The Regional Director's report to the Regional Committee covers the two-year period I July 1993 - 30 June 1995. This is in accordance with resolution WPRlRC27.R8, which authorizes the Regional Director to issue a short report in even-numbered years covering significant matters and developments from 1 July of the preceding year to 30 June of that year; and, in odd-numbered years, a comprehensive report on the work of WHO during the preceding two years.

As usual, there are a number of technical subjects on the agenda of the Regional Committee. Representatives are encouraged to comment freely during the discussions of the individual agenda items rather than on the relevant sections ofthe Regional Director's report. 8. New horizons in health WPRlRC46!3 An update is given of the actions taken since the last session of the Regional Committee in 1994, with a revised version of the original document. During the session, a presentation will be made on the many initiatives within the Region which reflect New horizons in health approaches. The Regional Committee is invited to consider the application of such approaches to the discussion of the directions of the renewed health-for-all policy, both under this agenda item, and under item 12.3 WHO Response to Global Change: Report of the Sub-Committee, Part II. 9. Programme budget 9.1 Budget performance, 1994-1995 (interim report) WPRlRC46!4 The interim report on the implementation of the regular budget for the 1994-1995 biennium is presented for the information of the Regional Committee, prior to the final report on implementation which will be presented to the forty-seventh session of the Committee. 9.2 Changes in the 1996-1997 programme budget and in future programme budgeting WPRlRC46/5

A presentation on the changes in the Programme Budget for 1996-1997, necessitated by the decisions of the Executive Board at its ninety-fifth session and the Forty-eighth World Health Assembly, will be made at the session of the Regional Committee. Information on expected changes in future programme budgeting will also be provided at that time.

Regional allocations WPRlRC46/6 Following discussion at the World Health Assembly and at the Executive Board, it
was decided that the reorientation of allocations should be discussed first by the regional committees. The Committee is asked to consider the detennination of the allocations in line with the major functions of the Organization and the priorities of its programmes.

AIDS 10.1 Annual report on AIDS, including sexually transmitted diseases WPRlRC4617 In accordance with resolution WPRlRC38.R5, adopted by the Regional Committee at its thirty-eighth session, the Regional Director submits an annual report on AIDS, including sexually transmitted diseases. This year's report draws particular attention to technical

aspects of regional and country management of sexually transmitted diseases as a strategy for HIV1 AIDS prevention and control.

Joint United Nations Programme on AIDS WPRlRC46/8 The Regional Committee at its forty-fifth session asked for a report in 1995 on

significant developments relating to the new programme.
The document details the
background, and the current situation of the Joint United Nations Programme on AIDS. The Regional Committee is requested to discuss the report and recommend what steps WHO should take in the coming years.

Eradication of poliomyelitis in the Region: Progress report WPRlRC46/9 In May 1988, the Forty-first World Health Assembly adopted a resolution on global
eradication of poliomyelitis by the year 2000. This was followed in September 1988 by the resolution

of the Regional Committee at its thirty-ninth session on poliomyelitis eradication In the Region by 1995. Reports have been made annually to the Regional Committee on the progress in eradication since 1990 (in compliance with resolution WPRlRC4I.R5). The report shows that the transmission of poliovirus has been drastically reduced In the Region. Supplementary immunization with oral poliovirus vaccine in national Immunization days has been very successful, with related benefits for the Expanded Programme on Immunization and other public health programmes. Attention is drawn to the need to continue to Improve the quality of surveillance for acute flaccid paralysis. Member States are urged to ensure that no cases of
poliomyelitis are missed, and to reach the standards required for eventual certification of poliomyelitis eradication, as the initiative progresses towards the global goal.

Sub-Committee of the Regional Committee on Programmes and TechnIcal Cooperation 12.1 Country visits: Report of the Sub-Committee, Part I WPRlRC46/10 In fulfilment of item (5) of the Sub-Committee's terms of reference, four members visited Australia, China and Singapore to review WHO's collaboration in the field of healthy lifestyles, with a focus on tobacco-or-health activities. The attention of representatives is drawn in particular to the conclusions of the Sub-Committee and the regional implications of the visits, and the recommendations of the Sub-Committee to both WHO and the Member States for future action. The report draws attention to the need for strong public policies, in conjunction with appropriate environments, and the related need for commitment to healthy lifestyle policy and programme development at the highest levels.

