Informe anual sobre los recursos humanos Informe de la Secretaría 1. En el presente informe se ofrece una visión de conjunto de la dotación de personal de la Organización al 30 de noviembre de 2001. En él figuran datos sobre la situación general de la dotación de personal por origen de la financiación, lugar principal de destino y grado, la distribución del personal según el sexo, la representación geográfica, el perfil de edad, la jubilación del personal, la contratación externa de personal, información sobre los funcionarios nacionales del cuadro orgánico, y distribución de la dotación de personal entre los principales grupos ocupacionales. 2. El tercer informe anual sobre los recursos humanos, con datos completos al 31 de diciembre de 2001, se presentará a la 55ª Asamblea Mundial de la Salud con el fin de garantizar la coherencia entre los datos presentados a la Asamblea de la Salud en el contexto del presupuesto por programas 2002-2003 y los informes financieros.
DOTACIÓN DE PERSONAL Categorías de los nombramientos 3. A 30 de noviembre de 2001 la OMS disponía en total de 3581 funcionarios con nombramientos ya de plazo fijo de entre uno y cinco años ya de carrera (designados en adelante todos ellos como funcionarios con contratos de larga duración).1 De ellos, 1344 (37,5%) pertenecían a la categoría profesional, 2078 (58,0%) a la categoría de servicios generales y 159 (4,5%) a la categoría de funcionario nacional del cuadro orgánico (véase el cuadro 1).2 El número de funcionarios con contratos de larga duración ha aumentado en 95 (2,7%) respecto de la cifra correspondiente al 31 de diciembre de 2000.3 4. Desde 1994 están sujetos a moratoria los nombramientos de funcionarios de carrera, de los que actualmente se cuentan 56 en la categoría profesional y 216 en la categoría de servicios generales, es decir, el 4,2% y el 10,4% de sus categorías respectivas. Ello representa una disminución del 1,4% y del 1,5%, respectivamente, desde el informe anual precedente. 5. Además del personal con contratos de corta duración, al 30 de noviembre de 2001 había 3186 funcionarios con contratos de corta duración (véase el cuadro 11). 1 2 3

6. Los cuadros y figuras que aparecen en el presente informe,1 así como el análisis recapitulativo que sigue a continuación, se refieren a funcionarios con contratos de larga duración (a menos que se indique lo contrario).
Distribución por sexos 7. La distribución general por sexos de los 3581 funcionarios con contratos de larga duración mencionados en el párrafo 3 es de 1890 hombres (52,8%) y 1691 mujeres (47,2%). De los 1503 funcionarios con nombramientos de plazo fijo de la categoría profesional, 1032 (68,7%) son hombres y 471 (31,3%) son mujeres. El porcentaje de mujeres en la categoría profesional prácticamente no ha variado desde el informe anual precedente. 8. En 2001 eran mujeres algo más del 35% del total de los funcionarios en puestos de grado P.4, el 24% del total de grado P.5 y un 26% del total de grado P.6/D.1. En los puestos de grado D.2 eran mujeres el 14,6% del total (9,8% en 2000). La proporción de mujeres en puestos sin clasificar era la misma que el año anterior (20%).
Representación geográfica 9. En noviembre de 2001, 107 países se encontraban dentro de los límites convenientes, 28 estaban sobrerrepresentados, 14 subrepresentados y 44 (incluidos dos Miembros Asociados) no estaban representados (véase el cuadro 3). 10. Desde el último informe presentado al Consejo Ejecutivo acerca de la representación geográfica2 ha habido 151 nombramientos para puestos de la categoría profesional, de los cuales 81 (53,6%) corresponden a nacionales de países no representados o subrepresentados. Nueve países que antes estaban adecuadamente representados han alcanzado o superado el límite máximo (Burkina Faso, Camerún, Cuba, Etiopía, Líbano, Senegal, Tailandia, Túnez y Zambia), mientras que cuatro países que estaban subrepresentados están ahora adecuadamente representados (Bhután, Cabo Verde, Islas Salomón y Liberia). Un país que antes estaba adecuadamente representado está ahora subrepresentado (Belice). Un país que estaba subrepresentado ahora no está representado (Ucrania) (véanse los cuadros 3 y 4).
Edad, duración del servicio y movimiento de personal 11. Más de la mitad del personal profesional (50,8%) tiene 50 años o más. En la categoría de servicios generales y entre los funcionarios nacionales del cuadro orgánico, el 42,1% y el 49,1% del personal, respectivamente, tiene entre 40 y 50 años de edad (véase el cuadro 6). 12. El más numeroso de los grupos de personal considerados (33,3%) tiene menos de cinco años de servicio. Ese es el caso en particular de los funcionarios nacionales del cuadro orgánico (86,8%) y del personal de la categoría profesional (46,7%). No obstante, el 51,2% de quienes permanecen en la Organización tras los cinco años iniciales sigue en ella durante 10 años o más. La duración media del servicio es de 8,2 años para los funcionarios de la categoría profesional y 13 años para los funcionarios de la categoría de servicios generales (véase el cuadro 8). 13. En el cuadro 9 se incluyen datos sobre el nombramiento de personal según los cuales, el 36% de los profesionales proceden de contrataciones externas, el 37% procede de contratos de corta duración y el 18,8% son traslados entre organismos. 14. Casi un 20% del personal de la categoría profesional, casi el 7% de los funcionarios nacionales del cuadro orgánico, y más del 11% del personal de servicios generales se jubilará a lo largo de los próximos cinco años (véase el cuadro 10).
Grupos ocupacionales 15. Casi el 46% de los cargos que ocupa el personal profesional pertenecen a la categoría «especialistas en odontología, nutrición, medicina, enfermería y veterinaria». Dentro de este grupo, el 91,5% son especialistas en medicina y el 2,6% enfermeras. El siguiente grupo ocupacional en número corresponde a los especialistas en administración, que representan el 26,6% (véase el cuadro 12).
