TECHNICAL DISCUSSIONS In accordance with the resolution adopted by the Regional Com-
mittee at its eleventh session, 1 the Regional Director, in consultation with the Chairman of the Regional Committee, has selected Ten Sri (Dr) Mohamed Din bin Ahmad, Director of Medical Services (West Malaysia) and Pennenent Secretary, Ministry of Health, Malaysia, as Chairman of the Technical Discussions. Three sessions have been set aside for the discussions: the afternoon of Friday. 4 October; the morning of Saturday, 5 October; and the morning of Monday, 7 October.

THE ESTABLISHII1ENT OF A WHO MEDICAL SCHOOL IN THE WESTERN PACIFIC REGION: ACTION TAKEN IN RELATION TO RESOWTION WPR/RC18.R7 ADOPTED BY 'mE COMMITI'EE AT ITS EIGHTEENTH SESSION (Document vIPR/RC19/S) The Committee, at its eighteenth session, requested the
Regional Director to submit a report on medical education in the Region and the type of assistance being provided by WHO. It also requested the Regional Director to place the proposal of the MalaySian Government to establish a WHO medical school in the Western Pacific Region on the agenda of its nineteenth session. The document 'presented to the Connni ttee provides the information requested. Resolution WHA2l.49 recommends that "Regional Committees give particular a~ention
at their 1968 session to long-term health
planning and the formulation and evaluation of health programmes and to the possibilities of co-operation on a regional and inter-
regional basis in the development of health plans". Document WPR/RCl9/7 summarizes the developments taken in the past which led to the \'lorld Health Assembly's reconrnendatlon. Attention is drawn in particular to Annex 1 of this document which deals specifically with programme planning and evaluation. The Regional Committee may wish to consider the principles set forth in this annex and to express the consensus of its views on the planning and evaluation aspects of the WHO programmes. This will guide the Director-General who, in reporting to the forty-third session of the Executive Board, is to pay special attention to the opinions of Member States and Regional Committees. It is not necessary at this stage to go into detailed longrange planning, but the Regional Comml ttee is asked to give a general outline of what it believes should be done in the Region. lEach country •••

Biennial Programming (Document WPR,/RC19/8)
In the general context of longer-tern! programming, it was suggested during the forty-second session of the Executive Board that when the proposed programme and budget estimates for a given year are prepared, it should be possible, at the same time, to submit plans for a further year ahead. The Board believes this would encourage governments to develop national health plans on a long-tern! basis and, in so dOing, identify the projects in which WHO

The resolutions adopted by the Regional Committee in connexion with sessions of the Regional Committee held away from regional headquarters are reproduced in the docunent presented to the Committee.
