The Board will receive at the opening of its session the report of the fourteenth meeting of the Programme, Budget and Administration Committee, which is scheduled to be held on 12 and 13 May 2011.

Technical and health matters 5.1 Consultative expert working group on research and development: financing and coordination
In accordance with resolution WHA63.28, the report provides details about the work plan and inception report of the Consultative Expert Working Group: Financing and Coordination, as agreed during the first meeting of the expert group. The final report of the group is to be submitted to the Sixty-fifth World Health Assembly in 2012.

Management and financial matters 6.1 WHO publications policy: report on implementation
The report describes the steps that have been taken to implement the WHO publications policy, as requested by the Programme, Budget and Administration Committee at its eighth meeting and the Executive Board at its 123rd session.

Method of work of the governing bodies
The Board at its 128th session requested the Secretariat to propose ways in which inconsistencies and overlaps in reporting requirements could be eliminated as well as how to facilitate more efficient and outcome-oriented reporting in the future. The report reviews methods of work and makes proposals for change.

Matters for information 8.1 Report on meetings of expert committees and study groups
In compliance with Regulation 4.23 of the Regulations for Expert Advisory Panels and Committees, the Director-General submits to the Board for its consideration her report on meetings of expert committees and study groups, including a summary of the recommendations contained in the reports of expert committees and her observations on their significance for public health policies and implications for the Organization’s programmes.

Closure of the session
Note: In accordance with Rule 8 of the Rules of Procedure of the Executive Board, the Officers of the Board consulted with the Director-General on 18 March 2011 regarding the draft provisional agenda that had been transmitted to Member States for comment on 7 February 2011. 1. The Officers of the Board made no change to the items proposed in the draft provisional agenda. 2. The Officers of the Board decided to recommend that the item, proposed by a Member State in accordance with Rule 8 of the Rules of Procedure of the Executive Board, on WHO’s role in the United Nations humanitarian assistance system entitled “The role of WHO as a cluster lead and functioning of the health cluster” be deferred for discussion by the Board at its 130th session in January 2012. 3. There was a suggestion that, under the agenda item entitled “Outcome of the Sixty-fourth session of the World Health Assembly”, there should be a discussion on the deliberations of the Health Assembly on the future of financing for WHO, and WHO reform.
