1. La información que sigue constituye una descripción preliminar de las características de la plantilla de la Organización al 30 de septiembre de 2005. Comprende detalles sobre lo siguiente: la situación general de la dotación de personal por lugar de destino principal y grado; la distribución del personal por sexo, representación geográfica, perfil de edad y antigüedad en el servicio, y el movimiento de personal y la distribución de la fuerza de trabajo por grandes grupos ocupacionales. El séptimo informe anual sobre los recursos humanos, con los datos completos al 31 de diciembre de 2005, se presentará a la 59ª Asamblea Mundial de la Salud.

CARACTERÍSTICAS DEL PERSONAL Categorías de los nombramientos 2. Al 30 de septiembre de 2005, la OMS tenía un total de 4268 funcionarios con nombramientos de plazo fijo de uno a cinco años o con nombramientos de carrera/servicio (todos ellos denominados en adelante «funcionarios con contratos de larga duración»).1 De éstos, 1681 (39,4%) pertenecían a la categoría profesional, 2320 (54,4%) a la de servicios generales y 267 (6,3%) a la de funcionarios nacionales del cuadro orgánico (véase el cuadro 1).2 El número de funcionarios con contratos de larga duración había aumentado en 317 (8,0%) en comparación con la cifra correspondiente al 30 de septiembre de 2004, indicada en el informe anual de 2004.3 3. Además de los titulares de contratos de larga duración, al 30 de septiembre de 2005 había 4087 temporeros (1674 con contratos de corto plazo y 2413 con contratos de duración limitada) (véase el cuadro 2).

Distribución por sexos 4. El porcentaje de mujeres en la categoría profesional ha aumentado desde el último informe anual, pues ha pasado de un 34,4% a un 35,6%.

5. El cuadro 3 muestra la distribución del personal con contratos de larga duración por ubicación orgánica, grado y sexo. Se observa que, de los 1681 funcionarios profesionales con contratos de larga duración, 1082 (64,4%) son hombres y 599 (35,6%) son mujeres. Según este informe, en el grado P.2 el número de mujeres es mayor que el de hombres y en el grado P.3 existe paridad de género. La representación de mujeres en los grados P.4 y superiores ha aumentado: la proporción de mujeres en el grado P.4 es de un 39,6%; en el grado P.5, de un 30,7%; en el grado P.6/D.1, de un 21,0%; y en el grado D.2 se ha mantenido en un 24,4%.

Representación geográfica 6. Al mes de septiembre de 2005, 109 países se encontraban dentro del márgen conveniente de representación (seis de ellos habían alcanzado el límite superior de ese margen); 42 países (incluidos dos Miembros Asociados) no estaban representados, 9 estaban subrepresentados y 34 estaban sobrerrepresentados (véase el cuadro 4). En el cuadro 5 se presentan detalles sobre el estado de representación de los países, por regiones: • dos países que estaban subrepresentados (República de Moldova y Turkmenistán) están ahora dentro del margen conveniente de representación; • tres países que estaban dentro del margen conveniente de representación (Kuwait, Saint Kitts y Nevis y Seychelles) están ahora subrepresentados; • cuatro países anteriormente subrepresentados (Argentina, España, Portugal y Ucrania) se encuentran ahora dentro del margen conveniente de representación; • dos países que estaban sobrerrepresentados (Gambia y Nueva Zelandia) están ahora dentro del margen conveniente de representación; • 12 países que estaban dentro del margen conveniente de representación (Etiopía, Federación de Rusia, Ghana, India, Líbano, Mauricio, Nigeria, Rwanda, Suecia, Suiza, Uganda y Zambia) están ahora sobrerrepresentados. 7. El cuadro 6 contiene información sobre la distribución del personal por lugar de destino y región de nacionalidad.

Edad, antigüedad en el servicio y movimiento de personal 8. Más de la mitad del personal profesional (52%) tiene 50 años o más. En la categoría de servicios generales, los funcionarios de 50 años o más siguen representando el mayor grupo de edad (38,1%), mientras que entre los funcionarios nacionales del cuadro orgánico, las personas de 40 a 49 años constituyen el grupo de edad más numeroso (49,8%) (véanse los cuadros 7 y 8). 9. El grupo de personal más numeroso (que representa el 43,8% de la fuerza de trabajo) es el de los funcionarios con menos de cinco años de servicio. Actualmente, la media aproximada de antigüedad en el servicio es de más de siete años en el caso del personal profesional y de 12 años en el del personal de servicios generales (véase el cuadro 9). 10. En el cuadro 10 se presentan datos sobre los nombramientos de personal (funcionarios que se han incorporado en el periodo que va hasta el 30 de septiembre de 2005). Se observa que, en la categoría profesional, 97 personas (51,9%) han sido contratadas del exterior, 77 (41,2%) tenían anteriormente contratos temporales y 13 (7,0%) han sido trasladadas de otros organismos. 2

11. Según las proyecciones actuales, casi el 17% del personal se jubilará en los próximos cinco años, y más de un 38% lo hará en los próximos 10 años (véase el cuadro 11).

Grupos ocupacionales 12. El 47,3% de los cargos que ocupa el personal profesional corresponden a la categoría «especialistas en odontología, nutrición, medicina, enfermería y veterinaria». Dentro de este grupo, el 91,9% son «especialistas en medicina» y el 2,0%, «enfermeras». El siguiente grupo ocupacional más numeroso es el de los «especialistas en administración», que representan el 29,5% (véase el cuadro 12). En ese grupo, hay una proporción igual (16,1%) de «especialistas en sistemas de informática» y «administrativos» y un 12,7% de «especialistas en gestión financiera».
