PROPOSED PROGRAMME AND BUDGET, EUROPEAN REGION 1 9 5 5 INTRODUCTION I • Proposed Programmes for 1955 The proposed programme and budget for the European region for 1955 is contained in the present documents. As in previous years these proposals fall within the framework of the General Programme of Work covering a Specific Period (1952/56) as approved by the World Health Assembly. They are also based on the general principles guiding WHO programmes.in Europe a6 accepted by the Regional Committee at its second session and presented to the Executive Board and the World Health Assembly. As for previous years the programme proposals have been developed with a view to assuring their integration within the general scope of the programme of work of the whole Organization. It is the objective to develop, to continue and to follow up programmes already in operation and to avoid entering too many new fields of activity which would be beyond the resources both in funds and personnel of the Regional Office. Consultation took place between the Regional Director and Member Govern­ ments in the region at the end of 1952 and early in 1955 on their interests in existing activities to be developed and carried forward and on new activities io be planned for the year 19 55 - The Regional Director is pleased to state Üaat this consultation has considerably assisted in the preparation and de-relopment of the programme proposals. To thu greatest possible extent projects * Re?. WHA/r /19 having the largest support from Member Governments have been maintained or incorporated in the present proposals up to the limit of available resources. Proposals, which, in spite of their evident value and interest, could not be accommodated within such financial limits are listed in Annex II to the present document. The document contained a number of joint projects which have been developed in co-operation with the United Nations Organization, other specialized agencies as well as with Governmental and Non-Governmental Organizations. Collaboration with the Rockefeller Foundation continues in a very concrete form on certain programmes, and the close working relationship between the Regional Office and the International Children's Centre is expected to be harmoniously continued by extended use for specialized training of WHO-sponsored European fellows at the Centre. Co-operation with UNICEF has been further developed along the lines laid down by the Joint Committee on Health Policy and continues successfully in joint programmes in which UNICEF provides supplies and equipment for programmes technically approved by WHO. As in previous years the anticipated amounts for UNICEF supplies appear in the budget tables in the column "Other Extra-Budgetary Funds". Items marked by an asterisk are those already approved by the UNICEF Executive £oard. II. Budget Estimates for 1955 For regular programme activities in 1955/ including the operating costs of the Regional Office, a sum of $79^^57 has been tentatively allocated to the EUR/HC3/9 "V page 1 EUR/RC3/9 page 2 European region. It will be noted that the proposed expenditure in the attached schedules totals $796,413. This compares with a total sun available in 195^ of $ 71 1,356. Ill. Presentation The form of presentation of the budget proposals for 1955 follows in its general outline that of the 195^ programme. The programme proposals for the various countries are presented as before, country-by-country, in the usual alphabetical order while programmes common to all or to several countries follow undertha-heading "Inter-Country Programmes". Projects have been classified by main sub-headings in the following order: Malaria and Insect Control - Tuberculosis Veneral Diseases and Treponematoses - Endemo-Epidemic Diseases Public Health Administration Nursing Social and Occupational Health Health Education of the Public - Maternal and Child Health - Mental Health - Nutrition - Environmental Sanitation Therapeutic Substances and Insecticides Other Education and Training Projects Off. Rec. No. Mi- Explanatory texts in respect of 1955 programme proposals will be found on the pages facing the respective budget estimates. It bas been felt that the Committee desired more detailed justifications this year than was provided previously. Recapitulation tables showing proposed activities by country and by subject are included on pages 4 and 5 respectively. As in previous years activities to be financed from' technical assistance funds appear in a separate column. The Committee will note that the greatest needs are foreseen mainly on the administrative side of the office and in the form of accounting and general services staff as well as translators. It is felt that a staffing pattern as here presented would enable the office to function independently and adequately for at least an initial period of ohe year to 18 months, after which period any necessary adjustments might be made in the light of experience gained. It should, however, be pointed out that it does not appear sound to leave develop­ ment of such a staffing pattern until the year 1955; a gradual adjustment and build-up towards the requisite status will have to be begun during the year 1954, and this is also reflected in the attached proposals. The administrative cost of the Regional Office as shown in the schedules, is based on salaries and staff allowances applicable in Geneva, and the provisions for common services are likewise based on figures which apply in Geneva. Thus, a direct comparison of cost is possible between the existing provisional arrangements for the office and the staffing which would be required for a separate Regional Office, providing service comparable to those of other Regional Offices already established away from Headquarters. A separate document (EUR/RC3/3) which deals with a study of the permanent site of the Regional Office, reflects such differences in financial requirements as might apply to the various sites new under consideration. Such differences may be in the form of economies on staff salaries resulting from lower salary scales for both international and local personnel, savings in rental and/or maintenance costs, and - on the other hand - increased financial requirements for administrative and running expenses. Duty Travel The provision for duty travel covers mainly visits of the Regional Director and the Deputy Regional Director on visits for overall discussion with health administratio: of countries in the region, and is based on experience in previous years. As a follow-up of this activity, it is proposed to convene in 1955 a meeting of senior health administrators from European countries, amongst whom it is expected that a number of participants in the travelling study groups will be included. The aim of the conference is to exchange views on the organization of health services in European countries and their further development. Provision has been made for the organizational and servicing staff and for participants from European countries. Training Course in Rural Public Health The Soissons demonstration and training centre in rural public health has been developed in co-operation with the Government of France, the International Children's Centre, the Rockefeller Foundation and UNICEF. Training courses for various categories of health personnel are expected to take place during 1955» It is planned that two courses of one month's duration each will be given during that year. Prevision has been made for study grants to health personnel fran European countries. Scandinavian Public Health Courses Training courses in public health have been organized jointly by the Governments of the Scandinavian countries for 1953 and 1954. assistance was given in the form of visiting lecturers, fellowships and some teaching equipment. Its purpose is to explore the possibilité of arriving at more uniformity in the methods of analysis as well as to study certain minimum criteria for the quality of drinking water in Europe. Study of Sanitary Engineering Terms in Europe 'This project, which is assisted by UNESCO, started in 1953 and will continue in 1954 and 1955. It aims at establishing sanitary engineering terminology in English and French with a view to facilitating its use in European countries. Symposium on Training of Sanitary Engineers in Europe The training of sanitary' engineers within the region is assuming increasing importance. While in the region basic academic training institutions for this category of public-health personnel are inadequate, national courses are being developed or. different patterns. It is therefore proposed to hold in 1955 a symposium to consider specific aspects of the training required for European sanitary engineers. In view of the interest shown in many European countries to further improve training in these fields, it is proposed to hold in 1955 another meeting of senior teachers, public-health administrators and others who are responsible for this training. The reason for this is that it is not possible to know the amount of the overall TA fund for WHO, which is made up out of voluntary contributions by governments pledged yearly for a current year. It is for this reason that a critical financial situation has arisen in 1953* since the planned 1953 programme was based on a higher estimated amount than. • was finally pledged by the governments. It is in order to avoid further crises in 1954 and 1955 that the Director-General has established certain criteria for the priorities to be applied in the 1954 and 1955 programmes. The sum total of the TA programmes as well as the relevant sums of priorities I, II and III for each of the years 1954 and 1955 are established on definite figures given by the Director-General, based on estimated amounts by the Executive Chairman. Priority I in 1954 includes (a) all projects which, in 1953, are being or are expected to be financed from TA funds, in so far as they may continue into or through 1954; (b) projects which, although approved by TAB for financing fron TA funds in 1953, have not been or are not expected to be implemented in 1953 owing to the shortage of funds; (c) new projects considered to be of an urgent nature.
