The president of the International Bank for Reconstruction and Developnent (IBRD), the Adninistrator of the Untted Nations Developnent Progronme (UNDP) and the Directors-General of the Food and Agriculture Organlzation of the United Nations (FAO) and of the World Health Organization (WHO) have agreed to set up a Steerlng Committee to coordinate their efforts to control onchocerciasis in the Volta River Basin. The aims are to eliminate the disease by interrupting its transElssion through vector control or other techniques which might become available, and to open reclained areas for econooic development. 2. The Steering Cqunittee wilt be composed of representatives designated by the Executive Heads of the four Agencies. It may invite representatives of Governments, other agencies or. institutions to particlpate as observers, when necessary. 3. The Steering Committee, in the first period of its operation, w111 be convened by WHO. The Steering Conrmittee will deterEine its programDe and method of work and draw up a schedule for its sessions, which will not be restricted. 4. The Steering Committee will: (a) ensure coordination of the action undertaken by each of the four Agencies for the planning and inplementation of the progrrmme; (b) determine ways and means of nobilizing enlarged support for the control of onchocerciasis and the concomitant development of the reclaimed areas; (c) advise on nedium-term and longer-tetm coordinat€d planning for health and economic developnent in areas where onchocerciasis is endenic in the Volta River Basin; (d) nake recoomendations on the implementation of these plans includlng: the detailed financing of the programme; the deternination of its various conponents and the respective responsibilitles of the four Agencies; the contribution of the recipient Governments; the participation of the donor goverrunents, other United Nations or bilateral assistance agencies, inter- governnental and non-governmental organizations; the estimation of costs and mobillzation of financial resources; (e) review periodically the progress made in the inplenentation of the plans and recotrmend the adjustments or re-orientation whlch may appear necessary; and (f) deal generally with or advise on any aspects of the progranme and any problems thereon which may be referred to it at the request of the four Agencies. t i
