According to Rule 9 of the Rules of Procedure of the Regional. COmmittee, "the Director may, in consultation with the Chairman, include any question suitabl.e for the agenda which may arise or reach him up to twenty-one days before the opening day of the session, in a suppl.ementary agenda which the Committee shall exanrine together with the prOvisional. agenda. Arly items arising or submitted later sball be included in a supplenentary agenda provided that the Committee <i.grees ". The provisiOnal. agend~ distributed to Representatives contains al.l the items suggested for discussion up to twenty-one days before the opening day of the session.

TECHNICAL DISCUSSIONS
In accordance .lith the resol.ution adopted by the Regional Committee at its el.eventh session,l the Regional. Director, in consultation ~lith the Chairman of the Regional COmmittee, has selected Dr L.P. Chow, Associate Director, Family Pl.anning und Population studies Progra.1!lll)e, Taichung, as Chairman of the Technical. Discussions.
The function of the Chairman is to guide the general. discussions along the lines of the programme, to assist the members to adhere to the schedule for the discussions, to ensure that all. members so desirous are heard, and to endeavour to effect a full. and balanced discussion of the theme chosen.

8.1 Establishment of the Sub-CoIIIIIIittee on Programme The
Budget
COmmittee, at its seventh session,l decided that the establishment of' a sub-colll1l11ttee on programme and budget, consisting of' six members, plus the Chairman of the Regional COmmittee, should become a routine activity of the Colll1l11ttee. It further recommended that the membership of the Sub-Colll1l11ttee should be rotated among the Representatives of the various Members, subject to the provision that any Representative wishing to do so should be entitled to participate. The main objective of the cel.ebration of liliO's twentieth anniversary is to assess the warl:. accomplished by liliO during the first two decades of its 1.ife and focus attention on the publ.ic heal.th probl.ems of the future, making these subjects known to the public in general. and to heal.th workers in particular. The regional. committees are asked to consider on various possibl.e measures to marl:: the occasion at regional. level and al.so to make recommendations for action at national. l.evel.. There are twa specific points on which specific action by the Regional Committee is required: (i) as indicated in paragraph 7.1 of document A2.0/AFL/2l, the Regional. Committee should nominate one Or two speakers who .Tould address the commemorative meeting at the Twenty-first Horl.d Heal.th Assemb~; the Regional. Committee might wish to draw attention to the suggestion that Heads of state could, i f they see fit, send special. messages to tiliO as mentioned in paragraph 3.~ of document 1\20/ PiFL/2l.

APPRAISAL OF THE: FELLOWSHIP PROORAMME IN THE WESTERN PACIFIC ROOI~. (Document IfPR/RCJJ3/6)
The education and training of health personnel receives a high priority in WHO's programme of work. One of the methods of helping governments train their health personnel is through fellowships. Experience has show that the fellowship programme is an effective means of promoting the international exchange of knowledgej iIlq>roving standards of teaching and training in health~ medicine and related fields j advancing researchj introducing ne-w concepts, methods and techniquesj and starting new activities and improving existing ones, thus strengthening the national heaJ.th services. The increasing number of fellowships alfl;:.rded in the Region brings into sharper focus problems which, if not resolved satisfactorily, can impair the whole fellowships programme. It was felt, therefore, that Member governments and the Organization would benefit from a discussion of the fellowship programme, including the problems encountered in implementing it.

THE ESTABLISHMENT OF A WHO MEDICAL SCHOOL IN THE WESTERN PACIFIC REGION: ITEM PROPOSED BY THE: GOVERNMENT OF MALAYSIA
This item will be introduced by the Chief Representative of the Government of Milaysia l-rhich, in letters dated 8 June and 6 July 1967, suggested that the Col!IIdttee consider the establishment of a WHO medical school in the Western Pacific Region. In support of this proposal, the Government states as follows:

"2. As you are aware, Milaysia has established, at considerable cost, a Faculty of Medicine and a Teaching HospitaJ. at the University of Nalaya, KUala Lumpur. The output of doctors from the Faculty of Medicine, however, is insufficient to meet the totaJ. needs of the country. Many of our students have had to find alternative places overseas to obtain their medical qualifications and these places are grolTing scarcier as the days go by. It is imperative, therefore, that a second Medical School be established in the country but that is, however, beyond our financial resources at the moment.

Similarly, other countries in this region will be facing the same problem and, as such, it is suggested that the World Health Organization considers the establishment of a Regional Medical School to cater for the residual needs of the various member countries of the region. It is suggested that such a Medical School be established out of the resources of the World Health Organization and, perhaps, assisted by the more affluent member countries of the region, both in respect of capital cost and maintenance cost.

Document WPR/RCl811 contains the suggestions of the Secretariat as to the topics which might be considered for the Technical Discussions in 1968. 17 of
REPORT BY THE CHAIRMAN OF THE TECHNICAL DISCUSSIONS
The Chairman of the Technical Discussions will present the report the Technical Discussions to the Committee at its plenary session on Tuesday morning, 19 September. This report will form an annex to the main Committee report. 18 TIME, PIACE AND DURATION OF THE NINETEENTH AND TWENTIETH SESSIONS OF THE REGIONAL COMKI:TrEE
Unless the Committee decides otherwise, the nineteenth session of the Regional Committee vTill be held in Manila in accordance with the past procedure that every second year the meeting vTill be held at regional headquarters.