Membership ofthe Sub-CommIttee The period of tenure of four of the members of the Sub-Committee wlll end at the
forty-sixth session ofthe Regional Committee. It is expected that four more members will be appointed for a three-year term.

WHO Response to Global Change: Report of the Sub-Committee, Part II WPRlRC46/11 In 1995, the Sub-Committee was mandated to monitor and assess the regional
implications and progress of the ongoing reform process within WHO with particular attention to certain issues, and to report its findings to the Regional Committee at its fortysixth session. The document presents the Sub-Committee's finding and recommendations on the current status of WHO's response.

The Sub-Committee also studied the guiding principles and essential issues for the elaboration of a policy for equity, solidarity and health, on renewing the health-for-all strategy, in line with resolution WHA4S.16. The Regional Committee is asked to discuss the recommendations of the Sub-Committee.
Development of health research WPRlRC46/12 The major activities of the regional research promotion and development programme are
summarized, for the period July 1993-June 1995. Relevant activities of the WHO global programmes conducted in the Region are outlined, as well as the research conducted in connection with the regional priorities. The observations and recommendations made by the Western Pacific Advisory Committee on Health Research and the directors of Health Research Councils and Analogous Bodies at their joint meeting in August 1994 are also annexed to the report for the endorsement of the Regional Committee.

Nutrition: Progress report on infant and young child nutrition and on the implementation of the International Code of Marketing of Breast-milk Substitutes WPRlRC46113 In compliance with Regional Committee resolution WPRlRC36.RI5, a progress report is
made every two years on the national efforts being made towards the improvement of infant and young child nutrition, including the progress made in their adoption of suitable measures to give

effect to the International Code of Marketing of Breast-milk Substitutes. A summary is given of the status of breast-feeding and complementary weaning practices in the Region, and describes government action, such as in the baby-friendly hospital initiative.

Leprosy WPRlRC461I 4 The Forty-fourth World Health Assembly, in May 1991, adopted resolution WHA44.9 on the
elimination of leprosy as a public health problem in the world by the year 2000. This document presents a progress report to the Committee, addressing the status of elimination to date, the implementation of multidrug therapy, and the plan of action to sustain the elimination drive. Member States are asked to review the report, and consider how they may best pursue the goal of elimination, through appropriate funding, and activities to maintain public awareness.

Reproductive healtb WPRlRC46/15 Making use of available data, the report examines the situation in selected countries in the
Region and shows the large disparity between countries in the field of reproductive health. Member States are asked to review their activities in the area of reproductive health and, in close collaboration with WHO, develop the most appropriate programmes in consonance with the resolutions adopted on this topic in several other United Nations forums.

International Decade oftbe World's Indigenous People WPRlRC46116 The United Nations General Assembly resolution 48/163 in 1993 proclaimed the International
Decade of the World's Indigenous People, commencing December 1994. Specialized agencies were requested to consider with governments and indigenous people how they can contribute to the success of the decade. An outline is provided of the situation at present. Member States are invited to comment on the health situation of indigenous people, to consider the role it wishes the Regional Office to play, and where appropriate, to designate a focal point for indigenous health issues.

WPRlRC46/19 The document for this agenda item lists resolutions, adopted by the Forty-eighth World Health Assembly in May 1995 and the Executive Board at its ninety-sixth session, that are of regional relevance and interest. Resolutions from either governing body that relate directly to items on the agenda form part of the documentation for those particular items. Representatives may wish to make comments on the significance of the resolutions to the Region, including WHA48.1, Transfer of Mongolia to the Western Pacific Region, which stimulated discussion at the Health Assembly of the appropriate balance between regions and formal procedure for transfer.

Board and the Regional Committee WPRfRC46/20 The document for this item presents the draft provisional agenda of the ninety-seventh session of the Executive Board in January 1996. Representatives may wish to comment on the draft provisional agenda in relation to the work of the World Health Assembly and the Regional Committee. Selection of topic for the Technical Discussions to be held in conjunction with the rortyseventh session of the Regional Committee WPRfRC46/21 The document for this item presents three suggested topics for the Technical Discussions in 1996. Representatives may wish to suggest other topics for the Regional Committee to consider. The Committee may wish to consider the decision of the Forty-eighth World Health Assembly to replace the Technical Discussions by a limited number of well-organized technical briefings and by informal forums for dialogue. This would start, on a trial basis, from May 1996.

Time and place of the forty-seventh and forty-eighth sessions of the Regional Committee The forty-seventh session of the Regional Committee will be held in the Republic of Korea.
