BUDGET PERFORMANCE "1972 DIRECT SERVICES TO GOVERNMENTS OF '!HE REGION BY SUBJECT HEADING, BY COUNTRY AND BY PROJECT 1. The twenty-second World Health Assembly in July 1969 adopted a resolutionl which provides, inter-alia, that the Director-General should include in each annual financial report information relating to budget performance, and showing in summary tables budget estimates, both original and revised, and the actual obligations incurred. 2. In compliance with the request of the World Health Assembly, the Director-General included in the Financial Report, 1 January - 31 December 1972 (Official Records 208, Appendix 3) tables showing by subject heading the implementation of the 1972 regular budget. The information concerning the Western Pacific Region is reproduced as Annex 1 to this document. The estimates in the column marked "Revised" are those concurred in by the Regional Committee at its twenty-second session. 3. Details of the obligations incurred by the Organization in the implementation of the 1972 regular budget in the Western Pacific Region by country and by projects (also as included in the Financial Report) are shown in Annex 2 to this document. The same Annex also indicates the obligations incurred for the implementation of the 1972 activities financed from funds other than the regular budget made available to the World Health Organization by the United Nations Development Programme, the Voluntary Fund for Health Promotion, the United Nations Fund for Population Activities and other funds. Differences between the planned programme and that delivered resulted from changes in Governments' requests and priorities, from unexpected delays in recruitment and from other causes outside the control of the Regional Director. The low rate of implementation in 1972 (86.1%) resulted because of directives from the Director-General not to obligate a total of US$718,784 which had originally been made available. Taking into consideration the amount which could not be delivered, the rate of implementation of funds finally available for obligation was 96.7 percent. 4. The above information is submitted to the Regional Committee for its information.
