by STAG and the Standing Committee. 1.3 To review the proposals o f the Standing Committee and approve arrangements for the financing o f the Special Programme. 1.4 To review' proposed longer-term plans o f action and their financial implications. 1.5 To review the annual financial statements submitted by the Executing Agency, and the audit report thereon submitted by the External Auditor o f the Executing Agency. 1.6 To review periodic reports that will evaluate the progress o f the Special Programme towards the achievement o f its objectives. 1.7 To review' and endorse the selection o f members o f STAG by the Executing Agency in consultation with the Standing Committee. 1.8 To consider such other matters relating to the Special Programme as may be referred to it by any Cooperating Party. 2. M embership PCC shall consist of 32 members from among the Cooperating Parties as follows: 2.1 Largest financial contributors: 11 government representatives from the countries that were the largest financial contributors to the Special Programme in the previous biennium. 2.2 Countries elected by the WHO regional committees: 14 government representatives from Member States elected by the WHO regional committees for three-year terms according to population distribution and regional needs, distributed as follows: Appendix 1 Africa 4 Americas 2 South-East Asia 3 Europe I Eastern Mediterranean 1 Western Pacific 3 EUR/RC49/5 page 32 In these elections, due account should be taken of a country's financial and/or technical support to the Special Programme and its interest in the fields o f family planning, research and development in human reproduction and fertility regulation, as demonstrated by national policies and programmes. 2.3 Other interested Cooperating Parties: two members elected by PCC for three-year terms from the remaining Cooperating Parties. 2.4 Permanent members: the Co-sponsors of the Special Programme and the International Planned Parenthood Federation. Members of PCC in categories 2.2 and 2.3 may be re-elected. 3. Observers Other Cooperating Parties may be represented as observers with the approval o f the Executing Agency after consultation with the Standing Committee. Observers attend sessions o f PCC at their own expense. 4. Operation 4.1 PCC shall meet at least once a year, and in extraordinary sessions, if required, subject to the agreement o f the majority o f its members. The Executing Agency shall provide the secretariat. 4.2 PCC shall elect each year from among its members a chairman, a vice-chairman and a rapporteur. 4.3 The Chairman shall: - convene and preside over sessions o f PCC; - undertake such additional duties as may be assigned by PCC. 4.4 Subject to any special arrangements that may be decided upon by PCC, members o f PCC shall make their own arrangements to cover the expenses incurred in attending sessions o f PCC. 5. Procedures 5.1 In its proceedings, PCC shall be guided mutatis mutandis by the Rules o f Procedure o f the World Health Assembly. 5.2 In consultation with the Chairman, the secretariat shall prepare an annotated provisional agenda for each session. 5.3 A report prepared by the Rapporteur with the assistance o f the secretariat shall be circulated as soon as possible after the conclusion of the session for the approval o f participants.
