The world Bank undertakes to use rEs best efforEs to moblllze lnEernatlonal resources for che programrne of which the obJectlve and plan of acEion are described in Appendix rr. uNDp, FAo, the world Bank and tIHo, within each agency,s sphere of competence, asslst with socloeconomic developmenE of the areas controlled. 34. The Progranme area is that derineated on the map attached as Appendix rrr. should the programne area be modlfied on approvar of theJoint Programrne commlttee, che new llmlts sharl be delineated on a revlsed maP, PART II INSTITUTI ONAL PROV I S IONS The arrangements set forth below and as outrined in the organizaEionalchart, atEached as Appendtx rV, sharl form the basis for the managemenE ofthe Programme. 1. 1'1 The Jpc, consisEing of representatlves of the par.lclpaclng Governnents, of alr contrrbuting parties and of the four sponsoringAgencies shall have the followlng functlons, namely Eo : (i) exerclse general supervislon over the policies Eo be adopted in the plannlng of the programme and over Ehe operatlons implemented by it, as well as over Ehe actlvlties undertaken by the parttclpatrng GovernmenEs to ensure that there is no recrudescence of the disease, andto that effect keep itself abreasr of all aspects of rhedevelopnent of the programrne and conslder reports submttted Eo ir by the Commlttee of Sponsoring Agencies; ( irl approve the proposed plan of action and Ehe budget forthe comlng financlal perlod of the programrne prepared by WllO and rhe estlmaEe prepared by the Bank of contrlbuEions and disbursements to be made to, and from,the Fund in thar period; 4(iii) approve any modlfication of the programrne area; and ( iv) consider such other maEt,ers relacing co the programme as may be referred to iE by any member thereof, t.2 ( i) The JPC shall meec once a year or aE any time during che year if so requested by not 1ess than half of the ContribuEing Parcies or noE less than half of the Partic ipaElng GoverrunenEs . Durtng the fourth stage of the Programme, the Partlclpaclng Governments shall become lncreaslngly involved ln undertaklng conErol activicles in the conEext of devoluEion, lncluding the provislon of natlonal staff at the operational dlsposal of the Programme.
