Medium-term strategic plan 2008–2013, including Proposed programme budget 2010–2011 Report by the Secretariat
1. In resolution WHA60.11 the Sixtieth World Health Assembly endorsed the Medium-term strategic plan 2008–2013. The resolution also requested the Director-General to recommend to the Health Assembly through the Executive Board, in conjunction with the Proposed programme budgets 2010–2011 and 2012–2013, revisions to the Medium-term strategic plan as may be necessary. The draft amended Medium-term strategic plan 2008–2013 and draft Proposed programme budget 2010– 2011 were prepared through a consultative process across the three levels of the Organization. The guiding principles of this exercise have been continuity and comparability across the bienniums. 2. The two documents were reviewed by the regional committees between September and October 2008 and their comments were included in the documents considered by the Programme, Budget and Administration Committee at its ninth meeting1 and the Executive Board at its 124th session in January 2009.2 The Director-General took into consideration the comments of the Committee and Board members in revising the documents for submission to the Health Assembly. 3. The two documents are submitted herewith for the consideration of the Health Assembly.3 The revised version of the Medium-term strategic plan 2008–2013 includes revisions of, or additions to, the explanatory text for several strategic objectives and refinements to or replacement or deletion of indicators. The Proposed programme budget 2010–2011 reflects the comments and concerns of the Programme, Budget and Administration Committee and the members of the Board and represents zero nominal growth for assessed contributions. 4. The draft appropriation resolution for the financial period 2010–2011 will be submitted to the Health Assembly in due course.

The Health Assembly is invited to consider the following draft resolution: The Sixty-second World Health Assembly, Recalling resolution WHA60.11 on the Medium-term strategic plan 2008–2013; Having considered the report on the Medium-term strategic plan 2008–2013, including Proposed programme budget 2010–2011;1 Having examined the draft amended Medium-term strategic plan 2008–2013,2 ENDORSES the amended Medium-term strategic plan 2008–2013, including its revised indicators and targets.
